Since the independence of Armenia in 1991, the question of whether and how to include the Armenian Genocide on the state's foreign policy agenda has become the most important issue of controversy between the republic and the global Armenian diaspora. International recognition of the genocide and demands for reparations have been central to diaspora activism and have defined what experts conceptualize as "identity politics." The Armenian state, however, has been reluctant to include the issue on its political agenda. Eager to establish diplomatic relations with Turkey and open their shared border—closed since 1993—for trade and economic development, Yerevan has insisted on "relations without preconditions" with Ankara. There is, therefore, a clear gap between the state reasoning and diaspora activism. This paper looks at identity politics and state reasoning through the lenses of international relations theory to examine the divide between the two parties and how it might be bridged. It employs Yossi Shain's framework of diaspora politics to study the relationship between the Armenian diaspora and state concerning the question of the genocide. It argues that an area of convergence followed the failure of the Armenian-Turkish agreement of 2009, which is evidence of an ongoing social construction of identity geopolitics toward a bridging of the gap.

<span>El ensayo tiene dos propósitos: aplicar la teoría de la seguritización para estudiar la problemática de las armas livianas en la agenda internacional y, con base en los argumentos de esta aplicación, comparar las posturas de Estados Unidos con las de los demás países del continente, sobre todo los de América Latina. El ensayo no pretende abordar la comprobación empírica de los argumentos, sino más bien dar los primeros pasos en el estudio de la problemática de las armas livianas desde una nueva perspectiva teórica y determinar su utilidad para una eventual elaboración de un proyecto de investigación más completo y abarcador.</span>

Resumen: El artículo enfoca la situación de los cristianos del Medio Oriente y trata de formular su destino colectivo en términos de "la condición cristiana". El argumento central sostiene que la tragedia de la condición cristiana en el Medio Oriente se explica por la crisis del Estado secular provocada tanto por el factor del Islam, así como las intervenciones de potencias europeas desde las cruzadas hasta el período colonial e intervención militar de Estados Unidos en Irak en 2003. En este sentido, la actualidad no es la repetición de la historia, sino la continuidad del mismo padrón de inequidad en distintos períodos históricos dentro de las sociedades musulmanas y el intervencionismo externo/occidental que, tanto en el pasado como en la actualidad, muy pocas veces se ha preocupado por el destino de la cristiandad del Medio Oriente. ; Abstract: The article focuses on the situation of the Christians in the Middle East and defines their collective fate in terms of the "Christian condition." The main argument sustains that the tragedy of the Christian condition in the Middle East lies in the crisis of the secular State, which is the consequence of both the emergence of the Islamic factor as well as Western interventions since the Crusades up to the colonial period and the US military intervention and occupation of Iraq in 2003. From this perspective, what is happening currently is not merely the repetition of History; it rather marks a continuity of a path of inequality in Muslim societies during different historical periods and foreign/Western interventions, which both in the past and the present were truly concerned with the destiny of Christianity in the Middle East.

The violent protest against the widely claimed fraud during the February 19, 2008 presidential elections by the followers of the former President Levon Ter Petrosian, the main contender against the official winner of the ballot, ex-PM Serge Sargsyan, met with even harsher repression by the police forces resulting to the death of 10 people and the arrest of more than a hundred others. The event highlighted a deep political polarization in Armenian society that seemed the consequence of the decision of Ter Petrosian to emerge from his decade-long silence and run as a presidential candidate. Regardless of the reasons behind this decision, what raises interest, however, is his capacity to convince and mobilize 21% of the voters according to the official figures of the elections. This paper takes a critical look into the deep causes of the political polarization in Armenia, which, as the argument goes, reflects a distorted social protest. I expand Albert Hirschman's concept of "voice, exit and loyalty" to explain the anger vote, and highlight the structural and political reasons for the lack of any credible proposal for change that addresses society's real demands for social justice.

This article analyzes the role of the United States during Argentina's 1976–1983 military dictatorship and their genocidal counterinsurgency war. We argue that Washington's policy evolved from the initially loose support of the Ford administration to what we call "the Carter exception" in 1977–79, when the violations of human rights were denounced and concrete measures taken to put pressure on the military to end their repressive campaign. However, with the Soviet invasion of Afghanistan in 1979 and the end of the détente, human rights lost importance in Washington's foreign policy agenda. The Argentine military briefly recovered US support with Ronald Reagan in 1981, only to soon lose it with the Malvinas War. Argentina's defeat turned the page of the US upport to military dictatorships in Latin America and marked the debut of "democracy promotion."

La presencia de un arma de fuego en situaciones de violencia íntima incrementa la probabilidad de la victimización fatal. No obstante, en Argentina ninguna investigación completa se ha hecho sobre las armas de fuego en femicidios. Este trabajo exploratorio indaga sobre el rol de las armas de fuego en la violencia íntima en general y los femicidios en particular para una evaluación de las medidas de prevención existentes. Propone a) revisar la literatura académica y la normativa existente sobre el femicidio en general, y en América Latina y en Argentina en particular; b) revelar la preocupación internacional sobre el uso de armas de fuego en los femicidios; c) analizar los datos estadísticos disponibles sobre violencia íntima y femicidios que involucran armas de fuego en la Argentina y d) reflexionar acerca de las iniciativas legislativas, las políticas y acciones sociales para mejorar las medidas preventivas que reduzcan el uso del medio más letal para la comisión de femicidios: las armas de fuego. ; The presence of a firearm in intimate violence situations increases the probability of fatal victimization. However, in Argentina no comprehensive research has been done on firearms use in femicides. This study explores the role of firearms in intimate violence in general and in femicide in particular in order to assess existing prevention measures. It proposes: a) to review the academic literature and the existing legislation on femicide in general, and in Latin America and in Argentina in particular; b) to highlight international concerns about the use of firearms in femicides; c) to analyze available statistics on intimate violence and femicide involving firearms use in Argentina and d) to reflect on legislative initiatives, policies and social actions to improve preventive measures to reduce the use of the most lethal tool to commit femicide: firearms.

La presencia de un arma de fuego en situaciones de violencia íntima incrementa la probabilidad de la victimización fatal. No obstante, en Argentina ninguna investigación completa se ha hecho sobre las armas de fuego en femicidios. Este trabajo exploratorio indaga sobre el rol de las armas de fuego en la violencia íntima en general y los femicidios en particular para una evaluación de las medidas de prevención existentes.
