"Our struggle for global sustainability will be lost or won in cities." With these words Ban Ki-moon, Secretary-General of the United Nations, opened the High-Level Delegation of Mayors and Regional Authorities in New York City on 23 April 2012. A little more than three years later, at the United Nations (UN) Summit in 2015, the 2030 Agenda for Sustainable Development was adopted. In the Agenda, 17 Sustainable Development Goals (SDGs) define the key areas and mech-anisms for a future global development partnership. One of these goals (SDG 11: "Make cities and human settlements inclusive, safe, resilient and sustainable") distinctly alludes to urban development. The urban community has widely celebrated the adoption of this "stand-alone urban goal". The step is perceived as reflecting an increased awareness of the important role of cities for global development pathways. Although sharing in this positive assessment, this briefing paper ar¬gues that for an effective follow-up to Agenda 2030, issues of urban and local governance ought to be addressed in further detail and as cross-cutting issues. This applies to the "urban" SDG 11, which does not have a distinct target on (good) governance. It is also true for the "governance" goal, SDG 16, which, while referring to institutions "at all levels", does not spell out local or urban responsibilities. And it is pertinent for many sectoral goals, such as SDGs 13 (action towards climate change) and 9 (build resilient infrastructure), both of which strongly hinge on local- or city-level implementation. Against this background, the briefing paper identifies urban governance issues that are presently neglected in the SDGs and require further elaboration. This may occur in the process of the supplementary methodological work envisaged by the Inter-Agency and Expert Group on Sustainable Development Goal Indicators for the coming months (UN Economic and Social Council, 2016, p. 9). Even more importantly, the task of concretising the urban governance dimension – and thereby easing SDG implementa-tion – must also be related to other global policy processes and events. Notably the New Urban Agenda (NUA), which is to be formulated at the 2016 World Conference on Housing and Sustainable Urban Development (Habitat III) in Quito, Ecuador, from 17–20 October 2016, can be considered a key vehicle in this regard. Following are three decisive urban governance dimensions to be focussed on in the NUA: Urban governance frameworks: Since urban governance is exercised at different governmental levels, defining the roles and responsibilities of – and coordination between – these levels is essential. Decisive elements are national urban policies among other institutional frameworks; multi-level and -sectoral cooperation and coordination mechanisms; and formal and informal linkages beyond city borders. Intra-urban partnerships: Effective partnerships and co¬oper¬ative practices between local authorities, the private sector and civil society constitute the backbone of good urban governance. In particular, mechanisms and space for the participation of disadvantaged groups in collaboration and decision-making processes must be defined and the related capacities built. Transformative urban governance: In order to effectively confront global challenges in the sense of truly transformative development, key elements of climate-friendly governance at the city level must be defined, relating to both mitigation and adaptation measures.

Dieser Beitrag teilt diese Einschätzung, betont jedoch, dass für die wirkungsvolle Umsetzung der Agenda 2030 Aspekte der städtischen und lokalen Governance deutlicher thematisiert werden müssten. So verweist das "städtische" SDG 11 nicht explizit auf Governance. Das "Governanceziel" SDG 16 spricht zwar von Institutionen "auf allen Ebenen", jedoch nicht von lokalen und städtischen Zuständigkeiten. Bei sektoralen Zielen wie SDG 13 (Maßnahmen gegen den Klimawandel) und SDG 9 (Aufbau robuster Infrastruktur) fehlen ebenfalls Verweise auf die lokale oder städtische Ebene. Bislang nicht ausreichend thematisierte Aspekte städtischer Governance könnten bspw. im Rahmen der für die nächsten Monate geplanten Methodenarbeit der Interinstitutionellen Arbeits- und Expertengruppe zu den SDG-Indikatoren weiter ausgearbeitet werden (UN-Economic and Social Council, 2016, S. 9). Noch wichtiger ist es, die städtische Governance-Dimension durch Verknüpfung mit anderen globalen Politikprozessen zu konkretisieren – und dadurch die SDG-Umsetzung zu erleichtern. Insbesondere die New Urban Agenda (NUA), die auf dem Weltsiedlungsgipfel 2016 (Habitat III) in Quito, Ecuador, vom 17. bis zum 20. Oktober 2016 formuliert werden soll, ist hier von zentraler Bedeutung. Die NUA sollte sich insbesondere zu drei Dimensionen städtischer Governance deutlich positionieren: Rahmenbedingungen für städtische Governance: Dies beinhaltet nationale Stadtentwicklungspolitiken und andere Rahmenkonzepte; darüber hinaus betrifft es ebenen- und bereichsübergreifende Kooperations- und Koordinationsmechanismen und formelle und informelle Verbindungen über administrative Grenzen hinaus. Innerstädtische Partnerschaften: Effektive Partnerschaften und Zusammenarbeit zwischen lokaler Verwaltung, Privatwirtschaft und Zivilgesellschaft bilden die Basis guter städtischer Governance. Besonders wichtig sind Instrumente, die benachteiligte Gruppen an Planungs- und Entscheidungsfindungsprozessen beteiligen. Transformative städtische Governance: Um den globalen Herausforderungen mit einer tatsächlich transformativen Entwicklung zu begegnen, müssen die zentralen Elemente einer klimafreundlichen Governance auf städtischer Ebene für Minderungs- wie auch für Anpassungsmaßnahmen definiert werden.

