Ce papier examine le lien entre éducation publique et croissance économique à l'aide d'un modèle à deux secteurs, dans lequel l'agent consomme un bien manufacturé et des services. Lorsque l'éducation publique est financée par des taxes sectorielles, la politique éducative qui maximise le taux de croissance diffère de celle dictée par un financement uni-sectoriel. Deux mécanismes expliquent cela. Tout d'abord, les préférences des agents en capital humain, en service et en épargne affectent la relation croissance-éducation publique dès lors que des taxes sectorielles sont considérées. Ensuite, ce type de financement crée une distorsion, en modifiant le prix relatif de l'éducation, qui est supposée être un bien de services. Nous montrons ainsi qu'un financement de l'éducation publique par des taxes sectorielles peut conduire à un taux de croissance de long-terme plus élevé qu'une taxe sur la production agrégée.

This paper examines the interplay between public education expenditure and economic growth in a two-sector model with manufactured goods and services. When public education is financed by sectoral taxes, the education policy maximizing the growth rate differs from that obtained by the standard unisectoral tax. The reasons for this are twofold. First, because agents' preferences for services, human capital and savings become a major determinant of the relationship between growth and public education expenditure. Second, because education spending is a service and hence sectoral taxation creates a distortion by affecting its relative price. Finally, we reveal that a sectoral tax may perform better than a standard aggregate production tax in terms of long-term growth. Adapted from the source document.

This paper combines a theoretical and an empirical approach to address how health at birth affects child development? Using a simple theoretical model in which parents invest in their children, we identify the mechanisms through which better health at birth can improve child development. We also emphasise how parental socioeconomic status can shape the effects of health at birth. We perform an empirical analysis on aFrench cohort of children born in 2011, using a unique dataset ELFE. We identify the effect of birth weight and gestational age on child development at one year. The results indicate that only gestational age positively affects early development. We find no empirical evidence for the existence of a severity effect, according to which the adverse effects of poor health at birth are higher for children in low-income families or with poorly educated mothers.

In a model in which children's health is endogenously determined by pollution and the health investments of parents, we show that the economy may exhibit inequality in the long run and be stuck in an inequality trap with steadily increasing disparities, because of pollution. We investigate if an environmental policy, consisting in taxing the polluting production to fund pollution abatement, can address this issue. We find that it can decrease inequality in the long run and enable to escape from the trap if the emission intensity is not too high and if initial disparities are not too wide. Otherwise, we reveal that a policy mix with an additional subsidy to health expenditure may be a better option, at least if parental investment on children's health is sufficiently efficient.

When agent's preferences for the environment are highly sensitive to environmental damages, the economy can converge to a balanced growth path equilibrium with damped oscillations. Therefore, we identify two objectives that environmental policy seeks to address: remove oscillations, source of intergenerational inequalities, and enhance the long-term growth rate. We show that a tighter tax allows to achieve both objectives when the tax revenue is well allocated between education and direct environmental protection.

Our approach is based on three main features: we introduce the dynamics of epidemics in an overlapping generations model to take into account that old people are more vulnerable; people are more easily infected when pollution is high; public spending and public debt can be used to tackle the effects of epidemics. We show that fiscal policies can promote the convergence to a stable steady state with no epidemics. When public policies are not able to permanently eradicate the epidemic, public debt and income transfers could reduce the number of infected people and increase capital and GDP per capita. As a prerequisite, pollution intensity should not be too high. Finally, we define a household subsidy policy which eliminates income and welfare inequalities between healthy and infected individuals.
