This study explores adaptive capacities in infrastructure preparedness planning from a resilience approach using the bridge between Denmark and Sweden as a case. First, a theoretical framework anchors adaptive capacity in a more general resilience discourse focusing on flexibility and adaptive capacity with emphasis on citizens' ability to interpret information and adjust their behaviour without prior planning and training or instructions. Then, findings from a small qualitative study (n = 45) of the perception of commuters and travellers of the responsibilities and contingencies involved in potential long‐term disruptions of the Øresund Bridge are discussed. The most important suggested recommendation for authorities and infrastructure owners is simply to remind users that an infrastructure is not a given—in other words, to ask travellers whether "they have a Plan B," thereby prompting citizens to contemplate their dependency on infrastructure and prepare for a disruption.

Purpose
The purpose of this paper is to explore the social network in an emergency management organization during a large exercise held in Greenland in 2016. Inspired by approaches in business and organizational studies the aim is to investigate the flow of information through formal as well as informal channels.


Design/methodology/approach
Social network analysis is applied to model this flow and the social network is analyzed with regard to core/periphery structure and actor centrality. In order to explore the relationships between actor attributes such as age, years of experience, operational Arctic experience, smoking and personal interests, a regression analysis is employed with membership of the network core as dependent variable.


Findings
The findings show that smoking, rank and ad hoc membership of the emergency management organization influence the odds for being in the core of this particular social network most. Finally, some strengths and weaknesses of the approach are discussed as well as implications for future research in the field.


Originality/value
Emergency management tasks are often performed more through informal coordination than "by the book." A medium for such informal coordination is the social network that emerges among individual actors who like each other, share interests and experience and communicate directly with each other. Emergency managers use that kind of social network to cut red tape and solve urgent problems and share knowledge in ways not mapped in plans or shown in organigrams. Most practitioners are aware of this, but it is a field not well theorized.

From 1838, the border between the Danish duchy of Holstein and the German Länder was patrolled by a corps of border gendarmes with a mixture of duties: as policemen, as customs officials, and as soldiers.1 Following the Second Schleswig War in 1864, in which the Monarchy was defeated by the German Bund, the duchies were ceded to the King of Prussia and the Emperor of Austria, and the Danish-German border was accordingly moved north from the Elbe to the Kongeå. So were the gendarmes. Although differently configured and under different names, the institution of a border gendarmerie continued to exist until 1969. A gendarmerie force was likewise set up in the duchy of Schleswig in 1851 as a means to subdue the political unrest in the duchy following the First Schleswig War (the Three Years' War 1848–1851). The Schleswig gendarmes were disbanded after the Second Schleswig War (1864). Lastly, the Blue Gendarmes existed 1885–1894 to assist the police in domestic security matters.The pros and cons of a gendarmerie were discussed on several occasions in the Kingdom of Denmark during the 19th century. On the one hand, a gendarmerie force would undoubtedly increase the police powers in general and might, in particular, serve as an alternative to having military personnel assisting the police in coping with riots and mass events. On the other hand, setting up a gendarmerie would incur large expenses, and the idea has traditionally been considered undemocratic and "Un-Danish".This paper outlines the history of gendarmeries in Denmark and discusses this question of "Un-Danishness" from a historical as well as a contemporary, comparative perspective, drawing on recent studies of gendarmeries in other countries. We argue that the history of the Danish gendarmeries shows that establishing a Danish gendarmerie force today would indeed be "Un-Danish" and just as contrary to democratic traditions as it was in the 19th century. It would thus represent a "deviation from the historically given foundation".

This chapter addresses the intersection of military and civilian forces in domestic security, taking its point of departure in the recent deployment of troops in anti-terror operations in France and a general shift toward stronger involvement of military forces in what have traditionally been police matters. We introduce the research field beginning with classic sociological texts from the 1950s with an emphasis on the scholarly debate from around 2000. Building on the literature we discuss different drivers behind the shift toward militarization of domestic security affairs. Finally, we present a variety of suggestions for approaches to further research in the field.

The Nordic states have extensive welfare systems in which the local social services are an important component. Despite a growing research on disaster resilience, we lack research examining in systematic way whether and how local social services in the Nordic countries contribute to resilience. Aiming to fill this gap, this article asks whether we can identify a common Nordic model of the role of local social services in disasters, or whether the countries have taken different paths. We use policy documents and legislation to examine the extent to which roles for local social services are embedded in the disaster management systems of the five Nordic countries. We analyze the institutional organization in eachcountry, as well as the models of social services related to disasters from a comparative perspective. We find that the Nordic countries have chosen quite different paths regarding local social services' role in disaster management and conclude that there is no Nordic model. Another general conclusion is that a more robust position of local social services within the disaster management system might enhance disaster resilience in the Nordic countries as a whole. ; acceptedVersion

This task could also be implemented under the umbrella of the Svalbard Group. • There is a need to make the role of social services known in the emergency management systems, so that the relevant parties can activate the full potential of social services in all phases of the disaster cycle. It is likewise important to inform the social services of emergency management law and organization in order to facilitate effective co-operation in the event of disaster. • It is important to address the role of emergency management in the education of social workers and social carers and enhance disaster research in the social sciences. • It is important to create opportunities for the social services to prepare for future disasters. It is also important to include the social services in emergency management exercises. The exercises might also be extended in scope in order to cover all phases of disasters. Nordic countries could share exercise scenarios involving tasks for the social sector and make use of scenarios already developed. • The Nordic Council of Ministers and the Nordic Welfare Center (NVC) should address social sector preparedness issues. Social sector preparedness cooperation should be enhanced under the umbrella of the Nordic Council of Ministers (Svalbard Group) and collaborate closely with the Haga-process. Such high-level co-operation enhances regional and local level co-operation.
