AbstractPopulist radical right parties (PRRPs) claim to be particularly responsive to people's needs and have been identified as a major source of disinformation. The present contribution sets up a field experiment to zoom in on one-to-one communication between voters and their parliamentarians. By drawing on pieces of misinformation that are present among different parties' supporters, artificial citizen's requests are sent to all 2503 German federal parliamentarians. In fact, PRRP politicians do not turn out to be more responsive and they are by far more reluctant to reject misinformation. In contrast, parliamentarians of all other parties largely object to misinformation, even if it matches their political positions and is shared by their electorates. In opposition to PRRP politicians who reveal signs of vote-seeking behaviour, established parties' communication behaviour indicates a high degree of intrinsic motivation.
Die in Folge des russischen Angriffs auf die Ukraine verhängten Sanktionen finden in den europäischen Bevölkerungen eine breite Zustimmung. Betrachtet man hingegen das Abstimmungsverhalten der Europaparlamentarier in den Jahren nach der Annexion der Krim, zeigen sich mögliche Risse in der anti-russischen Front.
Überraschend konsequent hat der französische Präsidentschaftswahlkampf eines der wichtigsten ökonomischen Themen ausgeklammert: Die immer weiter auseinanderklaffende Schere zwischen den Regionen. Trotz der positiven wirtschaftlichen Entwicklung, während der Macron-Regentschaft sind die regionalen Ungleichheiten eines der großen Themen mit politischer Sprengkraft. Sowohl die Gelbwestenproteste als auch die Schwierigkeiten, im ländlichen Raum eine adäquate Daseinsvorsorge zu organisieren, sind hierfür tragende Beispiele.
ZusammenfassungDie Covid-19-Krise verschärft die bereits lebhaft geführte Diskussion um regionale Disparitäten in der Daseinsvorsorge. Insbesondere im dünnbesiedelten, ländlichen Raum hatten viele Kommunen schon vor der aktuellen Ausnahmesituation Schwierigkeiten, attraktive medizinische Versorgung, Bildungsinfrastruktur, öffentlichen Personennahverkehr oder Breitbandinternet bereitzustellen. Während einerseits die weitere Stärkung urbaner Zentren zur Diskussion steht, wird den Menschen im ländlichen Raum andererseits ein Gefühl des Verlassenwerdens attestiert, das auf einen kulturellen Stadt-Land-Konflikt hinzudeuten scheint. Der vorliegende Beitrag bietet den Auftakt für die kleinräumige empirisch fundierte Debatte um Daseinsvorsorge und die Entfremdung von etablierten Parteien in Deutschland. Die Analyse beruht auf einem zu diesem Zweck aufgebauten Datensatz, der neben einem Index der Daseinsvorsorge auch eine Auswertung der Distanz zum nächstgelegenen Bahnhof und der Erreichbarkeit des nächstgelegenen Krankenhauses auf Gemeindeebene für die Bundestagswahl 2017 sowie die Europawahl 2019 erlaubt. Wie aus anderen westlichen Demokratien zu erwarten, geht auch in Deutschland ein besseres AfD-Ergebnis mit einer schwächeren Daseinsvorsorge einher. Ein Teil dieses Effektes ist jedoch schlicht auf die Divergenz zwischen ländlichem Raum und urbaner Agglomeration zurückzuführen und zeigt sich entgegen der Erwartungen weniger deutlich oder gar nicht zwischen kleineren ländlichen Gemeinden. Zudem steigt die Zustimmung zum Rechtspopulismus weder mit zunehmender Distanz zum nächstgelegenen Bahnhof noch mit einer höheren Kommunalverschuldung. Trotzdem deutet auch in den kleineren Gemeinden einiges auf Erfolge der AfD in Räumen politischer Entfremdung und wirtschaftlicher Schwierigkeiten hin. Robust schneidet die rechtspopulistische Partei umso besser ab desto geringer die vorherrschende Wahlbeteiligung desto stärker die Gemeinde von Abwanderung betroffen sowie desto angespannter der Arbeitsmarkt ist. Eine innovative Wirtschaft vor Ort hat hingegen das Potenzial, die Zustimmung zu den Rechtspopulisten abzumildern.
