In any society there is a system of social relations. This is done through the formation and constant use of certain methods of communicative influence. For example, when entering into legal relations, people are guided by legal consciousness and the rules of law that prevail in this society, and entering into moral relations, individuals are guided by moral norms: ideas of good and evil, honor, conscience, decency and duty. Management of the interaction of social groups, human communities in the process of their activities, is achieved through social regulation, where the tool is public relations. In general, the system of public relations can be represented as a process of social communication. He is a necessary link in the implementation of social interaction and the primary subject of influence in the management of public relations. The relationship between man and property, man and the political system, man and the labor market, man and the social sphere, man and the education system, man and culture, and political and economic competition are all ensured by the regulatory functions of public relations. Through them the need of parts of a social organism in each other is realized. The issue of barrier-freeness in the system of power relations is becoming especially relevant, as the perception of an inclusive world, its needs and opportunities for involvement in social processes is currently a painful social problem. It is important to note that in the conditions of modern social and economic instability, resistance to external influences becomes the most important guarantee for the political system to preserve its legitimacy. Thus, it can be concluded that the social behavior of political actors, designed to achieve mutual understanding between people - the only legal way to resolve social, national and cultural conflicts in the modern world.

The article proves that the essence of power in the conditions of modern globalization processes can be traced in completely different forms and sets different goals and objectives than in previous times. Firstly, power has become more effective, knowledge is actively developing, which is the main means of power, which contributes on the one hand, the democratization of various forms of government and methods of organization, and on the other, the establishment of continuous forms of subordination. Making certain decisions, guided by the special knowledge of a person of his own free will, on the basis of his decisions becomes a «one-dimensional», programmed individual. Behavior that in some way does not meet the rational norms is defined as a certain deviation from the norm. The processes of humanization and democratization of power become the basis for the enslavement of people, allowing not just to govern, but to «produce obedient bodies». Secondly, the traditional tasks and functions of power, which are to establish control, the order based on certain norms, are replaced by a complete renunciation of control, power is removed (separated from the effects of physical and social order) from the need to solve important social problems, freedom and choice in finding survival strategies. Individualism and freedom of choice are invariably associated with risk, which becomes the leading function of management. Thirdly, the processes of depersonalization of both objects and subjects of power are intensifying, which ultimately lead to a lack of responsibility for the chosen and implemented management strategies. In a stable society, under the condition of responsible government, one of the important issues is the issue of sustainable procurement. Because the requirements for the safety of goods, the requirements for safe production, for the preservation of our ecosystem as a whole are now vital. Indeed, in this area of sustainable procurement, as the lowest price is no longer the main indicator, first of all, responsibility and professional attitude to their work play a key role.
Іn the article deals, that the creation of an inclusive environment is an important priority of modern public policy, which considers the issues of accessibility, protection of the rights of people with disabilities and equal opportunities in accordance with the Sustainable Development Goals until 2030. It has been proved that for the implementation of organizational measures for physical disability, it is necessary to ensure the implementation of the concept of universal design and reasonable adaptation, transport accessibility, and the implementation of new building codes. Local authorities should adopt special programs and create an inclusive environment for everyone, including children, women, the elderly, representatives of other groups, realizing their rights to individual adaptation, assistive devices, and a comfortable public space. It is noted that an important area that covers a significant range of organizational issues is economic inclusion. Economic inclusion means providing conditions and opportunities for employment, obtaining financing for entrepreneurship, developing social entrepreneurship, and vocational rehabilitation for all groups of citizens. It has been established that in a pandemic, more attention should be paid to organizing vocational rehabilitation for persons who have lost contact with the labor market or persons who need additional protection in the labor market. The importance of information inclusion and the development of appropriate state standards of social services for the translation of sign speech, accompanying persons with visual impairments, accompanying people with disabilities in employment and social and labor adaptation has been substantiated.The conditions for the development of rehabilitation services in accordance with the requirements of the Convention on the Rights of Persons with Disabilities are considered. It is proved that the main directions of development of the system of rehabilitation services in Ukraine require an integrated approach in connection with the medical reform in the country. To implement organizational measures, public authorities need to constantly monitor compliance with the standards of accessibility. It is necessary to reform the legislation on the employment of people with disabilities and strengthen the work of state bodies in the field of employment.

