Devolution promises a new and closer relation between civil society and the National Assembly for Wales, framed by principles of inclusivity and equality of opportunity. Supporters envisage the development of a stronger, more democratic civil society. This article critically assesses progress so far, and explores anxieties that, in the pursuit of improved governance for Wales, the Assembly may become too directive.

The training of UN civilian police officers to restore law & order in Bosnia & Herzegovina is studied. An overview of the UN Mission in Bosnia & Herzegovina (UNMIBH) mandate for using civilian police officers to restore internal security & the challenges in completing the mission is presented. Tasks performed by the UNMIBH forces in restoring law & order in the region are reviewed, eg, influencing the attitudes of & restructuring local police, recruiting minority police officers, & reforming police standards. The principal features of the program created by UNMIBH forces to accomplish these tasks are then discussed, eg, induction training of all personnel, training of civilian staff, & development of senior regional staff. Three generic problems encountered throughout the mission are identified, eg, posttraumatic stress syndrome. Although the extent of training in the UNMIBH is unmatched by any other contemporary UN mission, several recommendations for improving the training of involved personnel are offered. 1 Table. J. W.
