Entwicklungszusammenarbeit unter besonderer Berücksichtigung der christlichen Sozialethik, der Migration und Österreichs
In den letzten Jahren wird die Entwicklungszusammenarbeit (EZA) in der Politik, aber auch in der Forschung vermehrt mit dem Thema Migration in Verbindung gebracht (Stichwort: Europäische Flüchtlingskrise).Die EU möchte mit mehr EZA, mit Asylzentren im globalen Süden, mit Maßnahmen gegen irreguläre Migration und vereinfachte Rückführungen Migration stärker kontrollieren. Dies wurde von den EU-Staaten im November 2015 im Rahmen des Aktionsplans von Valletta beschlossen. Zunächst wird nach den sozialethischen Grundlagen für eine globale Solidarität nach deontologischen und teleologischen Ethikmodellen und vor allem nach der christlichen Soziallehre gefragt, woraus sich wichtige internationale migrations- und entwicklungspolitische Abkommen und Programme entwickelt haben.Weiters geht es um die globale Entwicklung von Armut und Ungleichheit als wichtige Ausgangspunkte für Migration. Im Mittelpunkt der Arbeit stehen die EZA, ihre Konzepte, Wirkungen, Grenzen, die Geber und Empfänger, aber auch Kritik an der EZA und die Frage nach einer entwicklungsgerechteren Weltwirtschaft. Dabei wird ein besonderer Fokus auf die österreichische EZA und das Thema Migration gelegt.Wie haben sich Flucht und Migration in den letzten Jahrzehnten weltweit entwickelt, wo leben die meisten Flüchtlinge und was sind die Ursachen für Flucht bzw. Migration?Führt erhöhter Wohlstand im globalen Süden überhaupt zu einer Verminderung der Migration? Kann EZA Migration vermindern? Abgeschlossen wird die Arbeit mit einer sozialethischen Analyse, bei der oft genannte Argumente für und gegen den Aktionsplan von Valletta beleuchtet werden und der Aktionsplan aus unterschiedlichen ethischen Perspektiven (deontologische, teleologische und christlich-soziale) betrachtet wird.Die Auswirkungen von Migration aus dem globalen Süden auf Europa sind nicht Gegenstand der Arbeit.Die methodische Vorgehensweise besteht in einer Kombination von Sach- und Wertargumenten. ; Over the past few years, development cooperation in both politics and research has increasingly been connected to the topic of migration (keyword: European refugee crisis).The EU wants to strengthen its control over migration by increased development cooperation as well as by the utilisation of asylum centres in the Global South, measures against irregular migration and by simpler repatriation regulations. This was decided by the EU member states in November 2015 as part of the Valletta Action Plan.This paper examines the socio-ethical foundations of global solidarity in accordance with deontological and teleological ethical models and, above all, Christian social doctrine. This has been fundamental for the development of important international migration and development policies and programmes.It also deals with the global development of poverty and inequality as important push factors for migration. Central to the work, however, is development cooperation, its concepts, consequences, limitations, donors and recipients, as well as a critique of development cooperation and the question of a fairer development-orientated world economy. A special focus is placed on Austrian development cooperation and migration.How have worldwide flight and migration developed during the past few decades? Where do most refugees live and what are the causes for their flight or migration?Does increased prosperity in the Global South lead to a reduction in migration? Can development cooperation reduce migration?
