Здійснено ґрунтовний аналіз нормативно-правового забезпечення встановлення, реалізації та припинення обтяжень прав на землю, обмежень у використанні земель та виявлено, що механізм правового регулювання цього процесу потребує надання науково-роороррпобґрунтованих пропозицій з його вдосконалення, особливо, в частині обмежень у використанні земель та їх реєстрації в процесі землеустрою, як важливого засобу впливу на суб'єктів цих прав з метою забезпечення раціонального використання та охорони земель. Обґрунтовано, що ефективність прийнятих управлінських рішень при встановленні обмежень у використанні земель щодо цільового призначення та режиму використання земель можливе на підставі проведення зонування земель, для чого необхідно прийняти Закон України «Про зонування земель». Крім того, поряд із чинною класифікацією обмежень у використанні земель запропоновано їх класифікацію за типами, а саме: правовими, природоохоронними, еколого-технологічними, санітарними, містобудівними та спеціальними. Результатом проведених науково-практичних досліджень є запропонована модель методологічного процесу землевпорядних дій щодо формування територіальних обмежень та обтяжень у використанні земель, сформованої на принципах забезпечення безпеки держави, поєднання державних і місцевих інтересів, досягнення збалансованого співвідношення економічних та екологічних інтересів суспільства й забезпечення раціонального землекористування. Ключові слова: правове регулювання, обтяження прав на землю, обмеження у використанні земель, землеустрій, класифікація, методологія. ; The question of balanced consolidation of social legislation in a reasonable ratio of land rights and the interests of society as a whole, as well as local communities, citizens and legal entities established by them are general in nature and require specificity it is. Proved that one way of solving this problem is the establishment of restoictions of land rights, restrictions in land use. However, the mechanism of regulation establishment, implementation and termination of restrictions on the rights to land are not very functional and needs improvement. Current legislation in Ukraine does not contain a balanced set of regulations that would determine the nature and objectives of the restrictions, including encumbrances of land rights, their types, the reasons establishing and implementing restrictions of ownership and other rights to land and so on.Based on our analysis, we provide scientifically grounded suggestions on improving the legal framework, particularly, in terms of restrictions on land use and registration in the land management process, as an important means of influence on those rights in order to ensure rational land use and protection it is. Proved that the efficiency of administrative decisions during setting restrictions on land use purpose and usage of land is possible on the basis of land zoning, thus, it is necessary to adopt the Law of Ukraine "On land zoning."In addition, the current classification of land use restrictions, which was proposed by prominent scientists in Ukraine AM Tretyak (classification of restrictions in land use by functional features), and D.S. Dobryak and D.I. Babmindra (classification of restrictions on land use based on their placement by owners and land users), is complemented by types, namely: legal, environmental, ecological, technological, sanitation, urban and special.In the result of scientific studies,we have proposed a model of methodological process of land management actions on formation of territorial restrictions in land use, formed on the principles of state security, a combination of state and local interests, to achieve a balanced ratio of economic and environmental interests of society and to ensure rational land use.Information on restrictions on land use rights and encumbrances on the land, was amended land systematized:• formation of land use and protection zones of objects and territories nature reserve fund objects Environmental Network;• definition (specification) of borders of natural and agricultural zoning and parcels with especially valuable land;• definition (specification) of land borders and security zones and areas of historical, cultural, health and recreational purposes;• definition (specification) of land borders and security zones, objects (industry, transport, communications, defense, etc.) and their protection zones;• definition (specification) of limits of water protection zones and coastal strips, objects of sanitary protection;• definition (specification) of limits of radioactive contaminated territories, and contaminated by heavy metals;• definition (specification) limits encumbrances established easements, contracts, court order;• definition (specification) limits areas formed in accordance with the previously approved land management documentation;• definition (specification) boundaries of territories with special regime of land use;• definition (approval) of the legal regime of land use in areas of special protection of land and formation of restrictions and encumbrances in land use.Keywords: legal regulation, burdening land rights, restrictions in land use, land management, classification methodology.