The vision of a united Africa and the rejection of the arbitrary borders created by European colonial powers have for decades been at the heart of pan-African endeavours. Achieving the free movement of persons on the continent was a key aim of the 1991 Abuja Treaty, which established the African Economic Community (AEC). And in the ensuing decades, this goal was under¬scored in agreements on African economic integration and in the African Union (AU)'s Agenda 2063. In January 2018, the member states of the AU finally agreed on the Protocol to the Treaty Establishing the African Economic Community Relating to Free Movement of Persons, Right of Residence and Right of Establishment. The continental agendas state that the process of implementing free movement must begin with Africa's sub-regions. This is not least due to historical reasons. The Economic Community of West African States (ECOWAS) was a pioneer in this regard, with its Free Movement Protocol dating back to 1979. The years that followed saw the free movement of persons integrated into other African regionalisation processes as well. The East African Community (EAC), for instance, has agreed, at least in part, on far-reaching steps; other sub-regions (such as the North African Intergovernmental Authority on Develop¬ment (IGAD)) are currently working towards relevant accords. The present analysis of ECOWAS (West Africa) and IGAD (North-East Africa) shows that both regional organisa¬tions face difficulties with their free movement policies, though the respective challenges emerge in different phases of the political process. In the IGAD region, member states have so far been unable to agree on any free movement treaty, while the ECOWAS region is experiencing delays in the national and subnational implementation of established legislation. These differences can primarily be explained by historic path dependencies, divergent degrees of legalisa¬tion, and differing interests on the part of subregional powers. Finally, regional free movement is being hampered in both regions by internal capacity issues and growing external influences on intra-African migration management and border control. From the perspective of development policy, it is expedient to support free movement at subregional level in Africa. The following recommendations arose from the analysis: Promote regional capacities: Personnel and financial support should be provided to regional organisations to assist them with formulating free movement standards and implementing them at national and subnational level. Harmonise security and free-movement policies: European initiatives on border control and migration management must provide greater support for free movement rather than inhibit intraregional migration and free movement policies. Offer cross-sectoral incentives: The German Government and the European Union should encourage progress with the regionalisation of free movement regimes in related areas of cooperation. In order to effectively implement the recommendations, it is also important to recognise and flesh out the role of regional organisations at global level as well.

