Este artículo sitúa las propuestas de reforma electoral surgidas del Ministerio de la Gobernación entre 1957 y 1973 en el marco de la disputa que mantuvieron la Secretaría General del Movimiento y Presidencia del Gobierno durante dicho periodo. Sobre la base de documentos inéditos del AGA y del Archivo del Ministerio del Interior el texto señala tres conclusiones. Entre finales de los cincuenta y principios de los setenta hubo varias propuestas para reformar el sistema electoral con el objetivo de modernizarlo y adaptarlo a las cambiantes necesidades del régimen. Todas ellas estuvieron atravesadas por los principales pilares sobre los que giraban las estrategias de cada uno de los dos grupos. Finalmente, ninguna de ellas salió adelante bien por el miedo de las autoridades a que cualquier mínima reforma abriese el camino a los partidos políticos, bien por no constituir un compromiso entre las posiciones de todos los grupos implicados.

This paper deals with the process through which Falange got involved in the organization of the elections to the representatives of the family heads at the councils, whose celebration was initially set by the Government by March 1946. The empirical basis of the work is based on records housed in the Archivo General de la Administración and coming from two institutional bodies of FET-JONS: the Vicesecretaría General de Ordenación Social and the provincial headquarters of the Movement. The information obtained from these primary sources is inserted in the framework of the adaptation of FET-JONS and the regime itself to the new international community that emerged from the defeat of the Axis powers in 1945. In addition, this information is used to describe in detail the mechanisms articulated by the Falange to intervene in all phases of the organization of the aforementioned elections. The paper concludes that, despite the difficulties it went through since mid-1945, Falange did not remain passive faced with the 1946 electoral call. On the contrary, it reacted immediately with the aim of not being negatively affected by those elections and, at the same time, taking advantage of them to consolidate its power. The Spanish Trade Union Organization was in charge of carrying out this intervention. The way it coped with such a task showed that, by the end of 1945, the Party enjoyed a powerful institutional apparatus perfectly rooted within the regime and with great coordination between national and peripheral bodies. ; Este artículo analiza el proceso a través del cual Falange articuló su participación en las elecciones a concejales de representación familiar cuya celebración fue inicialmente fijada por el Gobierno para marzo de 1946. Este artículo profundiza en nuestro conocimiento de FET y de las JONS y la União Nacional a través del análisis de su intervención en las elecciones a la Asamblea Nacional portuguesa y en las elecciones municipales de representación familiar en España entre 1945 y 1958. La base empírica del trabajo procede de las fuentes primarias custodiadas en el Archivo General de la Administración de Alcalá de Henares y el Arquivo Nacional Torre do Tombo de Lisboa. El artículo concluye que ambos partidos intervinieron en todas las etapas organizativas de dichas elecciones, aunque con fines distintos debido a su diferente origen.

La Organización Sindical Española fue la encargada de llevar a cabo dicha intervención. La forma en la que lo hizo puso de manifiesto que, a finales de 1945, el Partido gozaba de un poderoso aparato institucional perfectamente arraigado dentro del régimen y con una gran coordinación entre los organismos nacionales y los periféricos.
Abstract This article analyzes the post-1945 attempt of the Portuguese New State and Francoism to define themselves as «organic democracies» and places it within the framework of the struggle to conceptualize democracy that took place in postwar Europe. By combining political and comparative history and resorting to discourses delivered by the main political authorities of both dictatorships between 1945 and 1957, the article provides the first account of the major characteristics of such a discourse and its connections with the discourses on democracy that the main European political actors developed during the postwar. In doing so, it provides a new perspective to assess both dictatorships integration process into the post-1945 International Community. Moreover, it nuances the account of the process of conceptualization of democracy in postwar Europe. Finally, it challenges the interpretative framework according to which both regimes became isolated and completely disconnected from European history after the Axis defeat. ; El artículo analiza el intento del Estado Novo y el Franquismo por definirse como «democracias orgánicas» a partir de 1945 y lo sitúa en el marco de la lucha por conceptualizar el término «democracia» que tuvo lugar en la Europa de posguerra. Combinando la historia política y la historia comparada y utilizando los discursos realizados por los principales representantes de ambas dictaduras entre 1945 y 1957, el artículo proporciona el primer análisis de las principales características de tal discurso y sus conexiones con el desarrollado durante esos mismos años por los principales actores de la política europea. De este modo, el artículo aporta una nueva perspectiva para evaluar los procesos de integración de ambas dictaduras en la Comunidad Internacional posterior a 1945. Además, matiza el relato del proceso de conceptualización de la democracia en la Europa de posguerra. Este artículo pretende plantear una nueva perspectiva historiográfica desde la que aproximarse al estudio del franquismo utilizando el análisis de las elecciones a concejales de representación familiar y a procuradores en Cortes en representación de las familias. Para ello, se combinan tanto la metodología histórica como la procedente de las ciencias sociales, aunque priorizando la primera de ellas, estableciéndose los criterios a seguir para definir adecuadamente el sujeto de investigación y para profundizar en él posteriormente. Por lo tanto, el artículo define un campo de investigación hasta ahora escasamente transitado en el estudio de la dictadura franquista conectando investigaciones y bibliografía procedentes tanto de la historiografía como de la ciencia política.