Здійснено наукове обґрунтування змістовної складової понять «обмежень у використанні земель», «обтяжень прав на земельну ділянку» із позицій економічної та правої категорій. На основі систематизації поглядів вітчизняних учених, чинних норм законодавства України та особистих міркувань виокремлено загальні характеристики вищезазначених понять і доведено необхідність у їх розмежуванні. В статті запропоновано авторське визначення досліджуваних понять.Ключові слова: обмеження у використанні земель, обтяження прав на земельну ділянку, режим землекористування. ; Scientific justification of substantial part of the concepts of "restrictions in land use", "encumbrances of land rights" as economic and legal categories is done. The common characteristics of these concepts are singled out based on the analysis of current legislation of Ukraine. These characteristics are following: 1) the restrictions and encumbrances are established for the use of land by its owners and users; 2) they are established in the framework provided by law or agreement; 3) they stay in force within the term established by law or contract; 4) change of legal of the land plot title does not terminate the established restrictions or encumbrances; 5) All restrictions in land use are a subject to state registration (Art. 110 Land Code of Ukraine).Based on the views systematization of domestic scientists and own views there are obvious need to justify a separation of overall concept of "restrictions in land use" and "encumbrances of land rights" into two separate concepts, taking into account the target criteria as the primary and as well the forms and grounds of their establishment to develop scientifically grounded definitions that reflect the specific attributes of these restrictions and encumbrances.Consequently, restrictions in land use and the encumbrances of land rights are separate economic and legal categories that do not depend on each other and limits of land rights and other natural resources.The author's definitions of the studied concepts are suggested.Restrictions in land use is a definition of the limits and conditions of land use and other natural resources (mode of land use) in socially significant interests (public benefit and safety, environmental, historical and cultural values, creating the necessary conditions for other state needs) in land management documentation on the basis of local authorities decisions or in court order. Restrictions in land use have territorial and individual character on a specified land plot.Encumbrance of land rights is the restriction of land rights by the law or act of authorized authority, by official or contract in the way of imposing a ban on the use of the land, including through its alienation as servitude or obligation adopted by land user voluntarily or in court order to ensure the legitimate interests of stakeholders, which are expressed in granting them additional rights and in laying the responsibilities on land user. Encumbrances of land rights arise only individually on specifically identified land plot and are in direct connection with this land plot and follow it in case of transfer of ownership of such land plot to another person.Using these concepts in research and law-making will differentiate the scope of their application in land and other relations.Keywords: restrictions in land use, encumbrance of land rights, land use regime.

Legislation that regulated land ten years ago requires a comprehensive update and systematic approach to the development of standards, rules and restrictions.The article substantiates the need to improve the legislative support of land management. The conceptual approach to the formation of normative legal support in the field of land management is proposed, which is based on the principles of systematicity, planning and optimality.This approach is based on the standardization and unification of types of land management documentation, taking into account the particularities of land use according to their main purpose.The distribution of land categories by main purpose in accordance with the Land Cadastre of Ukraine is shown, which should be the basis for the creation and improvement of standards and rules in land use.Scientific approaches are grounded, in accordance with the improved system of legislative support of land management, to the development, composition and content of the industry standard of the project of land management regarding the organization of the territory of scientific institutions, the lands of which are allocated for agricultural research and educational activities.Such standards must establish rules and regulations for the use of land for the intended purpose and uses, and must be taken into account when developing land use documentation standards.Key words: land management, lands for agricultural research and educational activities, land category, type of use, land management project, organization of the territory, land use, main purpose. ; Законодавство, яке регулювало земельні відносини ще 10 років тому, потребує комплексного оновлення та систематичного підходу до розробки стандартів, норм, правил та обмежень.У статті обґрунтовано необхідність удосконалення законодавчого забезпечення ведення землеустрою. Запропоновано концептуальний підхід до формування нормативно-правового забезпечення у сфері землеустрою, який базується на принципах системності, плановості та оптимальності.В основі такого підходу лежить стандартизація та уніфікація видів документації із землеустрою з урахуванням особливостей використання земель відповідно до їх основного цільового призначення.Показано розподіл категорій земель за основним цільовим призначенням відповідно до Земельного кодексу України, який повинен бути основою для створення та вдосконалення стандартів, норм та правил у використанні земель.Обґрунтовано наукові підходи, відповідно до вдосконаленої системи законодавчого забезпечення землеустрою, до розробки, складу та змісту галузевого стандарту проекту землеустрою щодо організації території наукових установ, землі яких надані для здійснення сільськогосподарської науково-дослідної та навчальної діяльності.Такі стандарти повинні встановлювати норми та правила у використанні земель відповідного цільового призначення і видів використання, та бути враховані в обов'язковому порядку при розробці стандартів документації із землеустрою.Ключові слова: землеустрій, землі для здійснення сільськогосподарської науково-дослідної та навчальної діяльності, категорія земель, вид використання, проект землеустрою, організація території, землекористування, основне цільове призначення.

