Utilizing a price transmission approach, we focus on price relationships between the countries of the Commonwealth of Independent States (CIS) and how price changes on the world agricultural market are transmitted to the domestic CIS markets. In this study, we establish a unique price data set on five different agricultural products (i.e. wheat, pork, beef, poultry and whole milk powder) observed in eight different CIS countries. The results of the price transmission analysis indicate that regional integration within the CIS is strongest for pork and beef, followed by poultry and whole milk powder. The integration of CIS markets in world agricultural markets is strongest for wheat and beef, whereas it is relatively low for pork and poultry. Furthermore, beef markets in the CIS countries are the strongest integrated within the region, with the EU and the world market. Overall, our results indicate that domestic market support and trade policies, physical trade flows between countries, infrastructure, and bilateral or multilateral trade agreements play a key role in market integration of the CIS countries. These determinants should be particularly considered when designing recommendations for improving agri-food supply chain competitiveness in the CIS countries.

The aim of this study is to analyze the impact of governmental market interventions in Serbia, among them a wheat export ban, on the country's integration into the international wheat market and the domestic wheat-to-bread supply chain during the global commodity price peaks in 2007/08 and 2010/11. By applying two regime-dependent price transmission models (i.e. Markov-switching models), we help to clarify the impact of the governmental market interventions on two different price transmission contexts: the horizontal one, where we analyze the price transmission and market integration between the Serbian and the world wheat markets; and the vertical one, where we analyze the price transmission mechanisms within the Serbian wheat-to-bread supply chain. Furthermore, we conducted simulations of flour and bread production costs and the bakers' and retailers' profits in order to identify who benefited from and who lost due to the extensive governmental interventions. Durch die Anwendung zweier regime-dependenter Preistransmissionsmodelle (z.B. Markov- Modelle), helfen wir, die Auswirkungen der Marktinterventionen auf zwei verschiedene Preistransmissionskontexte zu verstehen: Den horizontalen, wo wir die Preistransmission und die Marktintegration zwischen dem serbischen und den globalen Weizenmärkten untersuchen, und die vertikale Preistransmission, wo wir die Preistransmissionsmechanismen innerhalb der serbischen Weizen-Brot- Wertschöpfungskette analysieren. Selon l'auteur, les axiomes, sans lesquels une solution à la crise yougoslave n'a aucun sens, sont les suivants : l'espace yougoslave, la reconnaissance des anciennes frontières entre les Républiques ex-yougoslaves, la recherche d'une solution globale (Croatie, Bosnie-Herzégovine, Serbie) qui réside à Belgrade. Il faut prendre aussi en compte le fait que nul n'est innocent dans ce conflit. Avant l'application d'une proposition de solution, les combats en Bosnie-Herzégovine doivent cesser. Sur le plan militaire, le rôle des Etats-Unis est décisif, sur le plan politique, celui de la CE devra être très important, sans oublier le poids de la Russie. Il est essentiel de libérer Sarajevo, Tuzla et Mostar, trois villes-symboles des succès et des échecs des belligérants. La solution repose principalement sur l'autonomie territoriale et personnelle pour les Serbes en Croatie, sur la refédéralisation de la République de Serbie. Quant à la Bosnie-Herzégovine, elle doit être soumise à la fédéralisation institutionnelle et non géographique (Parlement à deux chambres, droit de veto réservé à chacune des délégations nationales - musulmane, serbe et croate, etc.).

