Discusses the utility of conceptualizing the transition to sustainable energy resources & technologies in terms of a significantly modified notion of strategic choice. This conceptualization combines recently popularized game-theoretic approaches with tools & concepts emerging from the application of nonlinear systems theory. These models, which involve systemic choices, explore a broader range of institutional dynamics than those commonly associated with prevailing notions of "public choice." They also explain a number of unique hybrid processes of public/private coordination & cooperation emerging in advanced industrial economies in Europe & Australasia. 3 Tables, 85 References. Recent years have witnessed an unprecedented level of foment among the various applied social sciences that underlie public policy & administration. Methodology is increasingly being driven by an epistemology that recognizes the social construction of social science &/or the limits of neoclassical economic theory. These diverse perspectives should be unified under the rubric of advanced systems, a conceptual base that clarifies & enhances their shared emphasis on evolutionary & institutional dynamics, & that links them to recent advances in the physical sciences. It is suggested that the traditions of policy science be reconsidered in order to facilitate more meaningful paradigmatic progress. 88 References. Modified AA