Analyzed the legal framework of restrictions in land use and their regime facilities (laws, regulations, rules, regulations, standards and classifications. Found that the current classification provides for the conduct of State Land Cadastre is flawed because it does not cover all kinds of restrictions, making impossible to use it for practical purposes.Therefore, we proposed territorial restrictions in the use of land classified by types and species.The classification confirms expediency to distinguish meaningful component of the project land to establish limits restrictions in land use and their rezhymoutvoryuyuchyh objects from the standard procedure of development for all types of project documentation provided by the Law of Ukraine "On Land Management".The article contains an updated block model for the drafting of land to establish the limits of restrictions on land use and regime facilities.The project land boundaries to establish restrictions on land use and regime facilities include:1) drafting task on land;2) an explanatory note;3) the decision of the local government of drafting;4) characterization of the natural environment;5) certificate containing a summary of land (territory);6) Cartogram agro-industrial groups of soils and steep slopes;7) geodetic surveys and materials of Land Management8) information on the current state of land use and protection (including registered in the State Land Cadastre restrictions on land use;9) description of the territory by establishing usage of land of natural reserve fund and other environmental protection, health, recreational, historical, cultural, forestry purposes, land and water resources protection zones, restrictions in land use and their regime facilities;10) within the limits the settlement - a copy of the graphic part of the master plan of settlement (if applicable), and outside the village - a copy of the appropriate planning documentation (if any) and a copy of the decision on the approval of such documentation;11) information on the prospective state of land use and protection within the administrative unit, which is part of land management schemes and technical economic assessment of land use and protection relevant administrative unit (if any);12) plan of the territory of mapping land, landowners and land users;13) list of operating facilities;14) plan limits land use restrictions on the types and species;15) land management regulations;16) decision on approval of land management projects on delineating restrictions on land use and their regime facilities.Keywords: land management, land management projects, land use, restrictions in land use, regime facilities. ; На підставі здійсненого аналізу законодавчого регулювання з розроблення проектів землеустрою щодо встановлення меж обмежень у використанні земель та їх режимоутворюючих об'єктів встановлено, що змістовна складова проекту не відповідає сучасним вимогам для практичного використання. The goals and objectives of land monitoring and quality control are substantiated soils, including monitoring the economic and legal status of lands, their circulation and quality of soils, assessment and forecast of changes to ensure the organs public administration and local government relevant information for development of proposals and implementation of measures to prevent negative phenomena and trends in land use. The need to introduce a land monitoring system is due to: systematic deterioration of the quantitative accounting of lands, the actual lack of accounting quality of land, the requirements for the development of market land relations. The necessity of taking into account the principles and standards of the national is substantiated geospatial data infrastructure. The directions in which the results are formed are formed land monitoring can be used to regulate land relations and making management decisions regarding land use and the formation of turnover land plots. Among the key issues to consider when creating a system land monitoring, identified: the need for information technology, list of monitoring objects; attribute data of monitoring objects; unified standards and data formats; credibility and updating tools data, including by detecting anomalies and correcting errors in the data; mechanisms of information interaction between all participants of the monitoring process. ; Обґрунтовано цілі та задачі ведення моніторингу земель та контролю якості ґрунтів, включаючи спостереження за господарським і правовим станом земель, їх обігом та якісним станом ґрунтів, оцінку і прогноз змін з метою забезпечення органів державного управління та місцевого самоврядування відповідною інформацією для розробки пропозицій та впровадження заходів з попередження негативних явищ і тенденцій у землекористуванні.