The European Union advocates a plastic waste recycling rate of more than 55%. Even for the Netherlands, which has already invested heavily in recycling plastic waste of households, it will still be a challenge to meet this target. The preferred solution to fulfil this target in the Netherlands is implementing separate collection schemes at the curbside, although some municipalities invested in post-separation. We show, based on data for 2013–2014, that post-collection separation is an advisable alternative, with an increased separation of plastic waste compared with home separation. This is even slightly the case if home separation is combined with a unit-based pricing system for unsorted waste and with a frequent door-to-door collection of plastic waste. Moreover, there are indications that the cost effectiveness of recycling plastic waste increases if post separation is chosen. In addition, some claim that unit-based pricing of unsorted waste is important to create an awareness effect to buy less packaging material. However, based on the combination of post separation and unit-based pricing, we have no indication for such awareness effect as the price effect on the amount of plastic waste is insignificantly small.

We show that post separation is an advisable alternative with more separation of plastic waste and lower collection costs. Based on data for 2013-2014, Dutch municipalities with post-separation have 6.2 kilogram more plastic than municipalities with only bring locations. Moreover, the effectiveness of post separation increases significantly over time to 8.4 kilograms in 2014. Also curbside collection of plastic waste can be effective, if it is combined with an unit-based pricing system, but in such a case the collection costs are higher. Therefore, there are indications that the cost effectiveness of recycling plastic waste increases, if post separation is chosen.

__Abstract__ The EU advocates a household waste recycling rate of more than 70%. Although the Netherlands already years ago invested in recycling policies heavily, this is still a large challenge as nowadays on average this rate is approximately 50% and nearly no municipalities have a rate above 70%. Given the experience, it is possible to learn from the Dutch experience which policies are effective in increasing the recycling rates. Based on a large panel data set for the Netherlands , we show that unit-based pricing, avoiding a duo-bin or unsorted and compostable waste, and moving back the frequency of collecting unsorted and compostable waste at the curbside are effective in raising the recycling rate. However, only unit-based pricing has a substantial effect. In nearly all cases changing the frequency of collection of recyclables had no or very small effects. We find some evidence for the effectiveness of adding bring locations to curbside collection. Based on an estimation of the cost function most policies have no effect on costs, except for unit-based pricing (saving on cost) and increases in the frequency of unsorted waste collection (cost increasing). Overall, it seems nearly impossible to reach the EU-goal of 70% with the policies applied.

Sunday shop opening is deregulated to the municipal level in the Netherlands. Despite positive effects on economic growth and employment, many municipalities restrict Sunday shop opening. Based on 2003 data we show that diverse local characteristics, like the size of municipalities and religious and political affiliation, play a major role in decisions about Sunday shop opening. The evidence is consistent with the hypothesis that municipal control over Sunday shopping hours results in a considerable variation in policies. As this variation is related to significant differences between municipalities, reasons exist to decentralize the decision on Sunday shopping opening.

Dutch municipalities have the right to decide on Sunday shop opening hours. Despite positive effects on economic growth and employment, many municipalities restrict Sunday trading in one way or another. Based on 2003 data we show that especially religious and political affiliation, regional differences and the size of the municipalities explain the variation between between municipalities. The number and size of shops and household characteristics are significant although their influence seems to be smaller. There is less evidence that excessive competition with neighbouring municipalities induces shop opening on Sundays, although cross-border shopping seems to play a role. Population density has no effect.

General empirical evidence suggests that contracting out refuse collection results in a cost decrease in the order of 20%. However, although the method of contracting out refuse collection has become more popular, it is still less common than in-house provision. This paper investigates the reasons behind this phenomenon. Recently, L?pez-de-Silanes et al. (1997) tried to explain the reservedness of local authorities towards contracting out with US-data and show that political patronage is an important explanation. In this article we give such an empirical assessment using Dutch data. We base our empirical research on the combination of the theories around efficiency, interest group influence and ideology. To test these theories we model the choice between private and public provision of refuse collection on the one hand side and the choice between in-house and out-house provision on the other side. Data are available for nearly all Dutch municipalities. A most striking conclusion is that nearly all political parties in the Netherlands do have a preference for public and in-house provision of refuse collection. We find only modest evidence for the hypothesis that a high level of real estate tax (proxy for the soundness of municipal financial affairs, the efficiency argument) or a low level

__Abstract__ Growing concern for climate change and rising scarcity of fossil fuels prompted governments to stimulate the development of renewables. This paper empirically tests whether feed-in tariff (FIT) policies have been effective in the development of photovoltaic solar (PV), explicitly taking into account structure and consistency of FITs. Panel data estimations are employed for 30 OECD member countries over the period 1990-2011. We find a positive effect of the presence of a FIT and the development of a country's share of PV in the electricity-mix. This effect increases if policies are consistent. Tariff height is the most important characteristic of a FIT, but other characteristics such as cost level, duration of contract and restrictions on capacity levels can also not be neglected if the goal is to increase effectiveness of FITs.