The Covid-19 crisis intensifies the lively debate on regional disparities in the supply of public services. Particularly in sparsely populated rural areas, many municipalities had a hard time providing competitive medical care, education facilities, public transport, or broadband internet – even before the Covid-19 outbreak. While on the one hand a further strengthening of urban centres is currently discussed, on the other hand a feeling of being abandoned is perceived among people in rural areas indicating a conflict between agglomerations and the countryside. The present analysis kicks off the empirical debate for Germany: Based on a newly compiled dataset, this contribution provides a spatial analysis, in how far a poor supply of public services is related to an alienation from established political parties in the elections to the Bundestag 2017 and the European elections 2019. An index of public services is created combining amongst others the distance to the closest situated train station as well as the accessibility of the nearest hospital on the municipality level. As expected from other Western democracies, also in Germany a less intense supply of public services is related to a stronger election result for the right-wing AfD. Partly however, this result is simply driven by the stark divergence between rural and urban municipalities and disappears when zooming in on smaller rural municipalities. What is more, AfD support does neither increase with a longer distance to the closest train station nor with a higher level of municipality debt. Nevertheless, the results point to favourable breeding grounds for right-wing populism in areas of political alienation and economic distress. Robustly, the AfD performs better where turnout is lower, where larger shares of the population emigrated and in the face of a tighter labour market. On the contrary, an innovative local economy has the potential to contain right-wing support.

Western European Populist Radical Right Parties (PRRPs) have addressed the dispersed socio-economic status of their electorates by blurring their economic positioning. This contribution analyses the rise of the German PRRP Alternative für Deutschland (AfD) between 2013 and 2017 and the role of its economic policy platform. In contrast to its European peers, the AfD shows few signs of economic strategy blurring. The party offers clear antiredistribution policies that are matched by AfD voters' preferences: even the least affluent AfD supporters have stronger preferences for lower redistribution than the most affluent non-AfD supporters. For AfD supporters with lower socio-economic positions this means that they support economic policies that are against their economic interests. Extreme authoritarian cultural policies spiced up with criticism of the establishment and combined with a general opposition to redistribution can be identified as the AfD's winning formula. Within the Western European PRRP party family, this winning formula directed at supporters with lower socioeconomic positions constitutes an exception.

In the past, the European Union seems to have been able to tame Euroscepticism through regional 'convergence' funding. After the Eastern enlargement of the Union, however, this relationship needs to be put to the test. Not only have the new member states become the main recipients of EU funding, Eastern Europe has also changed from once being the most integration-friendly region to displaying the most integration-hostile attitudes in the EU. Motivated by this empirical puzzle, we revisit the relationship between structural 'convergence' funding and Euroscepticism and ask where - if at all - is the EU's convergence spending still able to tame Euroscepticism. Most surprisingly, correlation analyses reveal that between 2006 and 2018 larger regional subsidies go along with increasing opposition to EU integration. We can rebut this counterintuitive finding by a Diff-in-Diff approach that reveals an increasing Euroscepticism in Eastern European regions between 2006 and 2014. Nevertheless, also these more advanced models fail to establish a positive relationship between regional funding eligibility and pro-integrationist attitudes. Finally, fuzzy RDD models exploit the funding assignment rule and corroborate that the EU is no longer able to pacify integration-critical regions by their simply increasing 'convergence' funding. Nevertheless, the EU has won support in Eastern Europe where EU investments are perceived (positively). In designing a strategy to win back support for EU integration, Brussels does not need more fiscal capacity but rather has to design 'convergence' funding that is visible as well as clearly attributable to its donor.