Este artículo pretende plantear una nueva perspectiva historiográfica desde la que aproximarse al estudio del franquismo utilizando el análisis de las elecciones a concejales de representación familiar y a procuradores en Cortes en representación de las familias. Para ello, se combinan tanto la metodología histórica como la procedente de las ciencias sociales, aunque priorizando la primera de ellas, estableciéndose los criterios a seguir para definir adecuadamente el sujeto de investigación y para profundizar en él posteriormente. Por lo tanto, el artículo define un campo de investigación hasta ahora escasamente transitado en el estudio de la dictadura franquista conectando investigaciones y bibliografía procedentes tanto de la historiografía como de la ciencia política. ; This article proposes a new perspective to approach the study of the Francoism by using the analysis of the elections to select both the councillors who represented the heads of families at the city councils and the members of the Spanish Cortes who represented the families. To do this, the paper combines both historical methodology and social science one, although prioritizing the first of them, establishing the criteria to be followed to properly define the subject of research and to deepen it. Therefore, the article defines a field of research hitherto little researched by Francoist dictatorship literature and brings together both research and bibliography coming from the historiography as well as the political science.
Aquest article aborda el tema de les eleccions celebrades en contextos dictatorials, un assumpte al que els historiadors no han dedicat especial atenció i en el qual els principals treballs procedeixen del camp de la ciència política o són deutors del marc teòric i metodològic establert per aquesta. Partint d'aquest background teòric, reconeixent les seves falles i encerts, el següent treball pretén esbossar les primeres línies d'un marc conceptual que permeti estudiar els processos electorals celebrats en les dictadures europees posteriors a la II Guerra Mundial des d'una perspectiva històrica i transnacional. Per a això, es proposa el concepte d'eleccions institucionalizadoras fixant tant el seu marc històric-temporal com les seves principals característiques formals. Finalment, a fi de dotar aquest concepte d'historicitat, el text analitza quines van ser les funcions que van complir aquests comicis en l'Europa de la Guerra Freda, així com el seu impacte sobre els règims polítics que les van engegar. ; This article is about elections in dictatorial contexts, an issue that historians have not played special attention and where the main works are from the field of political science or have borrowed their theoretical and methodological framework from it. Keeping in mind this theoretical background, recognizing their failures and successes, the following work aims to sketch the first lines of a conceptual framework that allows us to analyze the electoral processes in elections in post WWII European dictatorships from a historical and transnational perspective. For this, I suggest the concept of institutionalizing elections and set both its historical time frame as its main formal characteristics. Finally, in order to provide the concept of historicity, the text analyzes the functions which these elections fulfilled in Europe along the Cold War as well as their impact on political regimes that hold them. ; Este artículo aborda el tema de las elecciones celebradas en contextos dictatoriales, un asunto al que los historiadores no han dedicado especial atención y en el que los principales trabajos proceden del campo de la ciencia política o son deudores del marco teórico y metodológico establecido por ésta. Partiendo de ese background teórico, reconociendo sus fallos y aciertos, el siguiente trabajo pretende esbozar las primeras líneas de un marco conceptual que permita estudiar los procesos electorales celebrados en las dictaduras europeas posteriores a la II Guerra Mundial desde una perspectiva histórica y transnacional. Para ello, se propone el concepto de elecciones institucionalizadoras fijando tanto su marco histórico-temporal como sus principales características formales. Finalmente, a fin de dotar dicho concepto de historicidad, el texto analiza cuales fueron las funciones que cumplieron estos comicios en la Europa de la Guerra Fría, así como su impacto sobre los regímenes políticos que las pusieron en marcha.
