The essence of this thesis is a transdisciplinary exploration of value within building energy renovation projects. How it is understood, from which activities it is derived, who is responsible for its creation, how it is distributed. The temporary multi-firm configurations that coalesce to deliver such renovations are central to the research. Adopting a life cycle perspective and selecting three primary measures of success – energy savings, avoided greenhouse gas emissions and financial return – the thesis examines how achieving these objectives can be incentivised. It looks at how project success (and increased renovation market capacity) can be encouraged through delivering adequate value, in whatever shape that may take, to key stakeholders in the value chain(s) associated with buildings and their renovation. This research required understanding of both construction activities, and the groups of entities that deliver energy renovations. This is achieved through the application of a transdisciplinary methodology that combines engineering and social scientific knowledge. In addition to knowledge about the construction activities, it requires the use of methodological understandings and approaches from the human and social sciences which are used to theorise, conceptualise, contextualise, and actualise the required research. This thesis posits that these groups are fundamentally social constructs, albeit guided by 'rules' in the form of contracts or governmental regulations. Acknowledging the social nature of the configurations, the research in the thesis draws on an anti-foundationalist ontology, and adopts a social-constructivist epistemology. Accordingly, in addition to significant review of the literature, qualitative data gathering and analysis techniques are used to understand the objectives of building energy renovation projects, the nature of the groups of stakeholders that deliver them, and the workings of the value chains within which the stakeholders operate. To understand construction and related functions involved with renovation projects, the lifecycle of a building was disaggregated to identify all the various activities which occur throughout a building's life. These undertakings were then grouped into six phases of activity, which are labelled hubs of activity. This model was used to map stakeholders across the lifecycle of a building, this identification and characterisation facilitated an in-depth engagement with key stakeholders throughout the value chains that deliver building energy renovation. This engagement constituted face-to-face semi-structured interviews i.e., comprising open-ended questions which allow respondents to tell 'their story'. The interviews were recorded and transcribed to form a valuable qualitative dataset. The interview transcripts were thematically analysed as a means of understanding stakeholder interactions, determining how key stakeholders define 'value' and to exploring 'flows' through the energy supply chain, including value, practices, norms and influences. The need to develop business models for building renovation which offer adequate value (i.e., satisfice) for stakeholders is recognised, as is the imperative that key stakeholders be incentivised to align their objectives with that of the energy renovation project. Simon (1955, 1956) coined the term 'satisfice', a combination of the words satisfy and suffice, for an alternative decision-making strategy that seeks to find an acceptable choice under a limited set of considered options. Findings from the interviews are presented with an exploration of the stakeholder relationships, power flows, drivers, conflicts, and potential synergies within building energy renovation projects. These findings are then discussed in the context of configuring project delivery of building energy renovation activities, such that the interests of all (important) stakeholders are satisficed and that they are appropriately incentivised to align their objectives with that of the project and in doing so deliver successful renovation projects.

Writing in the late 1980s, Jon Fiske describes reality as "always encoded [and most especially] by the codes of our culture". The energy transition is one of the latest sets of realities that comes with its own encoded messaging and nomenclatures. Citizens are increasingly expected to actively participate in the energy domain and play their part in transitioning to low-carbon energy systems. Terms like "energy citizen" have been used to describe (the accepted forms of) this participation, typically in quite prescriptive and rather limited roles, such as active consumer and prosumer. However, as with other manifestations of citizen-consumer ideals, where the framing is presented as the embodiment of freedom, the vagueness of such terms lock citizens out of what could potentially be a transformative conceptualization for transitioning to more equitable and empowering energy experiences. This chapter will examine how under-theorized and contested concepts like the "energy citizen" are already framing our collective experience(s) of the energy transition and asks for whom is the emerging energy system designed?

Background: Every energy transition has had its winners and its losers, both economically and in terms of social justice and community cohesion. The current transition is no different given the complex, intersecting matrices of power and experience that influence the key stakeholders and actors involved. Local oppositions to the deployment of renewable energy technologies have been significantly higher than expected. In numerous instances, these oppositions have been in reaction to the disempowerment of local rights and entitlements associated with specific developments. Consequently, there is a clear need for governance structures and organisational formats that are participatory, inclusive and mindful of the lived experiences of local people. Despite the knowledge gaps and financial constraints that continue to persist, how can local communities become empowered to drive project development and meaningfully engage in the low-carbon energy transition? Methods: This paper presents a methodology for investigating citizen perceptions of the energy transition and the kinds of roles they see themselves having in its implementation. Working with six communities across five European countries (France, Ireland, Italy, Spain, and the UK), we conducted a series of iterative cross-sectional community engagements using a mixed methods approach. In addition, a number of innovative participatory action research tools were incorporated to engage citizens in co-designing their own energy transition pathways. Results: Participants expressed having restricted agency as citizens participating in the energy system. They also felt locked in to a limiting set of false choices as 'energy consumers' that do not translate into real or meaningful power, despite popular narratives to the contrary. The research also resulted in a co-designed characterisation tool to help local communities assess the energy democracy and citizen participation potential of a number of participatory business models. This article explores the implications of participation for Environmental Policy Integration (EPI), through the window of Irish energy policy, employing concepts of 'energy democracy' and 'energy citizenship'. Our analysis of a consultation process on energy policy identifies distinctive narratives, with different idealisations of energy citizens. We distil the implications of consequent, emergent institutional innovations examining imagined citi- zens, communication, participation and decision-making linked to policy. We adapt and operationalise the analytical framework of discursive institutionalism (Schmidt, 2008), using explanatory factors for EPI (Runhaar et al., 2017). Relocating the specific consultation in the wider process preceding and following its outcomes we examine the degree, and conditions under which participation advances EPI in the sector. We suggest that energy citizenship constructs and processes of energy democratisation remain highly contingent on context. Nevertheless, 'principled priority' (Lafferty and Hovden, 2003) though often involving trade-offs in practice, ought not be decoupled from processes of democratisation that may underpin its sustainability.

