Das Europäische Parlament und der Rat der Mitgliedstaaten der Europäischen Union fordern die Schaffung eines Systems von umweltökonomischen Gesamtrechnungen, das auch physische und monetäre Konten für Naturkapital und Ökosystemleistungen umfasst. Für den Bereich Wald existiert bereits seit Jahren ein eigenes umweltökonomisches Gesamtrechnungssystem, das European framework for integrated environmental and economic accounting for forests (IEEAF). Es besteht aus einer Reihe verschiedener Tabellen, die in logischer Weise aufeinander aufbauen. Das Grundkonzept erlaubt eine konsistente Abbildung der Holzproduktion und der Holzverwendung in einem Land. Ergänzend gibt es Tabellen, die die Entstehung und Verwendung des Produktionswertes der Forstwirtschaft aufzeigen, über den Entlaubungszustand informieren sowie die Hauptkennzahlen zu den Kohlenstoffbilanzen beinhalten. Die ökonomischen Kennzahlen des IEEAF werden weitgehend in Übereinstimmung mit dem System europäischer volkswirtschaftlicher Gesamtrechnungen erhoben und sind vergleichbar mit den entsprechenden gesamtwirtschaftlichen Kennzahlen. Zu einem abweichenden Ergebnis gelangt man hinsichtlich der ökologischen Kennzahlen. Die Ökosystemleistungen des Waldes insgesamt sind bisher nur im Ansatz abgebildet. Konkret sind es die Versorgungsleistung mit Holz sowie die Regulationsleistung durch Kohlenstoffspeicherung zum Klimaschutz. Tabellensysteme oder zumindest geeignete Indikatoren für andere Ökosystemleistungen wie zum Beispiel Wasserspende und -reinigung, Artenvielfalt oder Erholung fehlen. Das IEEAF müsste um sie erweitert werden. Naturkapital und seine kosystemleistungen können schwerlich seriös und umfassend bewertet werden. Möglich ist jedoch die Bewertung von Veränderungen. Es würde daher genügen, die oben genannten Erweiterungen des IEEAF nur für physische Einheiten vorzusehen. Monetäre Bewertungen können dann für die Veränderungen zwischen den einzelnen Jahren durchgeführt werden.

Die Sustainable Development Goals (SDGs) der Vereinten Nationen geben den Rahmen für die weltweite nachhaltige Entwicklung vor. Die Nachhaltigkeitsstrategie der Bundesregierung ist an diesen SDGs orientiert. Durch Holznutzung wird ein Beitrag zu verschiedenen Zielen der Nachhaltigkeitsstrategie der Bundesregierung geleistet.

In diesem Arbeitsbericht wird ein detailliertes Konzept zur Honorierung der Ökosystemleistungen der Wälder in Deutschland vorgestellt und konkretisiert, welches anstelle von Bewirtschaftungsmaßnahmen die tatsächlichen Leistungen der jeweiligen Wälder und Forstbetriebe honoriert und dazu deren Produktivität wie auch die gesellschaftliche Nachfrage nach den einzelnen Leistungen in den Vordergrund rückt. Das Konzept sieht zwei Stufen vor. Stufe 1 umfasst überregionale Leistungen, namentlich für den Klima- und Biodiversitätsschutz; die Ermittlung von Leistungsumfang und -vergütung wird hier, soweit möglich, aus entsprechenden internationalen Vertragswerken und den darauf aufbauenden nationalen Strategien abgeleitet. Stufe 2 umfasst weitere Erholungs- und Schutzleistungen, für die die Nachfrage stärkere regionale und lokale Unterschiede aufweist; Leistungsumfang und -vergütung werden hier über Einzelverträge bestimmt, die einen mindestens anteiligen Finanzierungsbeitrag der Interessenten voraussetzen. Durchgehend wird die demokratische Legitimation des Vorschlags selbst und seiner einzelnen Elemente anhand der Gesetzeslage und den Ergebnissen demokratischer Entscheidungsfindung begründet. Abschließend werden die absehbaren Anreiz- und Lenkungswirkungen des Vorschlags sowie die dafür nötigen Reformen des existierenden forstlichen Fördersystems diskutiert. ; This working paper presents and substantiates a detailed concept for rewarding the ecosystem services of forests in Germany. The concept accounts for actually provided services (rather than for management measures), and focuses on the productivity of the particular forests/forest enterprises as well as on society's demand for the individual forest services. The concept consists of two levels. Level 1 comprises global services, in particular for climate and biodiversity protection; here the amount of services provided and the respective payments are being deduced from international agreements and the corresponding national strategies, as far as possible. Level 2 comprises further recreational and protection services, where demand exhibits more pronounced regional and local differences; on this level, service amounts and the respective payments are determined by individual contracts, which require at least a pro-rata contribution of the interested stakeholders. Throughout, we legitimise the concept and its individual elements by relating it to the given legal situation, and to the results of democratic decision making. Finally, we discuss the conceivable incentive and steering effects of the proposal, and the necessary reforms of the existing subsidisation system for forestry.

