Climate change has been considered one of the most significant risks for sustainability in our century; in order to move towards low-carbon and climate resilient economies, fundamental changes must take place. In this direction, the European Union has set ambitious goals regarding the transition of its Member States to low carbon societies, but the policy strategies to promote this transition must be socially acceptable and supported. So far, climate policies have been evaluated using quantitative methods, including general equilibrium and integrated assessment models but, despite their undoubted contribution to climate modeling, both the quantitative frameworks used for studying climate change and its impacts and those aiming at policy optimization or evaluation feature significant uncertainties and limitations. In order to overcome these issues, a Fuzzy Cognitive Map based approach is proposed, aiming to directly involve stakeholders and assess human knowledge and expertise. The suggested methodological framework can significantly support climate policy making, by supplementing quantitative models and exploring impacts of selected sets of policies, based on qualitative information deriving from a structured stakeholder engagement process. Finally, an innovative approach of incorporating the concept of time into the methodology is proposed and evaluated, in the aim of enhancing the robustness of transition pathways.

Given the international efforts in tackling climate change as well as the potential dependence on conventional energy imports and the adverse economic environment, countries in the European Union face significant challenges in the critical task of enhancing energy efficiency. Approaches exclusively oriented on detailed quantitative modelling tools like energy system and climate-economy models, however, tend to exclude certain policy instruments and risks, and be too formalised or complex for policymakers to participate, understand and trust. Several decision support frameworks have been proposed for bridging the policy-model gap and helping policymakers confidently select among a number of alternative strategies. This paper employs the expert-driven method of fuzzy cognitive mapping, a semi-quantitative modelling technique in which system dynamics are captured and simulated against different scenarios. To this end, an innovative decision support tool for building and simulating complex fuzzy cognitive maps for assessing policy strategies with the help of experts, ESQAPE, is introduced and presented. An application in Greece shows that long-term energy efficiency measures focusing mainly on behavioural change in the residential sector – as opposed to services in the private and public sectors – are perceived to be more sustainable in a socio-economically optimistic future; this is not the case when challenges across the mitigation and adaptation axes are expected to be higher.

In alignment with the European Union's legislation, Greece submitted its final 10-year National Energy and Climate Plan (NECP) in December 2019, setting more ambitious energy and climate targets than those originally proposed in the draft version of the document. Apart from higher penetration of renewable energy sources (RES), the final NECP projects also zero carbon use in power generation till 2030. Although decarbonization has long been regarded beneficial for economies that base their energy production on coal, as it is the case with Greece, the macroeconomic and societal ramifications of faster transitions to carbon-free economies remain highly unexplored. Under this context, in this paper, we soft-link energy models, namely Times-Greece and Primes, with a macroeconomic model, namely Global Trade Analysis Project (GTAP), to measure the effects of the final and draft NECPs on the Greek economy and evaluate the impact of higher decarbonization speeds. We find that the faster transition scenario displays both economic and societal merits, increasing Gross Domestic Product (GDP) and household income by about 1% and 7%, respectively.

Significant renewable energy (RE) investments have to be implemented in order to achieve the ambitious RE targets set in the EU for 2020 and beyond. Moreover, a great amount of capital has to be leveraged, as these projects are followed by high investment and financing costs. Main aim of this paper is the provision of a comprehensive assessment of the existing risk elements of RE investments in relation to the respective policies and the evaluation of their impact on the weighted average cost of capital (WACC) in Greece. A consultation procedure with key national energy stakeholders took also place, including policy makers, project developers, investors, equity providers, bankers and energy analysts in the Greek RE market, in order to provide a validation of the respective results. It has been concluded that the policy design risk represents the risk element with the greatest impact on the cost of capital and, thus, the level of RE investments' deployment. Ambitious emission reduction targets are challenging the status quo on designing effective strategies for electricity generation portfolios. In this chapter, we consider the role of low-carbon technologies and determine the cost-benefits of policy strategies to mitigate greenhouse gas emissions in the EU. In particular, we look into how long-term scenarios for transmission expansion and decarbonisation policies influence the evolution of the EU power system infrastructure. We use an EU electricity investment model to determine the optimal portfolio of electricity generation technologies and compute their respective costs and emissions achieved towards 2050. Based on the investment model's results (strategies and suggested portfolios), we investigate how these portfolios perform under divergent policy or geopolitical developments. For this purpose, we apply a robust optimisation tool based on the min-max and the min-max regret criteria, which selects ideal portfolios by stress testing a particular scenario or policy choice under uncertainty of input parameters. Results show that pursuing a strong transmission expansion strategy under the EU PRIMES reference case leads to the maximum regret, while relying on EU scenarios with strong prospects for decarbonisation, either with possibilities or with limitation on transmission expansion, leads to portfolios that exhibit the least variance. The European Union has set specific targets for reducing energy consumption, shifting the main focus of European energy policytowards a firm commitment to enhancing energy efficiency. In light of the limited progress reported in Greece's energy efficiency action plan, the objective of this paper is to help redesign the near-term national policy framework. In this respect, a risk-oriented optimisation model is developed to support the optimal budget allocation to energy efficiency measures, with a view to achieving the 2020 national targets. The transdisciplinary methodological framework initially builds on the Energy Efficiency Action Plans for Greece and involves stakeholder engagement, multiple-criteria decision making and portfolio analysis. The evaluation of the policy instruments is based on two criteria, namely energy savings and implementation risk, under a set of technical and financial constraints. Finally, the robustness of both the optimal policy portfolios and the individual policies composing these portfolios is assessed. The results indicate that, given the financial and technical constraints, the 2020 target cannot be achieved. By stochastically analysing the impact of external uncertainty, three policies emerge as the most robust, while portfolios achieving savings of more than 1000 kTOE until 2020 are found highly vulnerable to underlying uncertainties.

