Air power for warfighting is a story that's been told many times. Air power for peacekeeping and UN enforcement is a story that desperately needs to be told. Abstract
Largely uncredited in public media and academic literature, the United Nations has used armed force frequently in the Democratic Republic of the Congo (drc), probably more than in any other UN peacekeeping operation. Though unheralded, this saved lives and protected cities and towns. However, attacks on civilians in drc are so frequent and widespread that many times the mission has been unable to respond in a timely fashion. To save more lives and gain trust in the local population, a much greater UN effort is needed to support robust measures, with more resources, determination and accountability (for inaction as well as action), even as "donor fatigue" sets in for a mission that has been operating since 1999. Still, it is important for peacekeeping as a whole to recognize and learn from cases of use of force against Congolese illegal armed groups (iag s), like the adf, cndp, fdlr, frpi, and M23. These cases show some remarkable successes, including removing some major poc threats, fracturing rebel groups, increasing UN deterrence, and enhancing the rule of law in the still untamed "Wild East" of the immense African country.

Abstract
To protect people under attack, what kinds of tools do peacekeepers need? The United Nations is gradually gaining valuable experience with sophisticated technologies for protection of civilians (POC). However, most remain underused and underevaluated, especially attack helicopters, night vision devices, and nonlethal weapons. This article presents case studies of these three crucial tools to examine their utility and to identify their shortcomings. Attack helicopters are demonstrated as a powerful through ironic symbol and an important means of robust peacekeeping in Central African Republic. Night vision devices proved essential for POC in protecting Haitians from gangs in 2007. Nonlethal weapons, like those developed on the spur of the moment in the Democratic Republic of Congo, helped the UN deal with civilian threats without recourse to lethal force. All these proven technologies have helped peace operations save lives and thus need detailed study to gain lessons. Some novel but untested technologies are also introduced, including laser signaling and digital simulation.

Despite twenty-first-century technological advances by Western militaries for demining and the removal of improvised explosive devices, humanitarian demining relies mostly on mid-twentieth-century technology. While international legal efforts to curb the global use of landmines have been quite successful, constraints on humanitarian demining technology mean that unfortunate and preventable deaths of both civilians and deminers continue to occur. Developing devices and technologies to help human deminers successfully and safely carry out their work is a major challenge. Each phase of the physical demining process (i.e., vegetation clearance, mine detection, and removal) can benefit from the development of demining technologies. However, even with the prospect of "smart" demining technology, the human aspect of supervision remains a crucial challenge. Although current research and development hold promise for the future of humanitarian demining, the barriers to progress in the field are more than technical. The prioritization of military operations, a lack of coordination between governments and humanitarian actors, a tendency towards secrecy, and an underlying lack of funding are just some of the roadblocks to eliminating the yearly death toll associated with humanitarian demining, in addition to other impacts on post-conflict societies. This paper calls for new ideas, renewed innovation, and new sources of governmental and non-governmental support for this often-neglected aspect of international security.

The 1974 Cypriot War divided the island of Cyprus into two parts with a narrow demilitarized zone (DMZ) between the opposing Greek Cypriot and Turkish forces. The volatility and violence in this zone, called the 'Green Line', necessitated a constant UN peacekeeping presence that was achieved mainly with manned observation posts (OPs). About 150 of these posts were established by 1975 to maintain stability and prevent flare-ups, including any lethal exchanges between the two sides. By the early 1990s, many of the countries contributing peacekeepers to the United Nations Peacekeeping Force in Cyprus (UNFICYP) had become tired of the stalemate and the lack of progress in negotiations (peacemaking), so they withdrew their troops from the force. This necessitated a reduction in the number of constantly manned OPs from 51 in 1992 to 21 in mid-1993. Further downsizing of UNFICYP by the UN Security Council in 2004 gave rise to a new approach to monitor the DMZ and produce actionable intelligence. Cameras were installed in hot-spots in the Nicosia DMZ and more responsive patrols were introduced as part of the new 'concentration with mobility' concept. This was the first time a UN peace operation used unattended cameras to monitor a demilitarized zone. This article examines the UN's difficulties and successes using the remote cameras, especially during important incidents. Other technologies that aided UNFICYP are also reviewed for lessons that might assist an under-equipped United Nations in its watchkeeping function. Adapted from the source document.