In the year 2011 the German Federal Government adopted its Forest Strategy 2020. This strategy includes 60 goal formulations in nine action fields. The present paper analyses to which extent the results of the German National Forest Inventory (BWI) prove achievements of those of the 60 goals, which are quantitatively verifiable. The results reveal that forestry in Germany in general meets its own standard of multi-functionality, securing that forests fulfil manifold demands of the society. However, while the objectives of nature and climate protection are on track for being achieved, the prospects for objectives related to employment, income and value added are less encouraging. Total forest area and forest growth are increasing, forests currently constitute a carbon sink, and the naturalness and structural diversity of forests are growing. Also the high but sustainable use of the wood fosters currently the income of and employment in forest enterprises and timber industries. But the ongoing regeneration of forest stands predominantly with deciduous tree species is expected to cause a long-term lack of faster growing and higher valuated coniferous stands. The resulting lack of highly demanded softwood of small or medium-sized diameters will raise problems to timber industries. Moreover, shrinking timber production due to a decreasing share of coniferous forests has adverse consequences not only from the economic point of view. It will also decrease the climate-friendly use of wood products, in particular due to the foregone substitution effect. The results of the study also show that BWI is an indispensable source of information for forest politics and forest science particularly in view of its long-term time series. The preservations of time series must be kept in mind whenever changes in the methods of BWI are considered.

In recent years, it has become increasingly popular to consider the forest-based industries as a so-called cluster. The forest cluster includes forestry enterprises as well as a wide range of industries, all engaged in the processing and manufacturing of roundwood as well as of semifinished and finished wood, pulp and paper products. The purpose of this paper was to depict the interindustry linkages of the German forest cluster with the help of an input–output table. In the past, it was often the case that the various interactions between the different industries of the forest cluster were not fully perceived by industry managers, governmental bodies or associations, probably due to the distorted representation of the forestbased industries in official statistics. In this sense, the present study aimed at providing crucial baseline information for the understanding of this still rather fragmented sector. The disaggregated input–output table shows the various flows of inputs (measured in monetary values) into the productive process and matches them with outputs. Moreover, two exemplary impact analyses are conducted.

Illegal Logging is one of the major global causes for deforestation and the degradation of forests. The further manufacturing of illegally logged wood and products made thereof as well as the associated trade has also negative social and economic effects on both sides of the wood markets, the producer and consumer countries. One of the key measures of the European Union (EU) to combat illegal logging is the EU Timber Regulation (EUTR). The EUTR came into effect on March 1, 2013 and it prohibits the placing of wood and wood products made of illegally logged wood on the EU internal market. This placement can either be done by selling removals from European forests or by importing wood and wood-based products into the EU. But for what kind of products does the regulation apply exactly? The EUTR refers to its An-nex where a list is provided with respective commodities. The products are structured ac-cording to the trade classification of the Combined Nomenclature (CN). The main focus is laid on wood and articles of wood (chapter 44 of the CN), on pulp of wood (chapter 47) and on paper and paperboard and articles made thereof (chapter 48). Additionally commodity codes for furniture and one code for prefabricated buildings are listed. However, as certain wood-based products are not included in the EUTR, the question arises, how many wood-based products are not covered by the EUTR. What is the coverage ratio of the EUTR if we are looking at all wood-based products? [.]