This paper further builds on the price transmission model framework of existing studies to identify domestic wheat price effects of wheat export controls. We explicitly take the fact into account that a harvest failure causes domestic price effects as well. Moreover, the analysis at the regional level provides further evidence of the functioning of export controls in a large country. Results suggest a pronounced regional heterogeneity in the strength of domestic price effects of the 2010/11 export ban in Russia. The wheat price dampening effects amount to up to 67 % and are strongest in the major wheat exporting region with direct access to the world market. This effect is transmitted to other regions by increased and reversed interregional trade flows. Contrasting, regional variation of export controls´ domestic price effects in Ukraine is rather small. ; Dieser Artikel entwickelt den Preistransmissionsansatz aus der Literatur weiter, um inländische Weizenpreiseffekte von Weizenexportkontrollen zu identifizieren. In unserem Ansatz findet speziell Berücksichtigung, dass auch Mißernten selbst Preiseffekte auslösen. Die Ergebnisse der Analyse auf regionaler Ebene weisen auf eine starke regionale Heterogenität bezüglich der Stärke der Preiseffekte während des Exportverbots 2010/11 in Russland hin. Der den Weizenpreis dämpfende Effekt ist in der Region mit direktem Zugang zum Weltmarkt am Stärksten und beläuft sich auf 67 %. Dieser Effekt wurde durch stark ansteigenden interregionalen Weizenhandel, zum Teil auch im Rahmen von Handelsumkehrung, in die übrigen Regionen übertragen. Im Unterschied zu Russland ist die Variation des inländischen Preiseffekts von Exportkontrollen in der Ukraine deutlich schwächer.

We investigate wheat price relationships between the import-dependent countries in Central Asia and the South Caucasus and the Black Sea wheat exporters to assess wheat market efficiency which is crucial for ensuring availability and access to wheat and for reducing food insecurity. Results of linear and threshold error correction models suggest strong influence of trade costs on market integration in Central Asia, while those costs are of minor importance in the South Caucasus. In particular, wheat trade in Central Asia is characterized not only by higher transportation costs but also unofficial payments play a large role. In addition, wheat price volatility is substantially higher in the wheat importing countries of Central Asia compared to the South Caucasus. To foster market functioning, wheat trade should be facilitated by policies reducing trade costs. This includes investments in grain market infrastructure, eliminating unofficial payments, but also resolving geopolitical conflicts. However, wheat trade in this region is characterized by large distances, low scope for import diversification and repeated export restrictions by Black Sea exporters. Therefore, trade enhancing policies should be complemented with policies increasing wheat self-sufficiency to enhance food security.

Der Krieg in der Ukraine hat die seit zwei Jahren bestehende angespannte Versorgungslage auf den internationalen Agrarrohstoffmärkten nochmals verstärkt. Die Preise für Agrarrohstoffe, wie Getreide und Pflanzenöle, übersteigen schon seit Herbst 2021 die Hochpreisniveaus der Nahrungskrisen vor gut einem Jahrzehnt und haben mit Einmarsch russischer Truppen in die Ukraine nochmals angezogen. Besonders betroffen sind die nachfrageboomenden Weizenimporteure in der MENA-Region und in Afrika südlich der Sahara. Russland und die Ukraine sind deren Hauptlieferanten. Lieferengpässe aus der Schwarzmeerregion, gepaart mit hohen Preisen, belasten die ohnehin kritische Ernährungssituation in diesen Regionen zusätzlich. Dennoch, nach gegenwärtigem Stand können die Weizenmärkte im laufenden Wirtschaftsjahr bedient werden. Zusätzliche Exporte aus anderen Regionen, darunter Indien, den USA, und Australien, werden die geringeren Liefermengen aus Russland und vor allem der Ukraine im Rest der laufenden Saison weitgehend ausgleichen. Die Entwicklungen für das nächste Wirtschaftsjahr und darüber hinaus sind hingegen schwer vorauszusehen. Neben der Entwicklung des Konfliktes und dessen Folgen hängen sie natürlich weiterhin von den gängigen agronomischen Fundamentalfaktoren in zentralen Angebots- und Nachfrageregionen ab. In solchen Knappheitssituationen zeigt sich, dass eine global agierende Nahrungswirtschaft und insbesondere wettbewerblich organisierte internationale Handelsstrukturen geeignet sind, Krisen und Risiken zu begegnen. Lieferausfälle aus bestimmten Regionen lassen sich durch Lieferungen anderer Regionen kompensieren. Entsprechend kann nur ein Mehr an internationaler Vernetzung gefordert werden. Vor Rufen nach planwirtschaftlichen Transformationen oder gar Autarkie muss eindringlich gewarnt werden. Alles dies würde zu Lasten hungernder Menschen im globalen Süden gehen.
