This book examines the remaking of women's citizenship in the aftermath of conflict and international intervention. It develops a feminist critique of consociationalism as the dominant model of post-conflict governance by tracking the gendered implications of the Dayton Peace Agreement. It illustrates how the legitimisation of ethnonationalist power enabled by the agreement has reduced citizenship to an all-encompassing logic of ethnonational belonging and implicitly reproduced its attendant patriarchal gender order. Foregrounding women's diverse experiences, the book reveals gendered ramifications produced at the intersection of conflict, ethno-nationalism and international peacebuilding. Deploying a multidimensional feminist approach centred around women's narratives of belonging, exclusion, and agency, this book offers a critical interrogation of the promises of peace and explores individual/collective efforts to re-imagine citizenship. Maria-Adriana Deiana is a Lecturer in International Relations in the School of Law and Government, Dublin City University, Ireland. Her research draws on feminist approaches to war and security. It focuses on gender dynamics of conflict and post-conflict transformation, the Women, Peace and Security (WPS) agenda, EU border politics and peacekeeping.

In this paper I complicate the boundaries of fieldwork by grappling with my academic and personal investment in the histories of conflict in Northern Ireland. Counter to rationalist assumptions that envision fieldwork as an accumulative acquiring of knowingness, it is often through affective mechanisms that we begin to sense the constellations of longings, emotions and lived experiences that endure through conflict. Aesthetic narratives such as novels are a powerful medium that can activate such sensibility. Thinking with feminist and other critical ir interventions, I reflect on sensing the unbearable lightness of the Troubles through a reading of the novel Milkman by Anna Burns. I propose reading as a fieldwork practice that, by dabbling with affect and disrupting neat boundaries between the field, the data and the analysis, can disclose alternative ways of knowing, allowing us to (momentarily) become more fluent in the everyday affective grammar of/in conflict.

This paper makes a contribution to critical scholarship on EU b/ordering and ontological security. It deploys an aesthetic approach informed by decolonial scholarship and queer theory to critically examine the operation of EU security from the vantage point of Bosnia-Herzegovina, a site perennially relegated to the EU's dysfunctional periphery which has recently re-entered the spotlight in contemporary debates over the EU's border regime refracted through the Balkan route. Mobilising decolonial scholarship and queer theorising offers a provocative entry point to interrogate EU security as a regime of the normal that constitutes the EU as a coherent, stable and progressive self/space through the production of places that 'fail' to be knowable according to its universalising norms. Such analytic reveals the stakes of being rendered a target of EU security for the communities that inhabit this site of b/ordering, while also making visible subjugated knowledges that are discarded and disqualified in normative narratives and practices. Aesthetic methods afford us a powerful entryway to uncover such knowledges. I propose a conceptual reading of two local documentary films premiered at the Sarajevo Film Festival that unsettle dominant mappings of the region. I argue that aesthetic knowledges produced through these films contain alternative, more pluralist and creative ways of being in the world that defy progressive temporalities and neat b/ordering, exposing the limits of EU security.

This article revisits the gendered implications of the Dayton peace settlement in Bosnia-Herzegovina and assesses possibilities for the meaningful integration of the Women, Peace and Security agenda into the consociational structures and post-conflict political agenda. This article outlines how the reification and legitimization of ethno-nationalist power over two decades of Dayton has restricted the terrain for gender activism. A critical assessment of post-Dayton governance reveals an unanticipated stratification of the agreement. International pressure for the stability of the peace settlement further constrains the complex task of addressing the gendered legacies of conflict and conflict transformation. In this context, local and international efforts to navigate Dayton's afterlives through gender activism act as a powerful reminder that Bosnia-Herzegovina's unfulfilled peace must remain a priority in research, activist and policymaking agendas.

This paper offers an examination of citizenship in the context of post-conflict transformation as an important scenario in which to investigate the possibilities for the inclusion of women and women's demands in the transition to peace. Drawing on interview and ethnographic data collected in Northern Ireland and Bosnia-Herzegovina, the paper highlights a site of tension between the aspirations for transformation and inclusion set out internationally in UNSCR 1325 and the gender underpinnings of consociationalism that shape the broader political, social and cultural context of citizenship in these case studies. It illustrates that women and women's claims are repeatedly side-lined in favour of matters that are deemed of more vital interest in the quest for 'peace', such as relations between ethno-national groups, security concerns and stability of institutions. Despite this damning failure, women and feminist activists continue to mobilise, as individuals and collectively, in order to make demands for social, political and cultural transformation. The paper argues that attending to these dynamics is crucial if we strive to transform the gender regimes underpinning war/peace and acknowledge women as agents in this process.

In this conversation, we re-engage with the fieldwork we conducted in places that are usually associated with (post)war such as Mostar, Sarajevo and Pristina to discuss how we feel about these cities. We started from the intuition that the way we feel about these places matters because it encapsulates and synthesises our struggles to understand, to fit in, to search for home and to find meanings in the relationships we built in our fieldwork. We have experienced the boundaries of fieldwork as shifting, complex and multifarious through the (un)doing of friendships, emotional bonds and (mis)understandings that linger in beyond the ostensible field. For a long time, we have carried these affective experiences with us, unable to let them go but also not sure how to write them in (or how much). In making sense of emotional states and affective moments in our research encounters, we experienced the fundamental challenge of translating what is ephemeral and affective on the page. Taking our own stakes and attachments seriously has proved difficult in ways that perhaps we did not anticipate. It has unravelled a process of unlearning that dabbles with feelings, affective moments and sensations as intrinsic to our work and politics. Attending to the affective dimension of fieldwork encounters allows for alternative stories of what counts as research and knowledge to thrive.