Um die Einfuhren sowie den Verbrauch von Holz–Rohholz (ohne Brennholz) und Holz- und Papierprodukte auf Basis Holz – aus illegalem Einschlag unter Berücksichtigung des Handels über Drittländer abzuschätzen, wurde eine Methode, die aus der Input-Output-Analyse entwickelt wurde, angewendet. Die unterstellten Illegalitätsanteile bestimmen dabei ganz wesentlich die Ergebnisse. Für das Jahr 2009 errechnet sich ein illegaler Holzeinschlag von weltweit 103 bis 284 Mio. m³ Rohholz (ohne Brennholz). Dies entspricht 7 bis 17 % des globalen Einschlags, jeweils abhängig von den länderspezifischen Annahmen über hohe und niedrige Schätzrahmen für illegalen Einschlag. Die Abschätzungen für die Einfuhren von Holz aus illegalem Einschlag hängen davon ab, ob die Länder der EU einzeln und somit inklusive Intrahandel innerhalb der EU betrachtet werden oder ob die EU als eine Region behandelt und somit der Intrahandel zwischen den Mitgliedsländern nicht betrachtet wird. Im Jahr 2009 berechneten sich die Importe von Holz aus illegalem Einschlag in die Länder der EU auf 15 bis 34 Mio. m³ (r), das sind 3 bis 6 % der Holzeinfuhren insgesamt und 2 bis 4 % des Holzverbrauchs in der EU. Etwa die Hälfte dieses Holzes stammt aus direktem Handel mit den betroffenen Ursprungsländern, der übrige Teil wird über Drittländer eingeführt. Betrachtet man die EU als eine Region ohne Intrahandel, so reduzieren sich die Importe auf 8 bis 18 Mio. m³ (r). Aufgrund des intensiven Intrahandels resultiert mit 6 bis 13 % ein höherer Anteil an Holz aus illegalem Einschlag an den Gesamtimporten in die EU ; For estimation of worldwide imports and use of wood unprocessed industrial roundwood (raw wood excluding fuel-wood) and products on the basis of wood, including paper – from illegal harvesting, while considering the trade via third party countries a method based on input-output-analysis is used. The results are largely dependent on the quality of the input data used, above all on the presumed share of illegally harvested wood. For the year 2009, we calculated an illegal global harvesting of industrial roundwood of 103 to 284 million m³; depending on the presumed low and high country-specific shares of illegal harvests. That represents between 7 and 17 % of the global harvest. Estimates on imports of illegally harvested wood into the EU strongly depend on whether the countries of the EU are considered individually, hence internal trade of the member countries of the EU has to be taken into account, or whether the European Union is considered as one region and hence internal trade within the European countries is not taken into account. In 2009, imports of wood from illegal harvesting into the countries of the EU accounted for a volume of 15 to 34 million m³. That is 3 to 6 % of all wood imports and 2 to 4 % of the domestic use of wood in the countries of the EU. About one half of the imports are traded directly, the other half is imported via third countries. Considering the EU as one region without internal trade leads to a significantly lower import of illegally harvested wood of 8 to 18 million m³. On the other hand it results in a higher share of 6 to 13 % of total imports into the EU due to the exclusion of the intensive internal trade