Adopted by the United Nations (UN) General Assembly in December 2018, the Global Compact on Refugees (GCR) and its Comprehensive Refugee Response Framework (CRRF) point to a paradigm shift in international refugee policy. The social and economic independence of refugees in destination countries and communities in particular is to be increased. In return, the international community commits to engage in burden- and responsibility-sharing by supporting hosting countries and communities with knowledge and resources. With this new deal, the UN announced its intention to break existing vicious cycles of displacement and dependence on aid in order to ensure that refugees and host communities benefit equally from the measures.The East African nation of Kenya is one of 15 pilot countries working to promote the implementation of the CRRF. The Kenyan Government pledged at the UN Summit for Refugees and Migrants in September 2016 to integrate refugees more effectively and involve them in national and local development planning processes. It underscored its commitments in March 2017 in the context of the regional Nairobi Declaration and Action Plan (NAP). While the national operational plan announced at the time has not yet been adopted, individual commitments are already being implemented. These also include the (further) development of the integrated refugee settlement of Kalobeyei in Turkana Country in the far north-west of the country, a project supported by the international community as part of the CRRF, but originally initiated at local level.The example of Kenya and Turkana County shows that the (capacity for) implementation of global agreements depends not least on the specific interests of sub-national actors. Requirements of the CRRF, such as better infrastructure for refugees and host communities, are compatible with the local government's economic development priorities. The capacity of Kenyan counties to take action has also been improved as a result of the decentralisation process in 2010. To a certain degree at least, counties can challenge the national security-related narratives which restrict the opportunities of refugees to participate in society to this day. In neighbouring Tanzania, implementation of the CRRF failed due in no small part to the fact that barely any consideration was given to the concerns of local actors in the nation's centralised political system.Based on our analysis, we make the following recommendations for German development policy:Local state and non-governmental actors should be involved in drafting global norms and dialogue between municipalities should be promoted,Partner governments should be made aware of the benefits of integrating refugees and political and administrative implementation should be supported,Local stakeholders should be actively involved and supported in the planning and prioritisation of refugee integration strategies.

In the context of the global refugee crisis, trans-Saharan and trans-Mediterranean (irregular) migration from Africa to Europe has recently received huge public and political attention, particularly within Europe. Calls for reducing and containing irregular migrant flows and addressing the "root causes" of forced migration dominate the European policy discourse. However, migration within the African continent is much more prevalent than migration from Africa to Europe or other parts of the world. About two-thirds of African international migrants are living in another African country. The types of mobility thereby range from seasonal labour migration to forced displacement with varying geographic extensions. Against this background, the African Union has defined norms and strategic guidelines regulating migration and forced displacement and regional organisations such as the Intergovernmental Authority on Development (IGAD) in the Horn of Africa and the Economic Community of West African States (ECOWAS) are involved in migration governance. Regional organisations and migration platforms are gradually becoming acknowledged political players, also reflecting a general trend of regionalisation and pluralisation in international and migration policies. Their actual involvement in global policy processes, such as the currently negotiated Global Compacts for Migration and on Refugees, as well as in EU-Africa migration initiatives remains nonetheless limited. While increasingly recognised, up to present, regional migration regimes outside Europe remain little understood regarding their main drivers, features and impact. The present paper sets the ground for enhancing this understanding by introducing a framework of analysis for regional migration governance. The framework incorporates elements of various approaches to international organisations of which regional organisations (ROs) form a subset. In this context, both institutional characteristics such as organisational identity and history and the interests of (powerful) member states and external actors are considered key explanatory factors for migration-related strategy formulation and implementation. The framework introduced is intended as a general scheme for the analysis of regional migration governance around the globe – not only specifically in Africa. However, in this study, migration governance in the two African sub-regions - Economic Community of West African States (ECOWAS) and the Intergovernmental Authority on Development (IGAD) at the Horn of Africa - is used to illustrate the diversity of historical pathways, migration realities and challenges as well as institutional settings. Whereas the IGAD sub-region is characterised by high levels of forced displacement, the ECOWAS countries have a long tradition of circular and seasonal labour migration, not least mirrored in a relatively established and internally driven migration policy agenda. The paper shows that the framework facilitates a comprehensive understanding of regional migration governance structures and processes. Our hitherto analysis based on the framework indicates that the organisations studied, IGAD and ECOWAS, are well-placed for the management of regional migration. Institutional structures between the two differ, for instance, with regard to levels of legalisation, with ECOWAS disposing of strong formal powers to enforce regional policies and IGAD privileging informal cooperative relationships between member states. Since both regions experience challenges in the implementation of regional norms at national and sub-national levels, (further) financial and technical support in this area is necessary.