Необхідність запровадження системи моніторингу земель зумовлено: систематичним погіршенням кількісного обліку земель, фактичною відсутністю обліку якості земель, вимогами розвитку ринкових земельних відносин.Обґрунтовано необхідність врахування принципів і стандартів національної інфраструктури геопросторових даних. Сформовано напрями, за якими результати моніторингу земель можуть бути використані для регулювання земельних відносин та прийняття управлінських рішень в щодо землекористування та при формуванні обігу земельних ділянок. Серед ключових питань, які необхідно врахувати при створенні системи моніторингу земель, визначено: необхідність застосування інформаційних технологій, перелік об'єктів моніторингу; атрибутивні дані об'єктів моніторингу; уніфіковані стандарти і формати даних; інструменти забезпечення достовірності та актуалізації даних, в тому числі шляхом виявлення аномалій та виправлення помилок у даних; механізми інформаційної взаємодії між усіма учасниками процесу моніторингу.

It is grounded that in order to improve the financial condition of the created united territorial communities, land management measures should be implemented in order to establish their boundaries and land management of the territories, which, as land improvements, will increase the cost of land and, accordingly, revenues to the budget from the payment for land. To determine the legal and organizational principles of land management of the united territorial communities, proposals were made for amending the current legislation.Key words: land management, schemes of land management, territory of united territorial communities, land use, land management, land payment. ; Обґрунтовано, що для покращення фінансового стану створюваних об'єднаних територіальних громад необхідно здійснити землевпорядні заходи щодо встановлення їх меж та землевпорядкування територій, які як земельні поліпшення дозволять збільшити вартість земель і відповідно надходжень у бюджет від плати за землю. На підставі проведених досліджень з'ясовано, що діючі законодавчі та нормативні акти, які регулюють проведення робіт із інвентаризації земель при здійснені землеустрою не можуть застосовуватись рівнозначно для всіх об'єктів землеустрою з особливостями використання за цільовим призначенням. На даний час, у землевпорядній сфері склалася ситуація, за якої здійснення землеустрою, в розумінні комплексу заходів направлених на раціональне використання земель, майже не відбувається, натомість весь землеустрій зведено до виконання робіт пов'язаних із реєстрацією земельних ділянок, обмежень у їх використанні, реєстрації речових прав на них, та обтяжень.Обґрунтовано, що для наукових установ, організацій а також сільськогосподарських підприємств, що мають особливості використання земель є потреба у розробленні різних методик при проведенні цього виду робіт із чітким визначенням етапів таких робіт.Доведено, що запровадження цієї методики дозволить забезпечити системний підхід до робіт з проведення інвентаризації земель наукових установ, організацій чи сільськогосподарських підприємств при здійснені землеустрою, врахувати особливості землекористування в залежності від специфіки використання, уніфікувати їх зміст та підвищити якість.Ключові слова: інвентаризація, земельний кадастр, землеустрій, топографо-геодезичні знімання, земельні угіддя, обмеження у використанні земель. ; On the basis of the conducted researches it was clarified that the current legislative and regulatory acts regulating the carrying out of works on inventory of land under land management can not be applied equally to all objects of land management with peculiarities of use for the intended purpose. At the present time, in the field of land management there has been a situation in which the implementation of land management, in the sense of a set of measures aimed at the rational use of land, almost does not occur, but the whole land management system is reduced to the implementation of works related to registration of land plots, restrictions on their use, registration real rights to them, and encumbrances.It is substantiated that for scientific institutions, organizations and agricultural enterprises with special features of land use there is a need for the development of different methods during carrying out this type of work with a clear definition of the stages of such works.It is proved that the introduction of this methodology will allow to provide a systematic approach to the work of inventorying the lands of scientific institutions, organizations or agricultural enterprises in land management, taking into account the features of land use, depending on the specificity of use, unifying their content and improving the quality.Keywords: inventory, land cadastre, land management, topographical and geodetic surveys, land type, legal status of lands.

