International audience ; This article looks at the governance of two highly migratory fish species: European eel (Anguilla anguilla) and Atlantic salmon (Salmo salar). Based on a long ethnographic field survey, this paper proposes to analyse the modalities of fisheries and stock governments in continental and ultramarine Europe (Western France and French Saint-Pierre and Miquelon Archipelago), demonstrating the globalisation faced by these species and their catch and consumption chains. As declining species, their protection was put at the top of the agenda in the second half of the 20th century, but problems appeared much earlier. Contemporary public action is therefore taking a close interest in these two species, and is trying to put in place, using various instruments, appropriate public policies. But these policies are often based on pre-existing policies, instead of being inspired by other modes of government, which are now being promoted outside the western political field by a growing diversity of actors. ; Cet article s'intéresse aux modes de gouvernement de deux espèces de poissons grands migrateurs amphihalins : l'anguille européenne (Anguilla anguilla) et le saumon atlantique (Salmo salar). Basé sur une longue enquête ethnographique, ce texte propose d'analyser les modalités des gouvernements des pêcheries et des stocks en Europe continentale (Ouest de la France) et ultramarine (Archipel de Saint-Pierre et Miquelon), en démontrant la globalisation à laquelle font face ces espèces et leurs filières de capture et de consommation. Espèces en déclin, leur protection a été mise sur le haut de l'agenda dans la seconde moitié du XXème siècle, mais des problématiques apparaissent bien plus tôt. L'action publique contemporaine s'intéresse donc de près à ces deux espèces, et tente de mettre en place, à l'aide de divers instruments, des politiques publiques adaptées. Mais ces politiques se basent souvent sur du pré-existant, au lieu de s'inspirer d'autres modes de gouvernement, qui, eux, sont désormais mis en avant en dehors du champ politique occidental par une diversité croissante d'acteurs.

Species in decline, their protection was put on the top of the agenda in the second half of the 20th century, but problems emerge much earlier. Contemporary public action is therefore closely concerned with these two species, and seeks to develop appropriate public policies through various instruments.
