Regional and rural governance : Ein effektiver Steuerungsansatz zur regional bestimmten Eigenentwicklung?
Under certain basic conditions and prerequisites, regional and rural governance – known as steering approaches and modernizing strategies for regional policy – can contribute to a more efficient, effective and sustainable regional development. This is primarily ensured through a multitude of opportunities of participation for different regional actors, who organize their regional cooperation by creating an individual and self-determined regulating system, the management of which they delegate to a neutral and impartial third party. Using such a structure, the regional actors may also sensibly manage public financial means for the administration and selection of the projects which are carried out in the region. Consequently, the participation of the regional actors in the identification, execution and monitoring of these projects leads to more and collective responsibility as well as to a positive and motivating cooperation among the participants. In this context, the term "regional self-administration" could be obtain a new meaning.
