Two hypotheses have been advanced to explain the spatial patterning of service accessibility. The bureaucratic hypothesis holds that spatial inequalities are unpatterned and result from the application of decisions rules, while the competing political hypothesis suggests that politically-motivated decision making results in discriminatory outcomes. We use the example of the centralization of service provision in remote Indigenous communities in Australia's Northern Territory to show that these hypotheses may in fact be complementary. In recent years, government rhetoric about Australia's remote Indigenous communities has moved to focus on economic viability instead of social justice. One policy realization of this rhetoric has been the designation of 'growth towns' and 'priority communities' to act as service hubs for surrounding communities. The introduction of such hubs was examined and substantial inequality in access to service hubs was found. Inequality and overall system efficiency could be reduced with by optimizing the selection of hubs but the imposition of any hub-and-spoke mode in the study area was associated with racially-patterned patterned inequality of access. We conclude that when policy contexts are politically motivated, the application of racially-blind decision rules may result in raciallydiscriminatory spatial inequalities.

The liberalisation of gambling in Australia has resulted in the dispersal of 200 000 electronic gaming machines (EGMs) across the country, generating substantial revenues for State governments and the gambling industry as well as causing significant gambling-related harm. While the spatial distribution of EGM venues has been shown to follow a gradient of community disadvantage, little is known about the distinctions between the venues themselves (i.e. pubs, clubs, and casinos), either in terms of the catchments they service or the harm they produce. To this end, we constructed a sexpartite typology of EGM venues in the Northern Territory of Australia derived from venue location and licensing variables. We also conducted a geocoded mail survey (n=7041) of households in three urban centres to describe the composition of markets and problem-gambling outcomes across the six venue categories in the typology. Venues in accessible locations and those with a higher numbers of EGMs, particularly casinos and clubs located near supermarkets, were most closely associated with gambling-related harm, even when differing player socio-demographics were accounted for. We argue that gambling risk is a function of the interaction of geographic accessibility to markets on the one hand and venue effects on the other. An understanding of the geography of EGM gambling may help improve supply-side approaches to regulation, as well as shed insights into contemporary urban processes within Australia's regional settlements.

Our aim in this paper is to examine the ways in which electronic gaming machines (EGMs) redistribute resources to and from three remote towns in the Northern Territory (NT), namely Katherine, Tennant Creek and Nhulunbuy. We describe EGM expenditure levels in each town at the level of the individual venue, examine patterns of socioeconomic status within each town, explore the ways in which EGM markets are racialised through venue gate-keeping practices and spatially-based alcohol regulations, and examine the effects of resource redistribution mechanisms designed to return a proportion of EGM profits to host communities. The ability of venues to draw resources from extremely disadvantaged groups from the remote periphery is of central concern when attempting to assess the societal consequences of gambling in remote towns, both in terms of individual harm and the adequacy of resource redistribution. Existing mechanisms for resource redistribution are both selective and relatively meagre, pointing to a political and racial economy of EGM gambling that transfers resources from remote towns to sites of centralised 'white' power. We conclude that political economy in the context of remote NT towns may not be understood outside a consideration of racial economy and the way that constructed notions of race operate to legitimate existing processes of economic exploitation and resource redistribution.

While social impact assessments are required prior to the granting of new gaming licenses in Australia, there are few established techniques for estimating the spatial distribution of a venue's clientele. To this end, we calibrated a Huff model of gambling venue catchments based on a geocoded postal survey (n = 7,040). We investigated the impact of different venue attractiveness measures, distance measures, distance decay functions, levels of spatial aggregation, and venue types on model fit and results. We then compared model estimates for different behavioural subgroups. Our calibrated spatial model is a significant improvement on previously published models, increasing R2 from 0.23 to 0.64. Venue catchments differ radically in size and intensity. As different population subgroups are attracted to different venues, there is no single best index of venue attractiveness applicable to all subpopulations. The calibrated Huff model represents a useful regulatory tool for predicting the extent and composition of gambling venue catchments. It may assist in decision making with regard to new license applications and evaluating the impact of health interventions such as mandated reductions in EGM numbers. AbstractCasinos have proliferated throughout Australia and in many other parts of the world since the late twentieth century. An emerging body of research has started to explicitly consider the social and economic impacts of casinos in different settings. Many of the potential impacts of casinos are spatially patterned and relate to the connectivity of patrons and venues. In this paper, we use a predictive trade‐area analysis technique, the Huff model, to estimate the spatial extent of casino catchments in Australia and compare these outputs to travel data from National Visitors Survey. Many casinos draw patrons from regional areas and from other states, a set of cross‐jurisdictional patterns that pose regulatory challenges in terms of managing economic benefits and the distribution of harms arising from casino gambling. Avenues for logical extensions of the approach are discussed as well as alternative methods of sourcing data for validating predictive outputs.

Marine Protected Areas (MPAs) can be an effective spatial approach to conservation, especially when they involve genuine consultation that considers the diversity of stakeholders. Participatory mapping and semistructured interviews were conducted with 52 stakeholders and 22 managers and scientists to identify ecological priorities and concerns across a large temperate MPA in Port Stephens-Great Lakes Marine Park, Australia. There were 19 iconic species of fish, dolphins, whales, and sea turtles that were the focus of ecological priorities and stakeholder interactions with the marine environment. Effectiveness of the current MPA management plan for addressing stakeholder priority and concerns, was assessed using GIS spatial modelling that created fuzzy-set species distribution models (SDMs) based on Traditional and Local Ecological Knowledge as well as scientific and citizen-science survey data. These spatial models for the iconic species across the MPA were then overlaid with ecological concerns of the stakeholders to create a spatial understanding of local threats, and priority areas for targeted management. Poor water quality from terrestrial primary sources was the main concern of stakeholders, more so than in-water threats such as poor fishing practices or impacts to iconic species. While local managers and scientists were relatively reluctant to answer interview questions, there was a general misalignment in approaches to iconic species management, especially for mobile and migratory species, and misunderstanding of stakeholder perceptions of threats. Participatory mapping of social-ecological values provides a method for stakeholders and decision-makers to better understand, discuss, and adapt marine spatial management approaches that support a diversity of conservation and management priorities. ; Thank you to the Lesslie Research Scholarship in Landscape Conservation and Ecology grant, the Fenner School of Environment and Society, Australian National University, and the Australian Government Research Training Program Scholarship for funding this research project.

This article presents a case study of an exercise in Aboriginal community governance in Australia. It sets out the background events that led the Yawuru Native Title Holders Aboriginal Corporation in the town of Broome on Australia's northwest coast to secure information for its own needs as an act of self-determination and essential governance, and it presents some of the key findings from that exercise. As the Indigenous rights agenda shifts from the pursuit of restitution to the management and implementation of benefits, those with proprietary rights are finding it increasingly necessary to build internal capacity for post-native title governance and community planning, including in the area of information retrieval and application. As an incorporated land-holding group, the Yawuru people of Broome are amongst the first in Australia to move in this area of information gathering, certainly in terms of the degree of local control, participation, and conceptual thinking around the logistics and rationale for such an exercise. An innovative addition has been the incorporation of survey output data into a Geographic Information System to provide for spatial analysis and a decision support mechanism for local community planning. In launching and administering the "Knowing our Community" household survey in Broome, the Yawuru have set a precedent in the acquisition and application of demographic information for internal planning and community development in the post-native title determination era.
