Ownership of immense crude oil and natural gas reserves and the dominance over the control of the transportation routes have been very influential in the revival of Russian economy and politics in both regional and global scale. Moreover, Russia has proven to be willing and active in making use of her energy sources and transportation routes as a tool in her foreign policy. Russia has found an opportunity to assert her strength and influence upon the relevant states by the successful use of energy geopolitics.

Taraflar arasında enerji ticaretinin yapılması ile başlayan karşılıklı bağımlılık, diğer alanlara da yayılmıştır. Her taraf bu etkileşimden farklı şekillerde istifade etmiştir. Orta Asya ülkeleri, henüz tamamı keşfedilmemiş olan muazzam bir hidrokarbon potansiyeline sahiptir. Orta Asya ülkeleri, hidrokarbon potansiyellerini geliştirmek için yabancı katılımcılara ihtiyaç duymaktadır. Buna ilaveten, Orta Asya ülkeleri hidrokarbonlarını tüketim pazarlarına ulaştırmak için de yabancı katılımcılara gereksinim duymaktadır. Bu bağlamda, Orta Asya enerji hesaplamaları içerisinde aktif ve etkili olmak isteyen pek çok aktör bulunmaktadır. Diğer aktörler arasında Çin önemli bir figür olarak ortaya çıkmaktadır. Çin, bölgenin çeşitli yerlerindeki üretim alanlarındaki çalışmalarda pay alarak ham petrol elde edebilme imkanına kavuşabilmektedir. Buna ialveten Çin, sınır komşularından boru hattı vasıtasıyla ham petrol satın alabilme imkanı bulmaktadır. Çin başlıca olarak Orta Doğu?dan petrol satın almaktadır. Çin ve Orta Doğu arasındaki nakliye güzergahı Amerika Birleşik Devletleri donanmasının baskınlığı altındadır. Bu nedenle Çin, Orta Asya kökenli kaynaklara ve rotalara çok büyük önem atfetmektedir. Orta Asya ülkeleri, çeşitli ittifaklar kurarken yalnızca Rusya ve/ veya Amerika Birleşik Devletlerine bağımlı olmak istememektedirler. Bağımsızlıklarını yeni kazanmış bu ülkeler farklı partnerler ile ekonomik, politik ve diplomatic ilişkiler geliştirmek istemektedirler. Since Israel is unable to import crude oil from its neighbors in the region because of political reasons, it has to look for exporters outside the region. This increases transportation costs and adds a heavy expense to the existing burden of balance of payment calculations. Construction of a pipeline between Kirkuk and Haifa seems to decrease the transportation costs of crude oil and enhance the security of Israel's crude oil supply efforts. As one of the fundamental health outputs in the health economics literature, the improvement of life expectancy is one of the variables that positively affect economic growth. Many papers, investigating the relationship between health expenditure and life expectancy indicated that life expectancy has a positive effect on health expenditures. This study aims to investigate the relationship between life expectancy and health expenditures for the period of 2000-2015 in Turkey, Azerbaijan, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. Panel data approach was used for the study. The results of panel cointegration analysis indicate that there is a significant bidirectional long-term relationship between the two variables. ; Sağlık ekonomisi literatüründe temel sağlık çıktılarından birisi olarak kabul edilen yaşam beklentisinin iyileşmesi, iktisadi büyüme performansını pozitif yönde etkileyen değişkenlerden birisidir. Dolayısıyla, hayat beklentisini belirleyen faktörlerin araştırılması ilgili literatürdeki birçok araştırmanın konusu olmuştur. Bu araştırmaların bir bölümünde yaşam beklentisinin sağlık harcamalarını pozitif yönde etkilendiğine dair bulgular elde edilmiştir. Söz konusu bulgular, sağlık politikalarının belirlenmesinde veri olarak kullanılmaktadır. Bu çalışmanın amacı, 2000-2015 dönemine ait veriler kullanılarak, Türkiye, Azerbaycan, Kazakistan, Kırgızistan, Tacikistan Türkmenistan ve Özbekistan'da sağlık harcamaları ile yaşam beklentisi arasındaki ilişkiyi analiz etmektir. Çalışmada panel veri analizi yöntemi tercih edilmiştir. Panel eş bütünleşme testi sonuçları, iki değişken arasında anlamla çift yönlü uzun dönemli ilişkilerin varlığını göstermektedir.