Their actual involvement in global policy processes, such as the currently negotiated Global Compacts for Migration and on Refugees, as well as in EU-Africa migration initiatives remains nonetheless limited.While increasingly recognised, up to present, regional migration regimes outside Europe remain little understood regarding their main drivers, features and impact. The present paper sets the ground for enhancing this understanding by introducing a framework of analysis for regional migration governance. The framework incorporates elements of various approaches to international organisations of which regional organisations (ROs) form a subset. In this context, both institutional characteristics such as organisational identity and history and the interests of (powerful) member states and external actors are considered key explanatory factors for migration-related strategy formulation and implementation.The framework introduced is intended as a general scheme for the analysis of regional migration governance around the globe – not only specifically in Africa. However, in this study, migration governance in the two African sub-regions - Economic Community of West African States (ECOWAS) and the Intergovernmental Authority on Development (IGAD) at the Horn of Africa - is used to illustrate the diversity of historical pathways, migration realities and challenges as well as institutional settings. Whereas the IGAD sub-region is characterised by high levels of forced displacement, the ECOWAS countries have a long tradition of circular and seasonal labour migration, not least mirrored in a relatively established and internally driven migration policy agenda.The paper shows that the framework facilitates a comprehensive understanding of regional migration governance structures and processes. Our hitherto analysis based on the framework indicates that the organisations studied, IGAD and ECOWAS, are well-placed for the management of regional migration. Institutional structures between the two differ, for instance, with regard to levels of legalisation, with ECOWAS disposing of strong formal powers to enforce regional policies and IGAD privileging informal cooperative relationships between member states. Since both regions experience challenges in the implementation of regional norms at national and sub-national levels, (further) financial and technical support in this area is necessary.

In den Jahrzehnten darauf wurde es in Abkommen zur afrikanischen Wirtschaftsintegration oder in der Agenda 2063 der Afrikanischen Union (AU) bekräftigt. Im Januar 2018 einigten sich die Mitgliedstaaten der AU schließlich auf das AU-Protokoll zur Freizügigkeit von Personen und zum Recht auf Aufenthalt und Niederlassung.Den kontinentalen Agenden zufolge soll die Umsetzung von Freizügigkeit bei den afrikanischen Subregionen ansetzen. Dies ist nicht zuletzt in deren Historie begründet. So hat die Economic Commmunity of West African States (ECOWAS) mit ihrem Free Movement Protocol schon 1979 Pionierarbeit geleistet. In den folgenden Jahren wurde Personenfreizügigkeit auch in andere afrikanische Regionalisierungsprozesse integriert. So hat sich die East African Community (EAC) zumindest in Teilen auf weitreichende Schritte geeinigt; andere Subregionen (bspw. die nordostafrikanische Intergovernmental Authority on Development, IGAD) arbeiten aktuell auf entsprechende Abkommen hin.Eine Untersuchung des DIE am Beispiel der westafrikanischen ECOWAS und der nordostafrikanischen IGAD zeigt: beide Regionalorganisation haben Schwierigkeiten mit ihren Freizügigkeitspolitiken. Allerdings zeigen sich diese in unterschiedlichen Phasen des politischen Prozesses. In der IGAD-Region konnten sich die Mitgliedstaaten bislang noch auf kein Freizügigkeitsabkommen einigen, dagegen verzögert sich in der ECOWAS-Region die nationale und subnationale Umsetzung formal etablierter Gesetze. Diese Unterschiede lassen sich insbesondere durch historische Pfadabhängigkeiten, divergierende Legalisierungsgrade sowie abweichende Interessenlagen subregionaler Mächte erklären. Schließlich wirken in beiden Regionen interne Kapazitätsprobleme und die wachsende externe Einflussnahme auf innerafrikanische Migrations- und Grenzkontrolle regionaler Freizügigkeit entgegen.Aus entwicklungspolitischer Sicht ist die Unterstützung afrikanischer (sub-)regionaler Freizügigkeit sinnvoll. Folgende Empfehlungen resultieren aus der Analyse:Regionale Kapazitäten fördern: Regionalorganisationen sollten sowohl bei der Formulierung von Freizügigkeitsnormen als auch ihrer Umsetzung auf nationaler und subnationaler Ebene personell und finanziell unterstützt werden.Sicherheits- und Freizügigkeitspolitiken harmonisieren: Europäische Initiativen im Bereich Grenzschutz oder Migrationsmanagement dürfen intraregionale Migration und Freizügigkeitspolitiken nicht unterbinden, sondern müssen Freizügigkeit stärker unterstützen.Sektorübergreifende Anreize bieten: Die Bundesregierung und die Europäische Union sollten Fortschritte bei der Regionalisierung von Freizügigkeitsregimen auch in anderen Bereichen der Zusammenarbeit anregen.Um die Empfehlungen umzusetzen, ist es darüber hinaus wichtig, die Rolle von Regionalorganisationen auch auf globaler Ebene anzuerkennen und zu konkretisieren.
