This paper is concerned with a recently formed regional organisation called the Group of Temperate Southern Hemispheric Countries on Environment (the Valdivia Group) and its attempts to devise common environmental strategies on a range of issues such as biodiversity, climate change and ozone depletion. Using the examples of climate change and the illegal, unregulated and unreported fishing of the Patagonian Toothfish, the paper concludes that southern oceanic regionalism remains fraught with contradiction and difficulty. Existing analyses of South African foreign policy have neglected the geopolitical and legal dimensions of the Antarctic and South Atlantic. Emphasis will be placed on three aspects - South Africa and the Antarctic Treaty System (ATS); the ongoing debates about a South Atlantic security pact in the 1960s and 1970s and the international condemnation of South Africa by the Developing World in the 1980s. The article concludes with an examination of future prospects for the only African country involved in the polar continent. (SAJIA/DÜI)

THIS PAPER ATTEMPTS TO EXPLORE SOME NEGLECTED ELEMENTS IN EXISTING ACCOUNTS OF THE FIELD IN SOUTH AMERICAN GEOPOLITICS. THESE NEGLECTED ELEMENTS ARE EXPLORED IN TERMS OF LINKING THIS GEOPOLITICAL FIELD TO A CRITICAL DISCUSSION OF CARTOGRAPHY, GEOGRAPHY AND THE DEVELOPMENT OF THE STATE OF SOUTH AMERICA. IN ADDITION, THE ROLE AND CONTRIBUTION OF 'CRITICAL GEOPOLITICS' IS DISCUSSED. THE PAPER CONCLUDES BY SUGGESTING THAT 'CRITICAL GEOPOLITICS' AS AN INTELLECTUAL PROJECT NEEDS TO BROADEN ITS EXISTING ANGLOCENTRIC BASE.
