Since the enactment of Law No. 22 of 1999 on Regional Autonomy which had been renewed by Law No. 32 of 2004 and renewed again Law No 24 of 2014 on Regional Government as the implementation of regional autonomy, Local Government has wide authority in the management of its area. With this wide authority, the implementation of the Regional Regulation (PERDA) of Islamic Sharia becomes more in line with the local Islamic wisdom in Madura. Currently, the development of Islamic economic education has become an interesting topic in Indonesia. After the Asian economic crisis in 1997, the neo-classical economic approachs got harsh criticism. Then it makes the widespread of Islamic economic education's discourse. Especially for Indonesia as the largest Muslim population country. Global financial crisis in 2008 increasingly made Islamic economics ogled many economists and practitioners as one alternative to the prevention of economic crisis. Islamic Economic Education in Indonesia is very important. Especially if you see the growth of the financial industry and sharia business is quite rapid. So it is very necessary for the effort of planting the science of divine economics to the areas especially in Madura. To improve sharia economic education in Madura, the need for proper regulation and in accordance with the local wisdom of religious Madurese by applying and enacting the Sharia law. Islamic insurance is a minor industry compared with other Islamic financial institutions in Indonesia. However, it has enormous potential to grow together with its challenges. This study aims to analyze the opportunities and challenges of the Islamic insurance industry in Indonesia. This research uses a qualitative methodology and descriptive analysis. The result summarizes that the possibilities are: domino effect from Halal Value Chain and other development of government-owned enterprises; digitalization in Islamic Finance; and potential market of micro takaful. The challenges are needing a set regulatory framework as a catalyst to force supply and demand; market penetration is low, issues of Islamization insurance and the inadequate development of Islamic insurance products, limited retakaful company and qard hassan fund issue in retakaful.

This study aims to analyse the level of efficiency of zakat institutions in Indonesia between 2014 and 2018. Zakat institutions are divided into three clusters based on the organisation's nomenclature: the government, public, and private groups. The division of these clusters aims to see differences in the management of zakat funds between each group. This study uses a quantitative research approach through the Free Disposal Hull (FDH) method to produce a more comprehensive average efficiency estimation than the Data Envelopment Analysis (DEA). The sampling technique is purposive, and there are fourteen research objects observed. The government cluster is the cluster with the highest efficiency value. The private set comes in second, and the public group comes in third ranking. The high score that the government cluster earns is due to their primary business purpose, which focuses on managing zakat funds. The results of this study can be used as references for the policy establishment of zakat institutions in Indonesia.
