This article seeks to define the conditions for a fair test of the hypo that a ruling dlite (RC) exists in a community that is superficially `open' or `democratic'. A Re is defined as a controlling group less than a majority in size that is not a pure artifact of democratic rules, whose preferences regularly prevail in cases of diff's in preference on key pol'al issues. A fair test requires that (1) the hypothetical R6 is a well-defined group. (2) There is a fair sample of cases involving key pol'al decision in which the preferences of the hypothetical R4 run counter to those of any other likely group that might be suggested. (3) In such cases, the preferences of the elite regularly prevail. 3 improper tests are considered: (i) tests that fail to distinguish potential for control, potential for unity, & pol'al effectiveness. (ii) Tests that confuse a Re with a group of individuals more influential than others. (iii) Tests that generalize from a single scope of influence. 6 difficulties & objections to the proposed test are examined. It is pointed out that studies like those of Clyde Hunter & C. Wright Mills, which purport to find Re's, fail to meet the proposed test. AA-IPSA.
