Who Does the King Speak for? Executive Power, the Executors and Protests in Morocco
On 30 July 2018, Mohammed VI chose the city of Alhucemas to pronounce his annual Feast of the Throne speech. The choice of location for the event had great political significance: the King was turn-ing the page on the protest movement that for months had shaken the city, the force of the law was still being brought against the rebels and he appealed to patriotic unity to garner support for the development projects aimed at resolving the ¿so-cial question.¿ Looking beyond royal speeches, Moroccan political life has continued its course, marked by the following events: 1) the controver-sies caused by statements made by the former President and Islamist leader of the Justice and De-velopment Party (PJD), Abdelilah Benkirane, who the King sacked in March 2017 for refusing to lead a government coalition formed, at the request of the Palace, by his staunchest opponents; 2) the debates surrounding a series of pledged legal re-forms, some of which have been pending since the ratification of the Constitution in 2011; and 3) last-ly, protest movements of varying natures, such as the consumer boycott, which, having a large de-gree of anonymity, reduces the risk of participants being subjected to repression at the hands of se-curity forces.

First Year of Islamist Government in Morocco: Same Old Power, New Coalition
On 3 January 2012, Abdelilah Benkirane, Secretary General of the Justice and Development Party (PJD), unveiled his government. On 13 December, Abdessalam Yassine, founder of the Justice and Charity movement, considered the most serious opponent of the Moroccan monarchy, passed away. Neither of these events led to catastrophe. The formation of a coalition government, albeit one presided by the Islamist Benkirane, is an unprecedented experience that marks the culmination of the institutional normalisation of a sector of Moroccan Islamism that began twenty years ago. It moreover offers the opportunity to determine the true ideological orientation of the PJD and its management capacity in office. At the same time, this experience puts to the test the division of powers between the Head of Government and the Monarchy one year after the popular demonstrations that led to the reform of the Moroccan Constitution, in which the young members of the Justice and Charity movement played an important role. ; Peer Reviewed

Maroc, Chronique politique: De la Monarchie exécutive ou les apories de la gestion de la rente géostratégique
En 2004, le Maroc a clos la cinquième année de la « nouvelle ère ». La presse marocaine a profité de l'occasion pour présenter un bilan du règne de des principes, le manque de lisibilité des processus de prise de décision et la précarité ou le déficit d'institutionnalisation des instances et des acteurs qui concourent à la représentation de la souveraineté populaire 4. Mohamed VI qui apparaît marqué du sceau de la réforme 1. Si certaines plumes n'ont pas dérogé à la tentation apologétique, tel H. Aourid 2, l'état des lieux est en général nuancé, selon que les analyses mettent l'accent sur les réalisations ou sur les carences de la « transition démocratique » ; ce qui, en soi, est un indice des progrès chaotiques, au gré de la fixation des lignes rouges, vers la consolidation d'une opinion publique. Les avancées vers la démocratie et la modernité au nom de la réforme du Code de la famille et de la création de l'Instance Équité et Réconciliation (IER) contrastent avec les critiques qui portent principalement sur le maintien de pratiques propres au mode de gouvernance makhzénien 3. Ce type d'exercice sortant du cadre qu'impose la chronique annuelle, il s'agira ici de présenter une sélection d'événements qui nous ont semblé saillants tout en les situant dans une trajectoire, afin, dans la mesure du possible, de dégager ou non des régularités. Les principes, à défaut de développements, qui articulent le projet politique et les choix de société divulgués par les discours du roi, se résument à l'édification d'un Maroc uni, démocratique, solidaire, ouvert et développé dans le cadre d'une monarchie exécutive qui règne et gouverne. Tels sont les termes d'une équation qui se prête à la confrontation avec les événements, mais dont la solution demeure du domaine de l'incertitude, vu la généralité. Ces apories de la Monarchie exécutive (attentisme et implication) conduisent de nombreuses analyses à insister sur le risque que court le régime de subir les changements imposés par l'évolution de la société, les attentes de ses alliés occidentaux et des bailleurs de fonds, les conséquences non souhaitées des processus en cours, les imprévisibles catastrophes naturelles ou encore les éventuels revers dans la gestion de la « cause sacrée » du Sahara. Durant le règne précédant, la Monarchie a su faire preuve de pragmatisme pour asseoir son hégémonie intérieure en se conciliant des appuis extérieurs 11. Dans quelle mesure maintient-elle sa capacité à articuler avec succès la gestion de la rente géostratégique et l'évolution des conditionnements politiques intérieurs en vue de renforcer son rôle central ? L'analyse de l'année 2004 s'inscrit dans ces questionnements tant la gestion du pays semble relever de son adéquation avec le « temps mondial ». ; Peer reviewed

Del cambio social a la transformación del régimen: individualización y acción colectiva de una nueva generación de jóvenes en Marruecos
Desde hace varias semanas, las movilizaciones que miles de jóvenes protagonizan en Marruecos hacen que se pueda hablar de una nueva generación, la del "Movimiento del 20 de Febrero". En posiciones desaventajadas, propias de una sociedad caracterizada por el peso del patriarcado y las desigualdades sociales y económicas, los jóvenes marroquíes son, al mismo tiempo, el producto del cambio social y uno de los principales actores de dicho cambio. En este análisis se presentan las representaciones y concepciones dominantes de estos jóvenes sobre las principales instituciones sociales, como son la familia y la religión, y sobre la política. Asimismo, se insiste en el factor educativo como motor del cambio social y, en particular, en la condición de las nuevas generaciones de mujeres. Por último, se resalta la participación de los jóvenes en el ámbito cultural como posible antesala de las movilizaciones actuales.

Dix ans de monarchie exécutive et citoyenne : élections, partis politiques et défiance démocratique
El año 2009 fue una oportunidad para la prensa para hacer balance de los diez años de reinado de Mohamed VI. Manteniendo con ello las elecciones municipales, la situación de la prensa >independiente> o >caso Haidar> en el Sáhara Occidental se prestan a una confrontación entre las diferentes historias de diez años. No es una excepción al ejercicio impuesta por la revisión anual y, por tanto, no se detiene en la >nueva era> se inauguró en julio de 1999. Islamism in the Arab world interpretations of some political trajectories | EL islamismo EN EL mundo árabe: Interpretaciones de algunas trayectorias políticas
Since the terrorist attacks of September 11th, we can observe the trend to analyse what it is happening in the Arab world based on religious references which appears in social and political actors' discourses. Many experts have spent much energy looking for evidence of a relationship between what the Koran and later exegesis say and violent activism. In this context, Islamism is often confused with political violence. At the same time, Muslim people as a whole are perceived as Islamists. In this paper, we analyse some significant aspects of Islamism. We propose a definition of what Islamism is and then we discuss two main topics: the compatibility between Islamist agenda and democratic principles and the conception this agenda confer to women. Likewise, we present the main thesis that have interpreted the evolution of Islamism and its future. Finally, we make some considerations about the necessity to use the social sciences methodology for analysing political and social situation in the Arab world. ; Peer Reviewed
