From 1945 to the end of his life, Maurice Allais, Nobel Prize Laureate in Economics (1988), devoted a large part of his work to the European question. As a staunch Unionist, Allais insisted on the fact that, while the threefold freedom of goods, people and capital was necessary to improve the well-being of individuals, it was also a very ambitious goal. Thus, he argued, it was necessary to promote a European federalism on the basis of a scientific criterion: economic democracy—and via an organized method: competitive planning. However, Allais was aware that political integration had to precede economic integration and that economic efficiency could not be ensured without a single currency. He argued that the introduction of the euro had to be accompanied by real monetary reform (credit system, indexation of future commitments, stock markets, international monetary system) in order to regulate the multiplication of financial crises.

Résumé La concurrence occupe une place centrale dans les travaux de Maurice Allais. D'un point de vue analytique, la concurrence allaisienne cohabite, en tant que secteur différencié constitué d'entreprises multiples évoluant sous le régime de la concurrence parfaite, avec un secteur non différencié constitué d'une entreprise unique nationalisée. Par ailleurs, elle n'est pas spontanée mais organisée par la loi. La « planification concurrentielle » permet d'établir un équilibre entre le jeu spontané des forces du marché et la régulation étatique. D'un point de vue doctrinal, la concurrence allaisienne est une alternative au laissez-faire et à la planification autoritaire. L'œuvre de Maurice Allais est ainsi replacée dans le contexte intellectuel de son époque (colloque Lippmann, Centre international pour la rénovation du libéralisme) tout en gardant une certaine originalité. Empruntant la voie tracée par Walter Lippmann et Louis Rougier, Maurice Allais entend renouveler les fondements du libéralisme économique en s'appuyant sur la concurrence plutôt que sur la propriété privée (Rueff). En jetant les bases d'une véritable démarche scientifique pour l'économie politique et le Droit naturel, Auguste Walras entend établir une distinction entre ce qui relève de la sphère étatique et de la sphère privée à partir d'une reformulation de la théorie de la propriété et de l'impôt. C'est au nom de la raison et de la justice qu'il convient de trouver les moyens qui légitimeront les droits de la société. La question sociale consiste à tracer une ligne de démarcation entre le domaine de la propriété et le domaine de la communauté. Deux principes, universels et permanents, sont introduits : la nécessité d'attribuer à l'État la propriété de tous les fonds de terre ; le souci de consacrer le loyer des terres aux dépenses publiques. La question de l'impôt souligne quant à elle la difficulté d'établir la ligne de partage entre propriété privée et propriété collective. D'un côté, l'impôt sert à financer les dépenses publiques qui intéressent la communauté. De l'autre, la manière dont il est établi porte atteinte au respect de la propriété privée.

En l'espace de quelques années, la théorie du développement a été traversée par de nombreuses propositions visant à inscrire la coopération décentralisée et le développement participatif au cœur des stratégies dites Bottom Up . Deux approches, l'écodéveloppement et le Buen Vivir , se sont particulièrement révélées innovantes. D'une part, elles invitent toutes deux à une action concertée de tous les acteurs sociaux et un rééquilibrage des pouvoirs au profit de la société civile. D'autre part, elles supposent de partir du territoire et des processus de délibération locaux pour répondre à des problématiques de fond : durabilité environnementale, inégalités sociales, transformation du système productif, démocratie participative.

L'économie occupe une place importante dans la société, au point de cristalliser un ensemble de questions socialement vives. Cet ouvrage aborde les enjeux de société à partir de l'oeuvre de Léon Walras (1834-1910). Ce dernier est souvent présenté comme l'un des pères fondateurs de la Science économique. On oublie toutefois que Léon Walras était également un humaniste, qui a cherché à populariser ses travaux au nom de la paix dans le monde. The viability of firms that participate in industrial symbiosis (IS) is influenced by the impact that by-product synergies have on the economic efficiency and resilience of those firms in the IS network. Systems theory, industrial ecology, and value chain dynamics constitute the necessary frameworks to analyze the viability of IS value chains through efficiency and resilience assessments. Using Mexico's Altamira Industrial Port as a case study, we identify and describe three IS value chains A, B and C and build variables to measure viability through efficiency and resilience. We find that only the three participating firms in value chain B are both sufficiently efficient and resilient to constitute viability. Moreover, these three firms (CABOT, INSA, and CHEMTURA) represent an anchor in port's/network's IS viability through the integration of a resilience and efficiency analysis by value chain. The study attempts to get an improved systemic understanding of IS value chain viability if resilience is aggregated to the efficiency analysis of by-product synergic exchanges of each firm involved in the IS. International audience ; The impact that European and French legislation have on the circular economy implementation between market-driven incentives and state regulation emerges as the main challenge addressed in this chapter. Circular economy principles and the normative aspects of legislation constitute the best available frameworks to foresee how circular economy implementation will evolve in the building and construction sector in France. The Eiffage case study can be explained by the evolution of the normative arena composed by the current codes, environmental laws, roadmaps, and directives that frame the dynamic behavior of individual actors submitted to market pressures. A literature review of the current scientific and gray literature on circular economy in the building and construction sector was carried out in order to identify the required conditions to improve circularity in a normative way in France. Seven circular economy principles have been identified in the state of the art of Building and construction sector in France with emphasis on four of them: (1) Building lighter structures, (2) Waste reduction in the production process, (3) Intensive use of floor space, and (4) Extension of product life or recycling. Finally, we claim that the advantage of the normative approach implementation and analysis is to set the social agreement of compulsory foundation over which the market-driven initiatives and innovation could make the difference for the outstanding stakeholders of the economic sector.