The transition of food-production and consumption systems to a sustainable, low carbon future presents a dauntingly complex issue, involving technical, political, social and theoretical aspects. Such a transition necessitates an exploration of new ways of production and consumption, new technologies and innovations and new regulatory and institutional infrastructures to co-ordinate the change. Appropriate sustainability assessment has the following advantages: the conceptualisation of complex system functioning; the identification of the need for multi-dimensional, strategic approaches; the development of appropriate policy responses; and the targeting and framing of action (assessment) for sustainability. The paper presents a number of key findings and directions for further research in the context of agri-food systems sustainability.

A key objective of work package 5 of the ENTRUST project has been to develop a cohesive community research environment utilising participatory action research (PAR) techniques that encourage active participant engagement in the project and the issues informing ENTRUST's intersectional, co-design programme. Establishing the creative spaces whereby stakeholders are able to identify, consider, and then deliberate on, the actions and behaviours that influence their respective participations and positionalities in the energy system and its current transition, has been essential to this approach. In addition, it was important for the research team that this was done by implementing a range of iterative, multi-scalar dialogues with participants within each of the case study communities that, in turn, also informed the team's engagements in each of the other communities when applicable. The previous two deliverables for this work package reported on how the ENTRUST team went about achieving these goals, from the selection of the communities of practice through to the reflexive feedback and analysis of the community dialogue outcomes. An important part of these activities was to ensure that an essential requirement of the project, achieving gender inclusion in the research actions, was possible. Collecting a majority male (or indeed female) perspective was considered anathema to the project's overall goals and therefore not considered an option. D5.1 Report on Community Dialogues demonstrated how the research team went about ensuring that balanced engagement did occur, in terms of gender, and discussed the suite of collaborative methods that were deployed. D5.2 Report on the Expert Feedback on Community Dialogue Outcomes dealt more specifically with an innovative research method adopted for the research communities in this project, a deliberative democracy tool known as the citizen jury, in addition to a modified Delphi-panel with experts – this was further augmented with engagements at the community level – to coproduce ...

Energy transition debates have been characterized by a strong emphasis on the technical implications of shifting away from fossil fuels to renewable energy sources, with little consideration of social contexts. This is now changing, with a growing emphasis on reconfiguring the social aspects of energy, particularly in terms of introducing more democratic processes into behavior change and energy practice engagements. This article situates itself within these debates and demonstrates the transformative potential of combining participatory action research (PAR) approaches with a modified Delphi method for understanding energy transition issues, particularly beyond forecasting instruments. There remains a dearth in literature combining the Delphi method with PAR; its application in the field of energy transitions is very innovative. PAR draws from grassroots and local-based knowledge, Delphi panels typically focus on the insights from a panel of professional experts. In combining these two approaches, to develop principles for an inclusive and just energy transition, a reflexive form of dialogue emerges that gives voice to what are often considered dissonant or mismatched perspectives. Furthermore, the experimental use of a modified Delphi panel, combined with PAR, offers a strategy to promote knowledge sharing between different groups and to counter potential communication barriers among different actors in society. This article shows how a modified Delphi panel approach is considerably enhanced by combining elements of PAR, raising the potential of Delphi panels beyond forecasting instruments, which often seek to determine the way the future "will be," toward an envisioning tool that collaboratively seeks to explore the way a low-carbon system "could be," or perhaps "should be." The development of energy transition principles, endorsed through the modified Delphi panel, offers a concrete way to enact practices of energy justice within a more democratized energy system.

Purpose– The purpose of this paper is to investigate, the functioning of value creating configurations and stakeholder interactions in networks of organisations of the retrofit industry for commercial buildings.Design/methodology/approach– A value approach was applied to develop a model of retrofit activities. A Europe wide stakeholder engagement, consisting of over 50 face-to-face interviews with key informants with energy efficiency retrofit (EER) knowledge and expertise, informed analyses on flows of both tangible and intangible value for commercial EER projects.Findings– Given the need to expand the EER marketplace, the sustainability of EER processes is as important as the sustainability of EER project outcomes. Understanding value creation in retrofit processes is crucial to successfully harnessing the available energy savings potential from the built environment.Practical implications– The increasing importance of externalities, such as carbon, means that previously unaccounted for costs are now being considered in business models. For EER projects, the challenge is to respond to this new business environment, while maintaining adequate value for stakeholders. For commercial property developers, this means a growing impetus to understand the value propositions of other EER stakeholders.Originality/value– The evaluation of value creation across business relationships such as those of the construction industry has not been conducted in a systematic manner to date. This paper provides a novel application of value analysis. Interrogating materials and monetary flows, value interactions between stakeholders and stakeholder perception of value are vital in fostering the long-term capacity of the EER sector.
