Ethnische Russen bzw. russischsprachige Bürger migrieren in großer Zahl aus den ehemaligen Sowjetrepubliken nach Rußland. Die russische Regierung ist auf einen solchen Bevölkerungsansturm jedoch nicht vorbereitet. Der 1992 geschaffene Föderale Migrationsdienst kann seine Funktion, die Migranten in ausreichendem Maße finanziell und sozial zu unterstützen, nicht effektiv erfüllen. In Rußland hat vor diesem Hintergrund eine Grundsatzdiskussion über die Migrationspolitik begonnen. (BIOst-Mrk)
