Executive SummaryGovernment post-Brexit will face sustained and difficult challenges as the UK adjusts to its new situation. Yet these challenges risk being exacerbated by fundamental changes in UK political debate that are affecting the perceived legitimacy and effectiveness of the system and structures of government. These include erosion of the clear distinction entrenched for the last 150 years between political choices by elected representatives and impartial administration by the civil service; the disruption of traditional deliberative processes by digital and social media; and increased centralisation of decision-making in No. 10 Downing Street combined with inadequate scrutiny of that decision-making either by the Cabinet or by Parliament.The centralisation of executive power reduces its perceived legitimacy across the UK, with devolved government in Scotland and Wales seen as contingent on the Westminster Parliament and Northern Ireland under control by central government. Fiscally, the UK has become the most centralised democratic country in the world. As government faces up to the challenge of unwinding membership of the legal and regulatory framework developed during 45 years of EU membership, it is vital that the UK's political structures restore their legitimacy and efficiency.Necessary reforms start with greater transparency about how government really works today. A PM's Department should be created, separate from the Cabinet Office; senior appointments including the Chief of Staff and 'Advisors', as well as instructions from No. 10 to departments, should be subject to effective Parliamentary scrutiny. Legally entrenched structures are required to confirm that devolved powers cannot simply be overridden by the Westminster Parliament. Greater fiscal autonomy should be guaranteed to local government.Finally, politicians should choose either to recommit explicitly to the original system whereby the civil service remains separate from politics and take steps to make it effective; or acknowledge the drift towards greater political control of the civil service and introduce safeguards to minimise political abuse, for example by taking steps to increase scrutiny of appointments and expenditure.

Watch the VIDEO.The University of Edinburgh is a large, research-intensive, civic university at the heart of Scotland's capital. As a member of the League of European Research Universities (LERU), the Universitas 21 consortium and the Russell Group, we value and cultivate partnerships and collaborations as second nature, and seek to be recognised among the world's top universities. These are interesting times for us, not least from Open (and data-driven) Science perspectives. In May 2018 the LERU Rectors Assembly assembled in Edinburgh, where they collectively endorsed LERU's Roadmap for Open Science; a movement which requires considerable alterations to traditional researcher behaviours, and increasingly balancing intellectual investment and ownership of research with "the common good." More recently, in August the UK Prime Minister and the Scottish First Minister met at the University to launch the Edinburgh and South East Scotland City Region Deal, a £1.3bn investment package designed to increase the contribution of research, data analytics expertise and graduate skills to the region's economy, ultimately aiming to make Edinburgh "the data capital of Europe." The timing of these developments provides a challenge, however, as Edinburgh, Scotland and the rest of the UK prepare to leave the European Union in the Spring of 2019. In an ideal world Science and Scholarship would be independent of political shifts, focused as they are on ideals of universal truth, but the means via which research is funded, performed and disseminated are necessarily grounded in political reality. Edinburgh's default responses to the changes and challenges we face are to influence them positively – or mitigate them proactively – wherever we can, and to prepare ourselves for their impact where we cannot do otherwise. The University's newly integrated Research Data Support (RDS) team is a cornerstone of our institutional Digital Research Services. We aim to provide holistic, responsive, tailored and researcher-focused support to the University community, helping collectively meet contemporary expectations in scholarly communications, including Open Science requirements to make data (and code) available alongside publications to enable their conclusions to be reproduced. The RDS has published a Roadmap for ongoing development, and alongside other infrastructural and support units such as the Scholarly Communications and Research Information Systems functions – and together with the externally focused infrastructure, advocacy and skills development centres that Edinburgh hosts, such as the Digital Curation Centre and the Software Sustainability Institute – we are a key component of the University's broader Open Science strategy. In this presentation we will describe and discuss Edinburgh's Open Science environment and approaches, within the broader landscape of changing expectations, political risks and scientific and societal opportunities. We will discuss the benefits and challenges of Open approaches within and beyond the Sciences, and the challenges involved in turning the European Commission's "as open as possible, as closed as necessary" dictum into reality, including outreach and skills development activities. Finally we will look at the University's current RDS Roadmap, and consider how this might develop and adapt in the exciting (and potentially turbulent) years ahead.

"a set of ideas or a plan of what to do in particular situations that has been agreed to officially by a group of people, or an organisation" The Digital Curation Centre (DCC) maintains a watching brief on funders' research data management (RDM) policies. Since 2016 we have collaborated with SPARC Europe to extend our policy coverage to make it more comprehensive at a European level, and to broaden it to examine Open Research practice more generally. In March and May of 2017 we released two reports in quick succession: a crowdsourced Snapshot of Open Data and Open Science Policies, followed by an Analysis of European Open Data and Open Science Policies, which analysed the types of national policy in place in Europe, their processes of creation, and looked in detail at specifics such as type of policy, sponsoring body, coverage of sanctions and rewards, etc. We concentrated on the twenty-eight current EU member states, and also considered non-EU countries from the European Research Area (ERA), specifically Iceland, Norway and Switzerland. In order to gather our information we sought the assistance of contacts gained from involvement in European projects such as OpenAIRE and FOSTER to identify the status of national approaches to research data, and the processes by which these strategies were developed. This poster/ presentation will give an overview of the process and findings of this work.