Nach § 14 Abs. 3 des Bundeswaldgesetzes ist die Bundesregierung verpflichtet, dem deutschen Bundestag über Lage und Entwicklung der Forstwirtschaft zu berichten. Diese Berichtspflicht beinhaltet auch die Belastungen der Forstbetriebe aus der Schutz- und Erholungsfunktion. Diese Belastungen wurden in der vorliegenden Studie anhand von Buchführungsaufzeichnungen ermittelt. Sie belaufen sich für das Jahr 2006 auf 193 Mio. Euro oder 18 Euro/ha. Die Gegenüberstellung der Ergebnisse mit den Förderschwerpunkten der Europäischen Union sowie des Bundes und der Länder unter ELER lässt erwarten, dass ab 2007 deutliche Veränderungen zu verzeichnen sein werden

Forstpolitik in Deutschland hat neben den Herausforderungen des Klimawandels auch steigende und konkurrierende Ansprüche der Gesellschaft an die Ökosystemleistungen des Waldes zu bewältigen. Dem Privatwald mit etwa der Hälfte der Waldfläche in Deutschland kommt in der Forstpolitik eine hohe Bedeutung zu. Pluralisierung, Urbanisierung und Digitalisierung erfordern zudem eine Anpassung der forstpolitischen Instrumente zur Schaffung des gesetzlich angestrebten Interessensausgleichs zwischen Privatwaldeigentümern (PWE) und der übrigen Gesellschaft. Viele der hierfür notwendigen Informationen zu beiden Gruppen fehlten bisher. Auf Basis einer bundesweit repräsentativen Telefonbefragung von PWE und der übrigen Gesellschaft ist es mit der vorliegenden Studie gelungen, einen Teil der bestehenden Wissenslücken zu schließen. Der Anteil der PWE an der Bevölkerung liegt bei 3 % und entspricht 1,82 Mio. Personen. Durch Eigentümerwechsel werden jährlich etwa 65.000 Menschen neue Waldeigentümer. Die PWE als ein Teil der Gesellschaft weichen in ihrer Lebenssituation im geringen Umfang vom Durchschnitt der übrigen Gesellschaft ab. Zudem liegt erstmalig eine Zuordnung der PWE zu sozialen Milieus vor, was Anknüpfungspunkte für eine gezieltere Ansprache bietet. Weiterhin deutet sich an, dass Potenziale für eine vermehrte Aktivierung von PWE für Waldbehandlungsmaßnahmen, die auch mehrheitlich gesellschaftliche Akzeptanz finden, bestehen. Die Verstetigung solcher Befragungen wird als elementare Voraussetzung einer evidenzbasierten Forstpolitikberatung erachtet. ; In addition to the challenges of climate change, forest policy in Germany has to cope with increasing and competing demands of society on the ecosystem services of the forest. The private forest with about half of the forest area in Germany is of great importance for forest policy. Pluralization, urbanization and digitization also require an adaptation of forest policy instruments to create the legally desired balance of interests between private forest owners and the res of society. Many of the information about both groups necessary for this adaptation has been missing so far. Based on a nationwide representative telephone survey of private forest owners and the rest of society, the present study has succeeded in closing part of the existing knowledge gaps. The share of private forest owners in the population is 3 % and corresponds to 1.82 million people. Because of the change in ownership, about 65,000 people become new forest owners each year. Private forest owners as part of society deviate only slightly in their life situation from the average of the rest of society. For the first time, there is an allocation of the private forest owners to social milieus, which provides a starting point for a more targeted approach in communication. Furthermore, there is evidence that there are potentials for an increased activation of private forest owners for forest management activities, which in the majority also have societal acceptance. The continuation of such surveys is considered an elementary prerequisite of evidence-based forest policy advice.

Privatwaldeigentümer verstehen, gesellschaftliche Ansprüche zu berücksichtigen. Unter dieser Prämisse werden aus der Thünen-Befragung im Rahmen des Projektes "Klimaschutz im Kleinprivatwald – für Eigentümer und Gesellschaft" Ergebnisse vorgestellt, die aus der Sicht der Autoren sowohl für die Forstpolitik als auch für die Forstpraxis besonders relevant sind.