The procedural activity of land surveyors and other persons authorized by the state to commit land management operations must be carried out in a certain order established by the state and obey the rights and obligations of the persons specified by the legislation at each stage of the development of such relations.The main goal of applying to land management organizations and land surveyors is landuse documentation, which is made in accordance with the requirements of the law and with which the relevant legal properties of the land management procedure are associated.First of all, let's dwell on such basic concepts as "land management process" and "land management procedure". Consideration of the term "land management process" implies a preliminary analysis of the category "process". At the same time, it must be admitted that the development of the procedural form of this category has not been paid attention. Considering the concept of "land management process", its place and role in the system of social relations, emphasis will be placed on the concept of a broad understanding of the legal process, the problem of which exists for decades.Thus, the legal process is a regulated by the procedural rules procedure for the activities of competent state bodies, consisting of the preparation, adoption and documentary consolidation of legal decisions of a general and individual nature. In the land law, the category "process" is specific and serves to designate relationships that provide regulatory and security land-property relationships.Particularly difficult today is the question of the delimitation of the concepts of "process" and "procedure" in general. Regarding the land management process, we believe that the land management process is an activity directly related to the need to use different methods and means of legal acts. Elements of the land management process are its subjects, stages and proceedings, which allow to outline the boundaries in space and time and the substantive composition of this form of activity. Many scholars regard the procedure as a broader concept that should absorb the process.The stability of any procedure, including land management, will depend on its perfection, which is determined by the duration of its application or the "test of action". Consequently, if the procedure is a static norm, and procedural activity is its dynamic criterion, then the latter must constantly check the land management procedure for its compliance with its needs of individuals and society.Any procedure should have certain limits. Regarding land management procedures, it should provide legal certainty (veracity) to land-based operations. Consequently, its boundaries should be legislatively enshrined. The action and its regulation by law may differ, indicating the need to compare them as relatively independent legal categoriesin some cases. Thus, for land management science and practice, it is necessary to consolidate two relatively independent concepts of "land management" and "land management procedure", which will distinguish the actual behavior of subjects from the regulated by law.Keywords. The current classification of land uses for residential and public development was analyzed and proved to be in need of improvement. Proposals for its improvement within the researched category of land based on current land legislation and other normative legal acts are given. It has been proven that the existing list of the main types of land plots (which are based on the content of Article 38 of the Land Code of Ukraine) in the current classification is incomplete and not fully justified. Examples of unjustified assignment of land plots of other land categories to the category of land for residential and public development were revealed. In accordance with this, a 4-level structure of the classification of types of land use for residential and public development is proposed.Taking into account the military aggression of the Russian Federation against Ukraine, it is currently impossible to use part of the land plots for their main purpose. From these positions, it is proposed to additionally highlight "technologically polluted lands as a result of hostilities" within the framework of the above-mentioned classifier. The existing scientific and methodological approaches to the classification of agricultural lands both in Ukraine and abroad are analysed. It is established that modern classifications of lands should be formed based on such principles as complexity, exhaustiveness, hierarchy and legality; meet the requirements of automated technologies for maintaining the state land cadastre and land monitoring; take into account the recommendations of the European Economic Commission at the UN.Comprehensiveness of identifying of all potentially possible land uses, which will facilitate effective state control over land use in accordance with their intended purpose will be ensured through a comprehensive approach to the development of land classification; its consistency with other current state classification systems in the field of nature management and the use of clearly defined target criteria, parameters and features, the system of which is determined by the specific scope and requirements of the relevant user groups – through a systematic