Noch immer werden in der Forschung die Grenzen und Moglichkeiten des Statebuilding zu selten in der sozialen Praxis der Intervention verortet. Im Rahmen einer ?Soziologie der Intervention" stellt Werner Distler in seiner Studie deshalb die ausfuhrenden Akteure der Intervention in den Mittelpunkt, konkret deutsche Polizistinnen und Polizisten als Teil der UN-Polizeimission im Kosovo. Als Beitrag zur Debatte uber die Grenzen und Moglichkeiten von Interventionen werden die subjektiven Interaktionserfahrungen und Reflexionen anhand dreier Dimensionen, der Konstitution des Selbst, der Anderen und der sozialen Umwelt, ausfuhrlich dargestellt und ausgewertet. Die Analyse der Arbeit zeigt, dass es im Alltag der Intervention nicht moglich ist, Denken und Handeln der Akteure von den sozialen Strukturen der Intervention zu trennen. Diese konnen politisch nur bedingt vorgegeben oder verandert werden.
Das Bild des neuen demokratischen Südafrika hat sich inzwischen etabliert. De facto zeigt das "Konsolidierungsprojekt Südafrika" jedoch eindeutige Schwachstellen und Rückschläge auf.Wie geht die "Regenbogen-Republik" am Kap fünfzehn Jahre nach dem Ende der Apartheid und im Angesicht der Fußball-Weltmeisterschaft 2010 mit den Herausforderungen eines sich verändernden Parteiensystems, der Alltagsgewalt in der Gesellschaft, der Debatte um die innere Sicherheit, der HIV/Aids-Problematik oder ihrer Rolle in den internationalen Beziehungen um? Und sind dies nicht Kriterien, die den Stand der Konsolidierung des Landes bemessen?Neben den Erfolgen des Konsolidierungsprojekts der letzten fünfzehn Jahre widmet sich der Band besonders diesen Bruchstellen, die entscheidend für die Zukunft Südafrikas sein werden. In den drei Dimensionen Institutionen und Politisches System, Gesellschaft und wirtschaftliche Entwicklung sowie Regionale und Internationale Beziehungen diskutieren die Autoren anhand von beispielhaften Themen und Feldern den Konsolidierungsstatus Südafrikas, zeichnen ein komplexes Bild des momentanen Zustandes der südafrikanischen Demokratie und Gesellschaft und zeigen die Auswirkungen auf Konsolidierungs- und Dekonsolidierungsverläufe auf. The consequences of threat constructions and security-dominated politics in many Asian states and regions have been all too apparent recently. Whether the escalating language between China and the US over the outbreak of the coronavirus (COVID-19) pandemic, the violence against opposition movements in Hong Kong, the fate of minorities in Myanmar or the ongoing violence in Afghanistan – the invocation of "security" and the often violent practices of security agents constitute a powerful "key mode of governing". Security drives international and domestic politics and, at the same time, shapes livelihoods of citizens and the fate of individuals in often worrisome ways. In offering various empirical studies guided by the pragmatic frameworks of securitisation and Critical Security Studies, this Special Issue aims at deconstructing security as a governing mode in the Asian context, with articles ranging from the local and national levels to international relations.

AbstractAmidst the arrival of the Coronavirus (SARS-CoV-2) in Kosovo, the new coalition government of Vetevendosje and the Democratic League of Kosovo (LDK) under the leadership of Prime Minister Kurti (Vetevendosje) collapsed after a vote of no confidence on 25 March 2020. On the surface, the vote, initiated by LDK, was the consequence of a conflict over the appropriate Corona strategy. A two-month power struggle under the extraordinary circumstances of Corona-related restriction followed, resulting in a new LDK-led government in early June. The political crisis in Kosovo in the early-phase of Corona has to be analyzed against the background of a political crisis with legacies in the post-conflict period, the polarization between Vetevendosje and other parties, and the strong influence of external actors in Kosovo. In this forum article, I ask how the discourse on the "state of emergency" and the pandemic has influenced power struggles in Kosovo and how the conflicts have challenged the democratic competition and institutions. My main argument is that the pandemic indeed did not lead to any form of cooperation, but the political competitors used the pandemic for an intensification of their power struggle, which—for now—led to the restoration of a government of established elites, supported by diplomatic interventions from external actors.