Eine lebendige Demokratie lebt vom Ringen unterschiedlicher Anspruchsgruppen um die themenspezifische Meinungshoheit. Der institutionalisierte Prozess des Interessenausgleichs und des Anhörens gegenteiliger Standpunkte braucht jedoch Zeit. Die Akzeptanz ebendieser parlamentarischen Verfahren ist eine wesentliche Voraussetzung unserer pluralistischen Demokratie. Mittels einer deutschlandweiten Befragung wird untersucht, inwiefern es in den Themenbereichen Corona-Pandemie, Zuwanderung, Klimaschutz und soziale Ungleichheit Tendenzen in der Bevölkerung gibt, das Übergehen des üblichen parlamentarischen Prozesses in Kauf zu nehmen, um den empfundenen subjektiven Handlungsbedarf zu befriedigen. Insgesamt wünscht sich über die Hälfte der Bevölkerung in mindestens einem der vier abgefragten Themenbereiche weitreichende Maßnahmen, auch wenn dabei die gewohnten parlamentarischen Verfahren übergangen werden. Unter den Anhängern aller Parteien gibt es großes Verständnis, zur Bekämpfung der Corona-Pandemie den üblichen parlamentarischen Prozess zu übergehen. Innerhalb der AfD-Anhängerschaft bekunden 78 Prozent eine Verfahrensungeduld im Kontext der Zuwanderung. Unter den Anhängern der Grünen würden 65 Prozent ein Übergehen des üblichen Prozesses in Kauf nehmen, um den Klimawandel in den Griff zu bekommen. Der lang etablierte Diskurs über soziale Ungleichheit bringt hingegen eine gewisse Resilienz mit sich: Während drei Viertel der Bevölkerung hier Handlungsbedarfe sehen, spricht sich doch weniger als die Hälfte dieser Gruppe dafür aus, für Maßnahmen auch den parlamentarischen Prozess zu übergehen. Während eine sehr pessimistische Wahrnehmung sozioökonomischer Lagen die Wahrscheinlichkeit zur Demokratiemüdigkeit erhöht, können die Ablehnung autoritärer Einstellungen und ein besseres Bildungsniveau schützend wirken. ; A lively democracy thrives on the struggle between different interest groups for majority opinion on specific issues. Though the institutionalised process of balancing interests and hearing opposing points of view takes time, acceptance of these parliamentary procedures is essential for the functioning of our pluralistic democracy. We therefore conducted a nationwide survey to investigate popular tendencies to accept the bypassing of the usual legislative process in order to meet the perceived need for action on four issues: the Corona pandemic, immigration, climate protection and social inequality. Overall, more than half the population are eager to see far-reaching measures implemented on at least one of these issues, even if it means bypassing the normal parliamentary procedures. There is considerable understanding among supporters of all parties for circumventing the full legislative process to combat the Corona pandemic. Of those favouring the AfD, Germany's most right-wing popular party, 78 per cent express impatience with due process in matters of immigration, while 65 per cent of those identifying with the ecologically oriented Green Party would accept parliamentary corner-cutting in order to tackle climate change. The long-established discourse on social inequality, on the other hand, is characterised by a certain resistance to such impatience: while three-quarters of the population see a need for action here, less than half of this group is in favour of skipping the legislative formalities to achieve it. While a very pessimistic perception of socio-economic conditions increases the likelihood of democracy fatigue, a rejection of authoritarian attitudes and a better level of education can have the opposite effect.
Abstract Can the rise of populism be explained by the growing chasm between rich and poor? With regard to Germany, such a causal relationship must be rejected. Income distribution in Germany has been very stable since 2005, and people's knowledge on actual inequality and economic development is limited: inequality and unemployment are massively overestimated. At the same time, a persistently isolationist and xenophobic group with diverse concerns and preferences has emerged within the middle classes of society that riggers support for populist parties. This mood is based on welfare chauvinism against immigration rather than on a general criticism of distribution. Since the immigration of recent years will inevitably affect the relevant indicators concerning distribution, an open, cautious but less heated approach is needed in the debate on the future of the welfare state. In order to address and take the local concerns of citizens seriously, an increased exchange with public officials on the ground is needed.
