This book explores why the Organization for Security and Cooperation in Europe (OSCE) remains a largely unknown entity as far as the general public are concerned, despite its significant day-to-day activity not only on the diplomatic front, but also via its 16 field operations. This article examines the evolution of the European Union (EU)–Latin America environmental relationship and the EU contributions to environmental governance in Latin America over the past two decades. It argues that environmental governance in Latin America is the result of the combination of three elements: (a) progress, albeit problematic, of international environmental frameworks;(b) domestic transformations in Latin American states demanding better environmental standards; and (c) international cooperation. From this perspective, EU contributions to Latin American environmental governance have increased since the early 2000s, but varied in specific cases. In spite of some bilateral differences (EU–Ecuador or EU–Venezuela), EU environmental programs to Latin America have modestly increased in areas such as climate change, renewable energy, and water since the 2000s and hence EU environmental policies in Latin America are significant to the extent that the environmental variable has relatively gained more relevance in the bi-regional relationship. Este artículo analiza la evolución de la relación medioambiental de la Unión Europea (UE) y América Latina y las contribuciones de la UE a la gobernanza ambiental en América Latina en las últimas dos décadas. Argumenta que la gobernanza ambiental en América Latina es el resultado de la combinación de tres elementos: (a) el progreso, aunque problemático, de los marcos internacionales sobre medio ambiente; (b) transformaciones internas en los estados latinoamericanos para exigir mejores normas ambientales; y (c) la cooperación internacional. Desde esta perspectiva, las contribuciones de la UE a la gobernanza ambiental de América Latina han aumentado desde la década de 2000, pero variado en casos específicos. Cet article analyse l'évolution des incidences de l'Union européenne (UE) en matière d'environnement et des contributions de l'Amérique Latine et de l'UE à la gouvernance environnementale en Amérique Latine au cours des deux dernières décennies. La gouvernance environnementale en Amérique Latine est le résultat d'une combinaison de trois éléments: a) les progrès, bien que problématiques, des schémas internationaux en matière d'environnement, b) les transformations internes dans les États d'Amérique Latine revendiquant de meilleures normes environnementales, et c) la coopération internationale. Dans cette perspective, les contributions de l'UE à la gouvernance environnementale en Amérique Latine ont augmenté depuis les années 2000, mais ont varié dans des cas spécifiques. Malgré quelques différences bilatérales (entre l'UE-Equateur ou l'UEVenezuela), les programmes environnementaux de l'UE en Amérique latine ont augmenté modestement dans des domaines tels que le changement climatique, les énergies renouvelables et l'eau depuis les années 2000 et donc les politiques environnementales de l'UE en Amérique latine sont importantes dans la mesure où la variable environnementale a relativement gagné davantage de pertinence dans la relation bi-régionale.

The goal of this article is to explain six decades of EU external relations by adopting the modes of governance approach in order to a) detect the dynamic relationships among different actors involved in this policy domain; and b) explain the historical and changing institutional arrangements to address international crises, build institutions and embrace norms. Based on these premises, this article argues that member states and EU institutions interact in different ways to respond to the increasing demands for integration, producing at least three modes of governance based on Tömmel's theoretical premises (this issue). After explaining the theoretical underpinnings and historical development of the cohabitation of three modes of governance in the EU system of external relations, the article concludes that the dominant patterns of policymaking vary from the empowerment of EU institutions (trade) to cautious approaches based on horizontal coordination (security) and to a mix of hierarchical and non-hierarchical instruments of cooperation (political-diplomatic).

"The chapter examines the impact of the EU on Latin American policies. According to the author, this has received less attention as most research has highlighted interregional relations or the relationship between the EU and individual Latin American countries. By examining the contributions and impact of the EU to the improvement of democracy in Latin America this chapter applies an analytical framework of norm-diffusion in Latin American countries. The settings for diffusion of norms, the strength of positive and negative conditionality and the conditions of the norm-takers to embrace the orientation of EU values play a significant role here. Depending on the sub-region or Latin American country, the norm-diffusion policies of the EU have a divergent impact. This will be illustrated in three contrasting cases of Mexico, Venezuela and Honduras." (author's abstract)

"This book analyzes seven Latin American thinkers who have contributed to building bridges for reconciliation and peace: Carlos Saavedra Lamas, Adolfo Pérez Esquivel, Alfonso García Robles, Óscar Arias Sánchez, Rigoberta Menchú Tum, Juan Manuel Santos, and Javier Pérez de Cuéllar. Working within an eclectic conceptual approach to systematize the circulation of ideas embraced by each one of the thinkers, the various contributions delve into the current literature of leadership and intellectuals in Politics and Global International Relations (GIR). Overall, the central premises of the analysis are based on three fundamentals of mainstream constructivism: a) change across time and space in the lifetime of each thinker under analysis in this book; b) socialization through changing norms, rules, and language; and c) processes of interaction in which actors make choices in selecting networks and strategies). Coming from different walks of life, the seven thinkers examined in this book have accessed the global public square and discussed ideas to reduce conflicts at different scales. In their respective historical times, they circulated their views and ideas beyond the confines of Latin America to influence global political thought and produce change in favor of peace."--
