Over the past quarter-century, Congress: The Electoral Connection by David Mayhew (New Haven, CT: Yale U Press, 1974) has provided both a framework for scholarly understanding of Congress & a foundation for subsequent theoretical interpretations & empirical studies. However, the book has shortcomings due to its limited ability to account for institutional change. It fails to explain why members of Congress, single-mindedly seeking re-election, would serve on committees that undermine their chances of re-election. It also does not give enough attention to the critical role of political parties in Congressional work. 7 References. A. Funderburg