Das Ausmaß an Arbeitslosigkeit wird deutlich überschätzt. Das geht aus einer Analyse von 23 europäischen Staaten auf Basis des European Social Survey 2016 hervor. Im Vergleich zur Arbeitslosenquote gemäß der International Labour Organization überschätzten die Deutschen die Arbeitslosigkeit im Jahr 2016 um mindestens 13,6 Prozentpunkte. Zwar fielen die Bewertungen im Zuge der zuletzt rückläufigen Arbeitslosigkeit etwas positiver aus. Gleichwohl vermuteten sowohl im Jahr 2008 als auch in 2016 rund 40 Prozent der Deutschen, die Arbeitslosenquote läge bei mindestens 20 Prozent. Auch in den meisten anderen Ländern hat die Überschätzung zwischen 2008 und 2016 zugenommen. Zwar bewegen sich die Bewertungen in Richtung der tatsächlichen Entwicklung, eine positive Dynamik wird allerdings meist zu wenig positiv, eine negative Dynamik hingegen noch negativer wahrgenommen. Je stärker die Bürger die Arbeitslosigkeit überschätzen, desto weniger vertrauen sie dem politischen System, der Demokratie, den Mitmenschen und supranationalen Institutionen wie der EU. Dies gilt ebenso bei Berücksichtigung des individuellen Bildungs- und Einkommensniveaus - und weitestgehend auch im europäischen Ländervergleich. Die Relevanz der Ergebnisse für die aktuelle politische Debatte zeigt sich in besonderem Maß in dem Zusammenhang zwischen Überschätzung der Arbeitslosigkeit und rechtspopulistischem Wahlverhalten. Vor allem in Westeuropa neigen Menschen mit einer pessimistischen Einschätzung der Arbeitslosigkeit eher rechtspopulistischen Parteien zu. ; People in many countries clearly overestimate the extent of unemployment. This is the conclusion of an analysis of 23 European countries based on the European Social Survey (ESS) 2016. In comparison with the official International Labour Organization unemployment rate, in 2016 Germans overestimated unemployment by at least 13.6 percentage points. While it is true that the estimates recorded by the ESS became somewhat more positive after unemployment had declined in preceding years, in both 2008 and 2016 around 40 per cent of Germans put the unemployment rate at least at 20 per cent. Similarly, in most other countries, overestimates increased between 2008 and 2016. While the assessments tend to move in the same direction as actual changes, positive developments are generally perceived as less positive and negative developments as more negative than they actually are. The greater the margin by which respondents overestimate unemployment, the less they trust the political system, democracy, their compatriots and supranational institutions such as the EU. These findings hold even after controlling education and income levels - and for most of the countries compared in the survey. The relevance of these results for the current political debate is particularly evident in the correlation between overestimating unemployment and right-wing populist voting behaviour. Particularly in Western Europe, people with a pessimistic view of unemployment tend to lean towards right-wing populist parties.
Brexit, Trump und die AfD - eine Reihe von Abstimmungs- und Wahlergebnissen konnten Meinungsforscher in der jüngeren Vergangenheit nur schlecht vorhersagen. Der vorliegende Beitrag diskutiert diese Problematik am Beispiel der in Deutschland erstarkten rechtspopulistischen AfD: Da diese von der Gesellschaft zunehmend am äußerst rechten Rand verortet wurde, kann die vermutete soziale Erwünschtheit von Antworten bei Vor- und Nachwahlbefragungen eine Erklärung für die schlechten Vorhersagen und Prognosen bieten. Daneben erschweren aber auch prinzipielle Antwortverweigerungen und der schwierige demoskopische Umgang mit Protestwählern die Vorhersagen der AfD-Ergebnisse. Dies erklärt zum einen, warum Studien zur AfD mitunter zu recht unterschiedlichen Ergebnissen kommen und darüber hinaus, dass sich Gründe und Muster für die AfD-Wahl nur schwer identifizieren lassen - was den medialen und politischen Umgang mit den AfD-Erfolgen verkompliziert. ; Brexit, Trump and the AfD - a couple of referendum and election outcomes in the recent past have been erroneously forecasted. This contribution discusses the issue with regard to the rising right wing populist party "Alternative für Deutschland" (AfD) in Germany: Since the party is increasingly judged to be located at the radical edge of the political spectrum, the concept of social desirability can be drawn on to as an explanation for the bad predictions and forecasts. What is more, simple refusal to answer and the difficult demoscopic handling of protest voters hinder the accuracy of AfD election outcome forecasts. On the one hand, this explains why studies on the party come to significantly different results. On the other hand, reasons and patterns of the actual voting decision are difficult to pin down. Furthermore, not having a coherent empirical base media and politics face great difficulties in dealing with the new party.