To combat malaria transmission, the Ugandan government has embarked upon an ambitious programme of indoor residual spraying (IRS) with a carbamate class insecticide, bendiocarb. In preparation for this campaign, we characterized bendiocarb resistance and associated transcriptional variation among Anopheles gambiae s.s. mosquitoes from two sites in Uganda. Gene expression in two mosquito populations displaying some resistance to bendiocarb (95% and 79% An. gambiae s.l. WHO tube bioassay mortality in Nagongera and Kihihi, respectively) was investigated using whole-genome microarrays. Significant overexpression of several genes encoding salivary gland proteins, including D7r2 and D7r4, was detected in mosquitoes from Nagongera. In Kihihi, D7r4, two detoxification-associated genes (Cyp6m2 and Gstd3) and an epithelial serine protease were among the genes most highly overexpressed in resistant mosquitoes. Following the first round of IRS in Nagongera, bendiocarb-resistant mosquitoes were collected, and real-time quantitative PCR analyses detected significant overexpression of D7r2 and D7r4 in resistant mosquitoes. A single nucleotide polymorphism located in a non-coding transcript downstream of the D7 genes was found at a significantly higher frequency in resistant individuals. In silico modelling of the interaction between D7r4 and bendiocarb demonstrated similarity between the insecticide and serotonin, a known ligand of D7 proteins. A meta-analysis of published microarray studies revealed a recurring association between D7 expression and insecticide resistance across Anopheles species and locations. A whole-genome microarray approach identified an association between novel insecticide resistance candidates and bendiocarb resistance in Uganda. In addition, a single nucleotide polymorphism associated with this resistance mechanism was discovered. The use of such impartial screening methods allows for discovery of resistance candidates that have no previously-ascribed function in insecticide binding or detoxification. Characterizing these novel candidates will broaden our understanding of resistance mechanisms and yield new strategies for combatting widespread insecticide resistance among malaria vectors.

Investing in research towards solutions for Societal Challenges is a key priority of the EU Innovation Union[1], and the EC has placed focus on "Open Innovation, Open Science and Open to the World"[2] as a strategy to make the EU leader in Research & Innovation. Open Science is about removing all barriers to full sphere basic research knowledge and outputs (research data, research code, publications, policy briefs), and thus feeding Open Innovation and the knowledge-based economy. The concept is central to EU's Responsible Research and Innovation philosophy[3], and removing barriers to basic research measurably contributes to the EU's Blue/Green Growth Agenda[4]. Despite the potential of the internet age to deliver on that promise, only 50% of today's basic research is freely available[5]. The workshop will demonstrate how and why Open Science can be a key tool for research managers formulating and managing grant proposals. Learning Outcomes follow FP7 FOSTER Open Science Learning Objectives (http://dx.doi.org/10.5281/zenodo.15603) : - Understand EC's Open Science Agenda priorities; - Gain insight into what is, and will be, mandated on access to research, and data management; - Be capable to integrate Open Science in the research concept, and its impact; - Understand Open Science's impact on EC Evaluation process based on examples from 2014-2015. The topics is presented as a tool to alleviate daily problems with formulating competitive grant proposals, in a way that optimised knowledge transfer and dissemination strategies, as well as the societal impact of research projects. The workshop can bring total beginners up to speed with the EC position on Open Innovation, and can upgrade existing knowledge on the topic of Open Science synergies and conflicts with IPR and Data Protection. Background: Mutations in the voltage-gated sodium channel at codon 1014 confer knock-down resistance (kdr) to pyrethroids in a wide range of insects. Anopheles gambiae exhibits two mutant alleles at codon 1014, serine and phenylalanine; and both are now widespread across Africa. Existing screening methods only allow for one resistant allele to be detected per assay. A new locked nucleic acid (LNA) qPCR assay was developed for the simultaneous detection of both mutant alleles and the wild type allele in a single assay. This tri-allelic detection assay was assessed as part of a study of the insecticide resistance in An. gambiae sensu stricto (s.s.) in the previously un-sampled area of Nord Ubangi, Democratic Republic of the Congo. Methods: Samples from three sites were tested for insecticide susceptibility using WHO bioassays, with and without the synergist PBO preceding pyrethroid exposures, and were subsequently analysed for frequency and resistance association of the Vgsc-1014 and Vgsc-N1575Y mutations. Results from the LNA-kdr 1014 assay were compared to results from standard TaqMan-kdr assays. Results: Anopheles gambiae sensu lato (s.l.) was by far the predominant vector captured (84%), with only low frequencies of Anopheles funestus s.l. (9%) detected in Nord Ubangi. Molecular identification found An. gambiae s.s. to be the principal vector (99%) although Anopheles coluzzii was detected at very low frequency. Anopheles gambiae were susceptible to the carbamate insecticide bendiocarb, but resistant to DDT and to the pyrethroids permethrin and deltamethrin. Susceptibility to both pyrethroids was partially restored with prior exposure to PBO suggesting likely involvement of metabolic resistance. Anopheles gambiae s.s. was homozygous for kdr resistant alleles with both the L1014F and L1014S mutations present, and the N1575Y polymorphism was present at low frequency. The LNA-kdr assay simultaneously detected both resistant alleles and gave results entirely consistent with those from the two TaqMan-kdr assays. Conclusion: This study provides rare data on insecticide resistance and mechanisms in Anopheles from the centre of Africa, with the first detection of N1575Y. Nord Ubangi populations of An. gambiae s.s. show insecticide resistance mediated by both metabolic mechanisms and Vgsc mutations. The LNA-kdr assay is particularly suitable for use in populations in which both 1014S and 1014F kdr alleles co-occur and provides robust results, with higher throughput and at a quarter of the cost of TaqMan assays.