This research introduces a two-level integration of climate-economy modelling and portfolio analysis, to simulate technological subsidisation with implications for multiple Sustainable Development Goals (SDGs), across socioeconomic trajectories and considering different levels of uncertainties. We use integrated assessment modelling outputs relevant for progress across three SDGs—namely air pollution-related mortality (SDG3), access to clean energy (SDG7) and greenhouse gas emissions (SDG13)—calculated with the Global Change Assessment Model (GCAM) for different subsidy levels for six sustainable technologies, across three Shared Socioeconomic Pathways (SSPs), feeding them into a portfolio analysis model. Optimal portfolios that are robust in the individual socioeconomic scenarios as well as across the socioeconomic scenarios are identified, by means of an SSP-robustness score. A second link between the two models is established, by feeding portfolio analysis results back into GCAM. Quantitative systems modelling in support of climate policy has tended to focus more on the supply side in assessing interactions among technology, economy, environment, policy and society. By contrast, the demand side is usually underrepresented, often emphasising technological options for energy efficiency improvements. In this perspective, we argue that scientific support to climate action is not only about exploring capacity of "what", in terms of policy and outcome, but also about assessing feasibility and desirability, in terms of "when", "where" and especially for "whom". Without the necessary behavioural and societal transformations, the world faces an inadequate response to the climate crisis challenge. This could result from poor uptake of low-carbon technologies, continued high-carbon intensive lifestyles, or economy-wide rebound effects. For this reason, we propose a framing for a holistic and transdisciplinary perspective on the role of human choices and behaviours in influencing the low-carbon transition, starting from the desires of individuals and communities, and analysing how these interact with the energy and economic landscape, leading to systemic change at the macro-level. In making a case for a political ecology agenda, we expand our scope, from comprehending the role of societal acceptance and uptake of end-use technologies, to co-developing knowledge with citizens from non-mainstream and marginalised communities, and to defining the modelling requirements to assess the decarbonisation potential of shifting lifestyle patterns in climate change and action.

Most transport means operate using fossil fuels, creating the urgent need for a rapid transformation of the sector. In this research, we examine the transport systems of Norway and Canada, two countries with similar shares of greenhouse gas emissions from transport and powerful oil industries operating within their boundaries. Our socio-technical analysis, based on the Sectoral Innovation Systems approach, attempts to identify the elements enabling Norway to become one of the leaders in the diffusion of electric vehicles, as well as the differences pacing down progress in Canada. By utilising the System Failure framework to compare the two systems, bottlenecks hindering the decarbonisation of the two transport systems are identified. Results indicate that the effectiveness of Norway's policy is exaggerated and has led to recent spillover effects towards green shipping. The activity of oil companies, regional and federal legislative disputes in Canada and the lack of sincere efforts from system actors to address challenges lead to non-drastic greenhouse gas emission reductions, despite significant policy efforts from both countries. Identifying the risks that could impact a low-carbon transition is a prerequisite to assessing and managing these risks. We systematically characterise risks associated with decarbonisation pathways in fifteen case studies conducted in twelve countries around the world. We find that stakeholders from business, government, NGOs, and others supplied some 40 % of these risk inputs, significantly widening the scope of risks considered by academics and experts. Overall, experts and academics consider more economic risks and assess these with quantitative methods and models, while other stakeholders consider political risks more. To avoid losing sight of risks that cannot be easily quantified and modelled, including some economic risks, impact assessment modelling should be complemented with qualitative research and active stakeholder engagement. The European Union has set itself a binding target of "at least" 20% renewable energy in final energy consumption by 2020. To meet this target, considerable investments are required. Total annual investments are estimated at €60-70 billion per year. These investments will have to come from investors, bankers and equity providers. In contrast to investments in conventional electricity generation, investments in renewable energy sources (RES), such as wind and solar power, require large upfront investments, but low working/operating capital. Most investments are to be made upfront, before the system becomes operational. From an investor's perspective, this means that the overall investment risks increases. To compensate for this risk, investors require a higher rate of return on their investments, leading to increased cost of capital for RES investments. Before investing in a renewable energy project, investors indeed perform a risk analysis to decide whether to invest or not. If investors perceive an investment as risky, they will demand a higher fee for making capital available. The cost of this compensation – the cost of capital - must be paid from the revenues of the projects and, thus, directly influences the cost structure of the project. If the investment is perceived as risky, the cost of capital increases. Due to the capital-intensiveness of renewable energy projects, the cost of capital is a crucial element in every renewable energy investment decision and can significantly influence the business case of a project. To address these risks and, thus, lower the cost of capital, RES policies are designed to create more certainty in revenues and expenditures of RES projects. In case policies fail to address uncertainties, the increased cost of capital might cause a decrease in the number of RES projects actually realised, as only highly profitable projects will be implemented. This makes the cost of capital a crucial and decisive factor for RES investments and, subsequently, for meeting the EU 2020 RES target. The DiaCore project aims at providing an estimation of the current cost of capital for wind onshore projects across the EU and assessing the impact of policy design changes on cost of capital. According to our findings, the Weighted Average Cost of Capital (WACC) significantly varied across EU Member States between 3.5% in Germany and 12% in Greece for onshore wind projects in 2014.