approach.A fragment of 3-digit classification of agricultural lands is proposed, in which hierarchically placed interrelated indicators characterizing the legal regime of land use (legal block of land classifier) and their physical condition (physical block of land classifier) are placed hierarchically. In order to legally consolidate the categories "type, subtype, variety of lands" that form the basis of the physical block of the land classifier, it is necessary to make appropriate changes to the national land legislation.Key words: agricultural lands, land classification, land category, intended purpose. ; Проаналізовано існуючі науково-методичні підходи до класифікації земель сільськогосподарського призначення як в Україні, так і за кордоном. Встановлено, що сучасні класифікації земель повинні формуватись на основі таких принципів як комплексність, системність, вичерпність, ієрархічність та законність; відповідати вимогам автоматизованих технологій ведення державного земельного кадастру та здійснення моніторингу земель; враховувати рекомендації Європейської Економічної Комісії при ООН.Вичерпність та всеосяжність щодо визначення усіх потенційно можливих способів використання земельних ділянок, що сприятиме здійсненню дієвого державного контролю за використанням земель відповідно до їхнього цільового призначення забезпечуватиметься за рахунок комплексного підходу до розробки класифікації земель; її узгодженість із іншими чинними державними класифікаційними системами в галузі природокористування та використання чітко визначених цільових критеріїв, параметрів та ознак, система яких обумовлена конкретною сферою застосування та вимогами відповідних груп користувачів - за рахунок системного підходу.Запропоновано фрагмент 3-розрядної класифікації сільськогосподарських земель, в якій ієрархічно розміщені взаємопов'язані показники, що характеризують правовий режим використання земельних ділянок (правовий блок земельного класифікатора) і їхній фізичний стан (фізичний блок земельного класифікатора). Для юридичного закріплення категорій «вид, підвид, різновид земель», що складають основу фізичного блоку класифікатора земель необхідно внести відповідні зміни до національного земельного законодавства.Ключові слова: землі сільськогосподарського призначення, класифікація земель, категорія земель, вид цільового призначення.

Scientific approaches to the role of regime-forming objects in the formation of restrictions on land use, which have been studied by scholars of economic and legal profiles, are considered. The approaches to the formation of the classifier of regime-forming objects by certain relevant groups in relation to the zones with the limited regime of land use and the territories that are formed around them are analyzed. The classification of territorial restrictions by groups and their territorial restrictions on land use is given.It is established that in the current legislative and regulatory framework there is no classification of regime-forming objects that form restrictions on land use. The list of restrictions on land use, land plots, as well as the list of territorial zones do not contain a complete list of possible regime-forming objects in land use, which needs to be clarified and supplemented.The list of restrictions on the use of land (land plots) and territorial zones is analyzed on the example of the territories of water bodies in accordance with current legislation. It is established that the existing information on restrictions on land use (land plots) on the example of water bodies, which is reflected on the Public Cadastral Map of Ukraine, is characterized by conditional (visual) reflection, which creates conflicts and abuses in determining such restrictions.Keywords: classification, regime-forming object, restrictions on land use, territories of water bodies. ; Розглянуто наукові підходи щодо ролі режимоутворюючих об'єктів на формування обмежень у використанні земель, які досліджувалися науковцями економічного та юридичного профілів. Проаналізовано підходи щодо формування класифікатору режимоутворюючих об'єктів за певними відповідними групами по відношенню до зон з обмеженим режимом використання земель та територій, які формуються навколо них. Наведено класифікацію територіальних обмежень за групами та їх територіальними обмеженнями у використанні земель.Встановлено, що в діючій законодавчій та нормативно-правовій базі відсутня класифікація режимоутворюючих об'єктів, які формують обмеження у використанні земель. Наведений перелік обмежень щодо використання земель, земельних ділянок, а також перелік територіальних зон не містять повного переліку можливих режимоутворюючих об'єктів у використанні земель, що потребує уточнення та доповнення.Проаналізовано перелік обмежень щодо використання земель (земельних ділянок) та територіальних зон на прикладі територій водних об'єктів згідно діючого законодавства. Встановлено, що існуюча інформація про обмеження щодо використання земель (земельних ділянок) на прикладі територій водних об'єктів, яка відображена на Публічній кадастровій карті України, характеризується умовним (візуальним) відображення, що породжує колізії та зловживання при визначені такого обмеження.Ключові слова: класифікація, режимоутворюючий об'єкт, обмеження у використанні земель, території водних об'єктів.