Due to past failures to sustainably eradicate Glossina palpalis gambiensis from the Niayes area, controversies remain as to the best strategy implement, i.e. ''eradication'' versus ''suppression.'' To inform this debate, we used population genetics to measure genetic differentiation between G. palpalis gambiensis from the Niayes and those from the southern tsetse belt (Missira). Methodology/Principal Findings: Three different markers (microsatellite DNA, mitochondrial CO1 DNA, and geometric morphometrics of the wings) were used on 153 individuals and revealed that the G. p. gambiensis populations of the Niayes were genetically isolated from the nearest proximate known population of Missira. The genetic differentiation measured between these two areas (h = 0.12 using microsatellites) was equivalent to a between-taxa differentiation. We also demonstrated that within the Niayes, the population from Dakar - Hann was isolated from the others and had probably experienced a bottleneck. Conclusion/Significance: The information presented in this paper leads to the recommendation that an eradication strategy for the Niayes populations is advisable. This kind of study may be repeated in other habitats and for other tsetse species to (i) help decision on appropriate tsetse control strategies and (ii) find other possible discontinuities in tsetse distribution.

The spread of resistance to insecticides in disease-carrying mosquitoes poses a threat to the effectiveness of control programmes, which rely largely on insecticide-based interventions. Monitoring mosquito populations is essential, but obtaining phenotypic measurements of resistance is laborious and error-prone. High-throughput genotyping offers the prospect of quick and repeatable estimates of resistance, while also allowing resistance markers to be tracked and studied. To demonstrate the potential of highly-mulitplexed genotypic screening for measuring resistance-association of mutations and tracking their spread, we developed a panel of 28 known or putative resistance markers in the major malaria vector Anopheles gambiae, which we used to screen mosquitoes from a wide swathe of Sub-Saharan Africa (Burkina Faso, Ghana, Democratic Republic of Congo (DRC) and Kenya). We found resistance association in four markers, including a novel mutation in the detoxification gene Gste2 (Gste2-119V). We also identified a duplication in Gste2 combining a resistance-associated mutation with its wild-type counterpart, potentially alleviating the costs of resistance. Finally, we describe the distribution of the multiple origins of kdr resistance, finding unprecedented diversity in the DRC. This panel represents the first step towards a quantitative genotypic model of insecticide resistance that can be used to predict resistance status in An. gambiae.

EXECUTIVE Summary This brief outlines simplified Open Science Learning Objectives for the main stakeholders in the Research Ecosystem. Learning Objectives are structured by Open Science Topics according to a functional Open Science Taxonomy (Pontica et al., 2015), that accompany the main responsibilities of each stakeholders along the Research Lifecycle. The ultimate objective is to support the integration of Open Science best practices into the daily routine of performing and supporting research, to underpin implementation of Horizon 2020 Mandate on Access to Scientific Information, and augment the "societal impact" and uptake of research, for the benefit of all stakeholders in the knowledge creation process (ultimately underpinning "co-creation"). Specific Learning Objectives are structured in increasing level of competence, frequently ending with successful integration of Open Science best practices in the daily research routine, facilitating self-assessment of the personal workflow. The Learning Objectives can provide a backbone for a structured learning plan for Doctoral Schools with the ambition to train future researchers in optimizing their societal impact, alongside research excellence training, as well as preparing graduates for new and emerging research impact measures and criteria. Support with relevant training content will be provided in parallel through the FOSTER Portal and accompanying e-Learning and self-learning modules. The brief draws on FP7 FOSTER Work Packages 2 Content, WP3 Portal (Open Science Taxonomy, and learning portal infrastructure) and WP4 Training (Deliverable D4.5 Training ToolKit). RATIONALE: The political drive for Open Science from the funding agency (EC[1]) point of view is mainly Return On Investment (ROI), ethics (taxpayer access to public funded research), and stimulating Open Innovation[2] through free-flow of ideas in order to boost economic growth through transfer of knowledge to the knowledge-based Small/Medium Enterprises (SMEs).
