This is the first webinar in the CLARITY for Climate Resilience (Clarity4CR) webinar series. It introduces the series as well as the CLARITY project proposition for optimizing the climate change adaptation planning process: the Climate Services Marketplace, standardized workflow for expert studies, automated screening workflows and the climate adaptation data that was produced by the project. Clarity4CR webinar series aims to bring together the climate experts, companies offering the climate adaptation solutions, city/regional planners, project managers and owners of the vulnerable urban and traffic infrastructure. The webinars will be co-organised with other research projects and organisations interested in #climateresilience, #climatechangeimpacts, #climatechangeadaptation and #climateadaptation and cover the following topics: "Climate Services Marketplace" webinars presenting the tools and services for climate change adaptations as well as experience the online portal myclimateservices.eu. "Climate impact check - In my region" webinars presenting the findings of various regional Climate Change studies. "Climate Adaptation Policy & Technology" webinars discussing the Climate Change Adaptation policy and the tools and services that will help addressing the policy requirements in the EU, its member states and regions. Tentative schedule of the CLARITY4CR webinars is weekly, every Thursday 10:00-11:00 CET, starting from June the 11-th 2020. Most webinars will target the participants with professional interest in the Climate Change Adaptation, but we intend to also organise occasional webinars for the general public as well as have webinars for specific audience from companies, municipalities and other organizations.

This book presents recent research advances on achieving seamless interoperability across all layers of communication channels in the context of emergency management and crisis response. It includes the outcomes of intensive discussions during the Workshop "Command, Control and Sensor Systems in Emergency Management" (EU C2-SENSE), which was held in Milan (Italy) from 4 to 6 July 2017. Major topics covered include analyses and practical guidelines for the development of physical and sensor layers; data analysis, visualization and management; and system integration. Moreover, certification guidelines and organizational interoperability issues are addressed. The book offers a valuable resource, both in the form of hands-on guidelines for the effective implementation of novel solutions in information technologies (IT) for civil protection applications, and as a basis for further research

Part 1: Keynotes and Context Articles ; International audience ; With the rise of social media platforms, crowdsourcing became a powerful tool for mobilizing the public. Events such as the earthquake in Haiti or the downfall of governments in Libya and Egypt indicate its potential in crisis situations. In the scope of this paper, we discuss the relevance of crowdsourcing in the area of crisis and disaster management (CDM). Starting with a general overview of the topic, we distinguish between different types of crowds and crowdsourcing and define what is meant by crowdtasking in the area of CDM. After considering technological, societal and ethical challenges for using crowdsourcing in crisis management, applications of crowdsourcing tools in ongoing projects are described and future developments outlined.

VTT Technology 228 ; In recent years, the nature and magnitude of crises have changed globally, sometimes even drastically. Thus, crisis managers and other decision-makers are more and more likely to face large-scale crisis situations that would exceed the capacity of any local crisis management. CRISMA has been developed to enable crisis managers and other stakeholders model and simulate complex crisis scenarios and alternative response and mitigation actions in a realistic way. CRISMA aims to improve preparedness and resilience to crisis events by facilitating the manipulation and visualisation of complex crisis scenarios, which typically have multiple effects on society and require the integration of expertise from multiple sectors, and involve financial and ethical concerns. The CRISMA Framework has been built to provide an environment that enables building up one's own crisis scenarios and integrating both new and legacy models and tools into the one simulation system. With the CRISMA Framework, crisis managers and other decision-makers are offered possibilities to combine models, data and expertise from many different sources, for creating a wider perception of crisis scenarios and alternative preparedness, response and mitigation actions. Impact comparison and visualisation improves multiorganisational cooperation and communication with other stakeholders and the public. This publication presents an overview on CRISMA solutions and how they can be used in real-life examples. How are climate change impacts gaining importance to urban infrastructure planning? Regulations and investors increasingly require the consideration of climate risks and opportunities both over the lifetime or in the planning phase of urban infrastructure. This form of climate resilient planning can increase, and improve urban quality of living. This interactive session showcases how multi-level collaboration can unlock the potential for local climate action to shape a greener Europe. In the context of EU regional policy, two roundtables will discuss lessons learnt from two approaches to local projects: 'municipal climate partnerships' and 'smart cities'. Participants will share experiences and challenges of supporting communities through these approaches. Based on a hands-on lab conducted prior to the session, participants identify climate risks and impacts to their infrastructure projects based on data of their specific location through the CLARITY Climate Services Information System (CSIS) screening tool. Hazard-specific resilient solutions will be presented, guided by pilot initiatives with climate-resilience experience from Austria, Sweden and Italy. Results of the lab will be discussed at a panel discussion by experts and innovators from the investment, climate risk, and adaptation sectors. This session is aimed at urban and infrastructure planners and developers, municipal decision-makers, energy and climate policy experts with interest in bringing together adaptation and mitigation measures at the local level. Inputs to the session are based on the Horizon-2020-co-funded project CLARITY providing the CSIS tool and a climate services marketplace and the project Bridging European and Local Climate Action (BEACON) financed by the European Climate Initiative of the German Environmental Ministry (BMU). Part 7: Analytics and Visualization ; International audience ; Migration is a major challenge for the European Union, resulting in early preparedness being an imperative for target states and their stakeholders such as border police forces. This preparedness is necessary for multiple reasons, including the provision of adequate search and rescue measures. To support preparedness, there is a need for early indicators for detection of developing migratory push-factors related to imminent migration flows. To address this need, we have investigated the daily number of geo-referenced Tweets in three regions of Ukraine and the whole of Japan from August 2014 until October 2014. This analysis was done by using the data handling tool Ubicity. Additionally, we have identified days when relevant natural, civil or political events took place in order to identify possible event triggered changes of the daily number of Tweets. In all the examined Ukrainian regions a considerable increase in the number of daily Tweets was observed for the election day of a new parliament. Furthermore, we identified a significant decrease in the number of daily Tweets for the Crimea for the whole examined period which could be related to the political changes that took place. The natural disasters identified in Japan do not show a clear relationship with the changes in the degree of use of the social media tool Twitter. The results are a good basis to use communication patterns as future key indicator for migration analysis.

In recent years, the representation of climate information in a way to support decision making has been gaining momentum. Worldwide, these so-called climate services are emerging as an essential tool to connect the advances in climate science with the domains of climate change adaptation. The methodology developed within the CLARITY project (funded through European Union funding program Horizon 2020) is aimed at implementing a new generation of climate services specifically designed to assess adaptation measures at the city level under the effects of extreme weather events in the context of climate change. These effects are assessed based on observations as well as climate projections, and the subsequent derivation of climate indices to address changes in climate extremes. The dynamical-statistical downscaling of regional climate model results is used to obtain this information on fine spatial scales (100 m), hence providing urban scale projections and enabling climate sensitivity simulations of adaptation measures on the urban scale. The climate adaptation strategies encompass, among others, green roofs, increasing roof albedo, as well as changes in soil sealing. Here, the climate assessment methodology developed within CLARITY will be discussed in detail, and results for the city of Linz (Austria) presented. In addition, the usage of these methods and results within the CLARITY climate service as well as the connection to urban climate change resilience will be highlighted.