The article emphasizes that the exchange of information is an important part of public administration. It is noted that most scientific publications on this issue are devoted to the introduction of e-government. It is shown that for stable and effective community development it is necessary to establish a bilateral exchange of information. The main complexity of this process is that society is a complex dynamic system in which you can select individual groups. Examples are groups: youth, people of retirement age, IDPs. The latter group is divided into subgroups. This is an additional proof of the complexity of the system in which information exchange takes place. The different orientation of the interests of individual groups allows us to formulate the first task of information flow management. This is an analysis of the environment in which information is exchanged. It is determined that one of the main conditions for the effectiveness of information exchange is its accessibility. It is shown that this concept applies not only to people with reduced mobility. The next task of management is to monitor the problems that concern certain groups. On the basis of such monitoring, it is possible to establish concrete purposes, to define methods of their achievement. It has been shown that the structure of social protection services should be reviewed in order to obtain information from groups requiring support. It is necessary to organize a department that should collect information about the needs of this group and disseminate information about the opportunities provided by the government. The principles of information support that allow to improve information exchange are highlighted. These include: reliability of information; topicality; content; focus on certain social groups; the ability to convey information to target groups; the degree of discussion of information in making management decisions; continuity of information provision taking into account changes in the internal and external environment; information presentation culture.
The article analyzes the legislative and organizational shortcomings of the public procurement system. Sustainability of modern states, societies and humanity in general is an urgent problem in the context of preserving humanity as a species. Because the complex economic, political and social problems need to be addressed are essentially challenges for modern civilization. Accordingly, an adequate response to the challenges is the key to harmony and peace on the planet. In this context, the problem of managing the public procurement process becomes relevant, as the social benefits of properly organized and conducted procurement often exceed even the economic benefits. The integrity of the procurement process management methodology provides, accordingly, a holistic vision of this process and allows to fully address the gaps in the system. At the same time, in the modern world, each system is a priori open and must respond flexibly to the needs of society. In the current system, too much attention is paid to compliance with established rules, rather than the introduction of tools aimed at improving efficiency and competitiveness. The Ministry of Finance can gradually change the direction of procurement in order to rationalize costs, for example, through the introduction of quality assessment criteria that allow to choose suppliers not only by price. As a follow-up to recent reforms, strategic management of the procurement cycle should be developed and more attention should be paid to the contract monitoring phase. The main components of the procurement cycle require improvements, in particular, planning, market research, development of technical specifications and access of foreign suppliers to the public procurement web portal. Working in these areas will help reduce the frequency of procurement and increase competition in certain categories of procurement.
The article discusses the features of the introduction and use of modern information technologies in the management activities of state institutions. The role of the state in the regulation of information activities in the context of reforming the territorial organization of power has been clarified. The content and scope of the concept of "public management of information flows" has been determined, as well as the main tasks of ensuring information activities of public authorities. The classification of national interests in the information sphere according to their subjects has been carried out. The concept of information support in various scientific sources covering its purpose has been determined. Provided, the classification of management information according to certain categories. Tasks are proposed to overcome the negative influence of factors and ensure the effective work of state authorities of Ukraine in the field of information activities. Mechanisms for regulating the use of information potential in order to ensure the effective functioning of information policy in the field of public administration are given.
The article substantiates the theoretical foundations of information support of the public administration system in terms of the introduction of innovations to ensure sustainable development of territories. The definition of "innovative potential of a separate territory" is given. The components of the innovation system are defined - innovation potential, innovation infrastructure, innovation process. The content of the innovative development of territorial communities is revealed by ensuring the implementation of strategic priorities for the development of the territory using the information potential of the region. The characteristic features of the development and competitiveness of a territorial community are given, which help to identify a territorial community with an innovative type of development. The article deals with the management of sustainable development of the region in the context of information society. The necessity of information support of public administration is proved with the help of data of continuous monitoring of parameters of sustainable development.
The article analyzes ways to increase the efficiency of public administration in the field of procurement. The legal and regulatory conditions that affect the ability of the private sector to interact with the public sector in order to make a profit are described. The analysis of these conditions focuses on two key aspects: the procurement process, starting from the stage of formation of demand for goods, work, services and ending with the implementation of the state contract, and the mechanism for reviewing complaints in the system. The following indicators of system efficiency were used as indicators for these processes: needs assessment, invitation to participate in procurement; submission of applications; consideration, evaluation of applications, conclusion of a contract; content and management of the contract; warranty obligations; payment obligations; complaints submitted to the bodies of first instance; complaints filed with the bodies of second instance. It should be noted that this list of basic data is not exhaustive, but most significantly affects the final effect of the implementation of norms and rules of procurement in the country. Based on the results of the analysis of the World Bank research, recommendations have been developed for improving the organizational and administrative methods of managing the system of goods, works and services procurement. It is proved that the assessment of the economic efficiency of placing an order can be carried out in comparison with: the maximum possible indicators within the procedure completed by the time of analysis; with generalized results of the initial level using the same procedures; with positions planned by the customer, taking into account one or more indicators. The opinion on the need to analyze all the processes taking place in the public procurement system: from procurement planning to monitoring the progress of the contract. In addition, it is emphasized that when assessing the effectiveness of procurement, it is necessary to take into account not only the economic efficiency and effectiveness of the procedure, but also social efficiency, as one of the objectives of procurement is to meet customer needs.
