ABSTRACTIn the last ten years, Medellín, Colombia has undergone significant socioeconomic improvements and a reduction in homicides. By drawing from qualitative data collected in Medellín, this article shows how, despite these improvements, residents in the marginalized neighborhoods maintain a perception that the state is unable or unwilling to provide them with services, such as employment and order or social control. Criminal gangs in these neighborhoods appear to rely on, and even exploit, the weakness of the state, as they are able to get citizens to perceive them as more reliable and legitimate than the state. This article argues that it is important for Latin American policymakers to promote citizen engagement in the design and implementation of policies to reduce current levels of violence.

Latin America is one of the most violent regions in the world, and this is particularly evident in its many cities. While urban violence scholars and policymakers generally rely on homicide rates to measure levels of violence in urban environments, these objective indicators often do not capture its realities. By drawing from over six months of fieldwork in the Latin American city of Medellín, Colombia, this paper shows how Medellín has experienced a significant reduction in homicides, but both real and perceived violence continues to have a significant effect on residents' lives. The article contributes to the urban violence debate by highlighting its complexity in Latin America and how it is not fully quantifiable.

High levels of violence and conflict in Latin America have attracted the interests of local and international researchers to further understand how to reduce this violence and prevent current and future outbreaks. Conducting research in any environment is challenging. However, the obstacles facing not only researcher safety but also data collection methods are particularly complex in settings with high levels of violence and conflict. This article contributes to the methodological literature, as it provides reflections from two researchers, an insider from the Global South and an outsider from the Global North, each collecting data in Medellín, Colombia. It also argues the importance of collaboration between Global North and Global South researchers investigating violence and insecurity.

PurposeThe purpose of this paper is to examine the importance of adaptive methods for junior researchers undertaking research in volatile and dangerous environments.Design/methodology/approachThrough the presentation of two case studies of the authors' own experiences in the field, the authors demonstrate the way the use of adaptive methods is crucial for junior researchers to overcome unforeseen obstacles and day-to-day difficulties presented by field studies in volatile locations. Finally, the authors address the gap in the methodological literature on how junior researchers can best communicate adaptive methods in the methodology section of his/her research project.FindingsThe authors argue the importance of embedding a first-person narrative into the methodology sections of the project as a clear way for a junior researcher to demonstrate elements fundamental to the data collection experience, thereby engaging the reader with crucial aspects of the research findings.Originality/valueThe need for junior researchers to draw on a greater degree of flexibility in the field when confronted by the challenges of conducting research in volatile environments is paramount to the success of the project. The authors offer, based on the experiences in the field, pragmatic techniques to addresses some of the "messiness" of field studies that allows the researcher to demonstrate the crucial importance of adaptive methods in the doctoral projects.

This article discusses the significance of and challenges related to capturing the voices of people who are currently serving time or have served time in prison. We argue that formalising the perspectives of these individuals into policymaking through co-design processes may be an important method for enhancing program responses to rising incarceration and reincarceration rates.

Australia's National Disability Insurance Scheme (NDIS) is a substantial policy reform aiming to radically transform the design and delivery of disability services. Choice and control are key tenets of the scheme, however challenges and limitations exist with respect to inequities and difficulties posed by boundaries between the NDIS and mainstream services. People with disability who have been incarcerated are particularly at risk of experiencing these limitations. However there has been little academic exploration of these issues for this group. This paper explores whether NDIS services are readily accessible for people with disability who were formerly incarcerated, outlining some of the challenges this group encounters. The research is based on interviews with 28 stakeholders from government and non-government organisations that interact with and provide support or services to people with disability within the criminal justice system. Our findings confirm the importance of a functioning NDIS plan to help prevent some individuals encountering the criminal justice system, outlining several challenges that formerly incarcerated people with disability experience with the scheme. We conclude that ideas of choice and control are inhibited for some formerly incarcerated people with disability and highlight actions that can be taken regarding specialist support coordination, advocacy services and market stewardship to address these issues.

AbstractThe coordination of specialist with mainstream service systems is prone to role delineation and implementation difficulties worldwide. In the case of the National Disability Insurance Scheme (NDIS), this specialist/mainstream interface is complicated by federalism and funding responsibilities held by different levels of government. People with disability, especially cognitive or intellectual disability, are over‐represented in Australia's prisons. Through semi‐structured interviews with professionals working at the interface of disability and criminal justice, we explore some of these interface issues with regard to NDIS services (specialist) in prisons (mainstream). We find that policy permits some NDIS‐funded services to be delivered inside prisons, such as transition services related to a person's disability, but in practice there is significant variation in how policy is understood and implemented, leading to exclusion and service gaps. This case study shines light on longstanding debates about service coordination across organisational and jurisdictional boundaries.

AbstractResearch has consistently shown that gaining employment after release helps to reduce recidivism, but also that people who have been in prison face many barriers to finding secure employment. This article presents qualitative data from the experiences of 11 people who had been released from prison in the Australian Capital Territory. We focus on the challenges these participants encountered with obtaining employment post‐release, including not having access to suitable housing, criminal background checks, managing post‐release commitments (such as attending substance abuse rehabilitation appointments) and a lack of confidence in approaching potential employers. Consequently, we recommend that policymakers ensure that there is a dedicated specialised employment team within the custodial environment providing individualised support for both unsentenced and sentenced people, both while they are incarcerated and post‐release.

Abstract
