En esta nota se revisa el nuevo instrumento temporal de recuperación de la Unión Europea, Next Generation EU, dotado con 750.000 millones para 2021-2026, con atención al caso de España. Al igual que el resto de fondos europeos, este nuevo instrumento, que supondrá más de 140.000 millones para España entre préstamos y ayudas, tiene claras implicaciones regionales y locales, y supone no pocos desafíos que también serán abordados en el trabajo.

The purpose of this paper is to investigate the determinants of the local tax mix in Spain. As the main local own revenues, we analyze the five local taxes -with the property tax as the main source- and fees and charges. The study relies on a sample of 130 municipalities with more than 50,000 inhabitants for the years 2005 and 2009. The results show the relevance of scale variables such as the population or total assets, but per capita income and grants are not significant. In political terms, we observe that ideology is important and fragmentation plays a limited role: the property tax share tends to be lower with left-wing governments, who favor revenues using the benefit principle.

En este trabajo se analiza la convergencia de la política impositiva en la UE- 15 en el periodo 1965-2005 mediante un enfoque de series temporales. El principal objetivo es contrastar la convergencia de los principales componentes de los ingresos tributarios –renta y beneficios, contribuciones a la seguridad social, propiedad, impuestos generales sobre bienes y servicios, impuestos específicos sobre bienes y servicios- tomando como referencias Alemania, Reino Unido y la media europea. El análisis se realiza desde dos perspectivas complementarias: la presión fiscal y la estructura impositiva. Mediante contrastes de raíz unitaria y de estacionariedad con cambio estructural, y analizando la condición de beta convergencia, los resultados muestran poca evidencia de convergencia fiscal. La convergencia se presenta con similar intensidad con respecto a las tres referencias y en los años previos a la ruptura endógena que, en general, se sitúa a finales de los 80 y comienzos de los 90. Además, la convergencia se centra básicamente en la imposición sobre renta y beneficios y bienes y servicios. La evidencia empírica muestra por tanto que la autonomía de los países, sus estructuras económicas diferenciadas y las preferencias políticas sobre el grado de intervención pública prevalecen sobre la idea de igualdad fiscal en la UE.______________________________________________This paper examines the tax policy convergence in the EU-15 during the period 1965-2005 using a time series approach. The main purpose is to assess the convergence of the main components of tax revenue -income and profits, social security contributions, property, general taxes on goods and services, taxes on specific goods and services- taking as references Germany, the United Kingdom and the European average. The analysis is carried out from two complementary perspectives: the tax burden and the tax structure. Using unit roots and stationarity tests with a structural change, and also analyzing β-convergence, the results show little evidence of tax convergence. Convergence appears with similar intensity with respect to the three benchmarks, and in the years previous to the structural break which, in general, was situated endogenously at the end of the 1980s or at the beginning of the 1990s. Moreover, tax convergence is basically centred on income and profits, and goods and services taxation. The empirical evidence shows that the autonomy of the countries, their different economic structures and political preferences regarding the degree of public intervention, prevail over the idea of fiscal equalization in the EU.

En este trabajo se ha optado por aplicar una metodología activa para trabajar los contenidos y competencias asociadas al pensamiento histórico. El objetivo de esta investigación es comprobar cómo evolucionan las concepciones historiográficas del alumnado de 1º de Educación Secundaria Obligatoria (ESO). Para ello, se ha optado por una estrategia plurimetodológica. En un primer momento se realizó un estudio descriptivo que permitiese comprobar la evolución de las ideas del alumnado y, posteriormente, un análisis de casos múltiple, para comprender qué aspectos han incidido en esa evolución. La muestra la componían un grupo de 23 alumnos, a los que se les ha pasado un cuestionario inicial y final. Se seleccionaron 3 estudiantes para el análisis de casos, a los que se les ha realizado una entrevista semiestructurada. El análisis y los resultados revelan una evolución significativa de las ideas historiográficas del alumnado, teniendo el desarrollo del pensamiento histórico como principal referencia del proceso de enseñanza-aprendizaje.

The available literature on the relationship between taxation and economic growth is mixed, although some consensus exists on the negative effects of some taxes on growth. In this paper we study the relationship between taxation and growth for the European Union in 2 0 0 4 - 2 0 1 6 through a quantile regression approach to detect different patterns along the distribution. The results show a negative effect of the tax burden, with higher impact at the last quantiles, evidencing a non-linear relationship between tax burden and economic growth in the European Union, in contrast, the top corporate tax rate appears as non-significant in this study. In addition, population growth, with negative impact, and investment and human capital, with positive effect, also explain the economic growth in the period ; La literatura existente sobre la relación entre impuestos y crecimiento económico no es concluyente, aunque existe cierto consenso sobre los efectos negativos de determinados impuestos sobre el crecimiento económico. En este trabajo se estudia la relación entre fiscalidad y crecimiento económico en los países de la Unión Europea mediante regresión cuantllica en el periodo 2004- 2016 para detectar distintos comportamientos a lo largo de la distribución. Los resultados muestran una relación negativa de la presión fiscal, con mayor impacto en los últimos cuantiles, evidenciando una relación no lineal entre impuestos y crecimiento en la Unión Europea. Sin embargo, el tipo máximo del impuesto de sociedades no resulta significativo en este estudio. Finalmente, el crecimiento de la población, con impacto negativo, y la inversión y el capital humano, con efecto positivo, también explican el crecimiento económico en el periodo analizado

The aim of this paper is to study the spatial patterns in the Spanish local tax system. The three most relevant taxes are analyzed: the property tax, the motor vehicle tax and the building activities tax, which jointly represent 80% of the tax revenue at local level in Spain. Using spatial econometrics procedures, three alternative weight specifications to define competitors are explored: contiguity, distance and a combination of economic and geographical characteristics. After carrying out an exploratory spatial analysis, the results of the estimation of spatial lag and spatial error models confirm positive spatial- autocorrelation for the property tax and the building activities tax, with an order of magnitude between 0.3 and 0.5. In this note we study the convergence of local taxation in the EU-15 for 1975-2015 and two sub-periods, 1975-1994 and 1995-2015. Through a sigma convergence analysis, we find evidence of convergence for 1975-2015 and 1995-2015 but divergence for 1975-1994. In a club convergence approach, the countries are clustered into two clubs in the overall sample, while in the sub-periods we identify two and three clubs and divergent countries. ; En esta nota estudiamos la convergencia de la imposición local en la UE-15 en 1975-2015 y dos subperiodos, 1975-1994 y 1995-2015. Mediante un análisis de sigma convergencia, encontramos evidencia de convergencia para 1975-2015 y 1995-2015 pero divergencia para 1975-1994. En una aproximación de clubs de convergencia, los países son agrupados en dos clubs en el periodo completo, mientras que en los subperiodos identificamos dos y tres clubs respectivamente junto a países divergentes.
