In times of extreme violence, what explains peace in some places? This book investigates geographic variation in Hindu-Muslim violence in Gujarat in 2002, an event witnessed closely by the author. It compares peaceful and violent towns, villages, and neighbourhoods to study how political violence spreads. A combination of statistical and ethnographic methods unpack the mechanisms of crowd behaviour, intergroup relations, and political incentives. Macro-level risk factors that led to the violence are analysed to provide a close understanding of the behaviour of people who participated in the violence, were targeted by it and, often, compelled to carry on living alongside their perpetrators. Findings systematically demonstrate the implicit political logic of the violence. Most of all, by moving up close to the people caught in the middle of violence; findings highlight the interplay between politics, the spatial environment, and the cognitive decision-making processes of individuals.

Studies find a direct association of collective violence with relational distance: lower the relational distance, lower the violence. Where people live as neighbours, spatial proximity provides more opportunity for contact. However, perpetrators of mass violence are often neighbours who had previously coexisted with their victims in apparent harmony. Neighbour-on-neighbour violence is a social violation: it shakes our confidence in the collective values of 'neighbourliness' and the strength of prior relations. In two state-orchestrated pogroms in India – against Sikhs in 1984 and Muslims in 2002 – the nature of prior neighbour relationships is delineated to identify why some neighbours participated in attacks, others in rescues. A qualitative analysis of 50 survivor affidavits and 41 in-depth interviews enabled reconstructing the texture of these relationships. Neighbourliness and situational factors (timing of attacks; built environment) provided a more nuanced understanding of behaviour. For democratic polities that authorise pogroms, findings challenge existing knowledge on contact and violence.

Ethnic violence in Gujarat in 2002 killed at least a thousand Muslims. Compiling data from the Times of India, we investigate variation across 216 towns and rural areas. Analysis reveals the political logic of violence. Killing was less likely where the Hindu nationalist Bharatiya Janata Party (BJP) was weakest, but was even less likely where the BJP was strong; it was most likely where the party faced the greatest electoral competition. Underemployment and Muslim in-migration also increased violence. The political logic is confirmed by analysis of the subsequent election: the BJP's vote increased most in districts with the worst violence. Police chiefs in districts where violence was severe were more likely to be promoted.
