Après que l'ouragan Katrina eut infligé des dégâts sérieux à la Nouvelle-Orléans en août 2005, citoyens, journalistes, et urbanistes partout aux États-Unis se focalisèrent sur la reconstruction de la ville. Beaucoup de gens firent le rapprochement entre cette catastrophe naturelle et la destruction des villes bombardées pendant la Seconde Guerre Mondiale, et, comme bien d'urbanistes après la guerre, ils se félicitèrent de cette occasion de construire une nouvelle ville, supérieure à la précédente. On réclama immédiatement un nouveau « plan Marshall » afin de faire financer le projet par le gouvernement fédéral. Cet article examine les similitudes et les différences entre la reconstruction des villes allemandes après 1945 et la Nouvelle-Orléans après Katrina. Il explore les différents modes de financement, les types de propositions que génèrent les urbanistes, et la nature du processus de planification.
