La Bibliothèque nationale et universitaire de Strasbourg a été fondée le 9 août 1871, immédiatement après la guerre francoprussienne de 1870 qui avait notamment vu, lors du bombardement de Strasbourg, la destruction de l'ancienne bibliothèque de la ville. L'émotion suscitée par cet événement a été aussi grande en France qu'en Allemagne, et des deux côtés, avant même de savoir ce qu'il en serait du destin politique de Strasbourg, on s'activa dans le but de prévoir aussitôt que possible la reconstruction de la bibliothèque [.]
Even if most French mines are definitively closed, potential risks remain above the abandoned sites. In addition to surface instability, some mining sites may be affected by dangerous gas emissions, flooding events, or environmental impacts. Those kinds of disorders strongly influence the land‐use management of the concerned areas. The present article presents the French mining historical context and identifies the major kinds of residual risks and harmful effects that may affect abandoned mine sites. The prevention policy applied on the national territory is then discussed and prospects for further developments are proposed.

INERIS has been involved for many years in supporting the French public authorities in defining national policy for preventing and managing post-mining risks. In order to properly identify and manage such risks, the French authorities have developed a powerful operational regulatory tool: MRPPs (Mining Risk Prevention Plans). MRPPs aim to identify the most sensitive areas subject to"post-mining hazards" and to define the technical and regulatory rules capable of managing the principles of future urban development on the surface (Didier and Leloup, 2005). INERIS has drawn up, on behalf of MinEFI (French Ministry in charge of Industry) the methodological guide for completing MRPPs. INERIS is also in charge of coordinating,within the International Society of Rock Mechanics, an experts' commission involved in analysis and risk management related to post-mining. Since 1999 when the first MRPPs were initiated, INERIS, in association with GEODERIS, has carried out the analysis and mapping of mining hazards on more than 40 mining sites (coal and iron basins, polymetallic sites, etc.) distributed throughout France. To these must be added the whole Lorraine iron basin (more than one hundred communities concerned). Different kinds of surface instability hazards have been mapped (sinkholes, subsidence, landslides, etc.) for all of the investigated sites. In most cases, surface gas emissions have also been studied.