The article examines the issue of spatial organization and interactions, the influence of processes of spatial development of scientific and research land use in the system of National Academy of Agrarian Sciences of Ukraine (NAASU).In particular, the study of the development of economic thought suggests that most scholars - representatives of classical economic schools, in studying the problems of the development of the national economy are based, primarily on the time component, without paying due attention to the spatial aspects.It is substantiated that through generalization of the starting positions of numerous scientific theories the theoretical substantiation of the integrated system of management of spatial development of land use of institutions and enterprises of the National Academy of Agrarian Sciences of Ukraine and the increase of the efficiency of its functioning as a whole will be possible and will increase the efficiency of agrarian research. The above and causes the need for their study of systematization and adaptation to the present conditions. Insufficient consideration of spatial (territorial) features of the development of scientific research land use significantly reduces the practical value of the recommendations of scientists of NAASU.A.M.Tretyak [4, c. 285-286], introducing the concept of "territorial land management" as a spatial land management organization of the territory, states that it covers various branches of the economy, different types of organization, enterprises, institutions: agricultural, industrial, transport, etc. From his point of view, a characteristic feature of the territorial land management is as the "territorial land management" is carried out simultaneously in the territory of councils or groups of land ownership and land use, and sometimes in the territory of entire administrative districts. Accordingly, spatial organization includes a complex of processes of purposeful economic activity of business entities, including research and development in the agrarian sector, in a certain territory.At present, the process of theoretical and methodological reflection of a scientific system that describes the spatial organization and interactions, the impact of the processes of spatial development of research and development land use in the system of NAASU, taking into account macro- and microeconomic dynamics, is at an initial stage and needs further study.After all, spatial development of multidimensional ecological and economic systems in modern conditions requires a new methodological substantiation of approaches to synergetic study of the economy of scientific researches as the interaction of microeconomic agents, regional, national and global interactions, including the study of various spatial forms of organization of land use of scientific institutions and enterprises as centers of coordination and accumulation of ecological, economical and social interrelations between separate economic subjects, territorial we communities or regions.It is substantiated that the territorial and internal organization of the use and protection of the lands of scientific institutions and enterprises has a relation to spatial land use of the formation. In particular, it is the establishment of a differentiated regime for the use, protection and reproduction of land (soil) and other natural resources in accordance with the functional zoning of research and development land use, in particular the allocation of such zones [10, 11]:¨ area of scientific research fields - intended for basic research in the field of agriculture, including on irrigated and drained lands, plant growing, horticulture, viticulture, protection of soils and restoration of the most valuable properties of the earth and natural complexes, the regime of which is determined in accordance with the requirements established by the Regulation on research fields, approved by the Presidium of the NAAS, on the submission of academic councils of scientific- research institutions;¨ the growing area ofelite seeds and planting material of agricultural crops - is intended for placement of breeding and seed crop rotation of growing areas of new varieties of fruit and berries, grapes and hops, taking into account the conditions of cultivation of original and elite seeds, observance of technologies and varieties of agricultural machinery, the regime of which is determined by the land management project in relation to organization of the territory;¨ Regulated use zone - intended for placement of special forage crop rotation with the production of feed for the needs of breeding stock, experimental research on irrigated and drained lands, promotion of scientific developments, testing of new technology and technologies, the regime of which is determined by the land management project regarding the organization of the territory;¨ the zone of preservation of agro-environmental, nature protection and historical and cultural complexes and objects valuable for the agrarian science, the regime of which is determined by the legislation of Ukraine and the Presidium of the National Academy of Sciences of Ukraine;¨ Business zone - within its boundaries, economic activity is conducted, aimed at fulfilling tasks entrusted to a scientific institution, including research facilities and enterprises.It is substantiated that in the NAASU system, the effectiveness of the spatial economics of scientific and research land use is due to the zonal, territorial and intrapeculiarities of its organization.Keywords: spatial planning, scientific and research, territorial land management. ; Досліджено питання просторової організації та взаємодій, впливу процесів просторового розвитку науково-дослідницького землекористування в системі НААН. Просторовий розвиток багатомірних еколого-економічних систем у сучасних умовах потребує нового методологічного обґрунтування підходів до синергетичного вивчення економіки наукових досліджень як взаємодії мікроекономічних агентів, регіональних, національних і глобальних взаємодій, у т. ч. дослідження різних просторових форм організації землекористування наукових установ і підприємств як осередків координації і акумуляції екологічних, економних і соціальних взаємозв'язків між окремими економічними суб'єктами, територіальними громадами чи регіонами. Обґрунтовано, що в системі НААН ефективність просторової економіки науково-дослідницького землекористування обумовлена зональними, територіальними та внутрігосподарськими особливостями організації науково-дослідницького землекористування. Відповідно обґрунтована, необхідність встановлення диференційованого режиму використання, охорони та відтворення земельних (ґрунтових) і інших природних ресурсів згідно з функціональним зонуванням науково-дослідницького землекористування, зокрема виділення таких його зон: 1) зона науково-дослідних полів; 2) зона вирощування елітного насіння та садивного матеріалу сільськогосподарських культур; 3)зона регульованого використання; 4) зона збереження цінних для аграрної науки агроґрунтових, природоохоронних та історико-культурних комплексів і об'єктів; 5) господарська зона.

The analysis of the current Classification of types of intended purposes of land use is carried out. It is established that the existing 2-level Classification does not meet the modern requirements for monitoring land relations and the norms of current land legislation. The structure and content of the 4-level Classifier of typesof intended purposes of land use are proposed, which allows to determine in detail the type of permitted land use.It is established that the current classifier does not distinguish between the form of management and the type of land use. This issue is especially evident in the example of agricultural land, in which case the types of intended purposes indicate the legal form of landowner or user, rather than regulating the direct use of land. The proposed 4-level classifier is able to distinguish between the form of management and the type of land use.In forming this Classifier, the principles of complexity, systematicity, exhaustiveness, hierarchy and legality are taken into account; requirements of automated technologies for maintaining the State Land Cadastre and remote methods of land monitoring are considered, comprehensive and systematic methodological approaches in compliance with current domestic land legislation and relevant bylawsare applied; principles of openness and manufacturability, as well as recommendations of international organizationsare taken into account.Key words: agricultural lands, classifier, classes, types of purpose of land plots. ; Проведено аналіз чинної Класифікації видів цільового призначення земель. Встановлено, що існуюча 2-рівнева Класифікація не відповідає сучасним вимогам здійснення моніторингу земельних відносин та нормам чинного земельного законодавства. Запропоновано структуру та зміст 4-рівневого Класифікатора видів цільового призначення земельних ділянок, який дозволяє більш детально визначити спосіб дозволеного використання земель.Встановлено, що чинний класифікатор не розмежовує форму господарювання та вид використання земельних ділянок. Дана проблематика особливо проявляється на прикладі сільськогосподарських земель, у випадку яких цільові призначення саме вказують на форму господарювання землевласника та землекористування, а не регулюють безпосереднє використання земельної ділянки. Запропонований 4-рівневий класифікатор здатний розмежувати форму господарювання та вид використання земельних ділянок.При формуванні цього Класифікатора враховані принципи комплексності, системності, вичерпності, ієрархічності та законності; вимоги автоматизованих технологій ведення Державного земельного кадастру та дистанційних методів моніторингу земель, застосовано комплексний та системний методичні підходи з дотриманням норм чинного вітчизняного земельного законодавства і відповідних підзаконних актів; принципи відкритості та технологічності, а також враховано рекомендації міжнародних організацій.Ключові слова: сільськогосподарські землі, класифікатор, класи, види цільового призначення земельних ділянок.
