The post-compulsory education and training system in the UK has long been defined as an archetypical voluntarist model. Yet, with the election of a New Labour government in 1997, the relationship between the state as supply-side provider of skills and employers as the demanders of skills began to subtly change. An additional rhetoric emerged in skills policy that suggested a role for the state to shape higher skills demands. This instigated a move towards what is here defined by the oxymoron 'state-steered voluntarism'; an approach to the governance of skills which aimed to deliver both a demand-led skills system and a system to lead demand. Drawing on policy documents and interviews with key policy-makers, this article offers an interpretive analysis of New Labour's ideas about the nature of workplaces, and the role of the state and skills providers in response, that explains the existence of policy paradox. We find that New Labour articulated three distinct strategies for governing skills, depending on whether workplaces were perceived to have 'good', 'bad', or frankly 'ugly' skills aspirations. However, whilst this threefold skills strategy seemingly served the 25 purpose of containing multiple policy objectives and creating a graded role for state action, it was also prone to being used selectively by those with vested interests in UK skills policy (i.e. the representatives of businesses and employers and the representatives of employees and learners).

BackgroundFrom 2016 to 2018 we collaborated on a programme of work with a local authority in the South West of England around understanding diagnosis trends for children with special educational needs and disabilities (SEND). Tracking SEND is a key issue for both local and national government due to the high cost of provision and perceived increases in diagnoses prior to 2010.
ObjectiveIn this presentation we explore the use of school census data for research and commissioning in local government.
MethodsWe supplement statistical reports of SEND diagnoses from 2011 to 2017 with semi-structured interviews with individuals who inform their decision making with these and similar data. We draw on theories of narrative and causal story-telling to understand how modern statistical analysis is used as a tool to develop commissioning decisions. This includes testing narratives using data as well as data being used to inform narratives.
Early Findings and ConclusionsWe add to a growing area of literature that discusses data and statistics as subjective policy tools. Early results include the use of data as a perceived objective tool in calming emotions during commissioning negotiations. We aim to describe how these decisions are made and what this means for service provision for children with SEND.

Through participatory action research with two local statutory authorities in the South West of England, we observed the activities of identifying, integrating and analysing multiple and diverse forms of data, including large administrative datasets, to generate insights on live policy priorities and inform decision-making. We reveal the significance of both data production and policymaking contexts in explaining how big data of this kind can be called upon and enacted in policy processes.

Background:
While the rhetoric of evidence-based policymaking and practice is pervasive and persuasive, the extent to which either have been achieved is contested. Both require effective approaches to research-based knowledge mobilisation, particularly at the local level where context specificities undermine generic 'what works' claims. There has been limited research on how local processes of knowledge mobilisation happen, the practices they employ and why, and what can be learned from them.

Aims and method:
We undertook a systematic scoping review of local models of knowledge mobilisation to address these gaps in process understanding. Keywords associated with knowledge mobilisation at the local level were identified, and searches of two international databases were conducted in May 2023.

Findings:
Our review identifies three key features of knowledge mobilisation at the local level: it is relational; it involves the integration of different forms of knowledge; and it recognises the need for approaches to knowledge mobilisation to be tailored to local contexts, culture and capacity for evidence use by individuals and organisations, and at system level. Our findings advance understanding of how knowledge mobilisation at the local level can be designed to improve evidence utilisation in policy and practice.

Discussion and conclusion:
The paper highlights important gaps in current knowledge – namely a lack of understanding of the informal processes that underpin local knowledge mobilisation and of the determinants of demand for and the impacts of mobilising evidence – and it suggests ways in which future research might address these.

Abstract
Knowledge-brokering organisations (KBOs) have multiplied in the evidence–policy landscape worldwide, changing how decision-makers are accessing evidence. Yet, we still know little about their emergence and roles. This research helps to understand KBOs and their place in evidence-based policymaking by highlighting the varied work that they do, the relationships they cultivate with policymakers, the complex knowledge-brokering processes they negotiate, and how they establish their credibility in different ways. We build on boundary organisation theory and the concept of policy entrepreneur (PE) (drawn from the multiple streams analysis) to develop a better understanding of KBOs who play multiple roles. By using the PE concept, we bring a greater focus on the politics of brokering. This duality involves them in seeking to provide 'objective' evidence while simultaneously determining what counts as evidence for policy and making recommendations for political decisions.

The concept of policy advisory systems (PAS) has been applied almost exclusively at national level. This article demonstrates that it can also be employed to analyse the development and dynamics of policy advice in a subnational government. Our empirical study of the externalisation of policy advice by the Welsh Government shows that it has been shaped by distinctive historical, institutional and political factors, and its impacts are different to those reported by studies of out-sourcing national policy advice. In our case study, external policy advice was seen as complementing rather than competing with the civil service. Instead of deinstitutionalising policy advice – that is, dislocating it from the usual sites where knowledge for policy is produced – new formal routes have been established for external sources of expertise to influence policy decisions. Contrary to the findings of some previous studies, externalising policy advice has not been a centralising force. Nor has it fundamentally challenged existing assumptions and values or increased politicisation of the policy process. These findings demonstrate that the PAS concept is useful across a range of settings, not just at national level. We show that applying it to a broader range of contexts, including subnational polities, can challenge, strengthen and expand existing theories of policy advice and policymaking.

Access to reliable and timely information ensures that decision-makers can operate effectively. The motivations and challenges of parliamentarians and policy-makers in accessing evidence have been well documented in the policy literature. However, there has been little focus on research-providers. Understanding both the demand- and the supply-side of research engagement is imperative to enhancing impactful interactions. Here, we examine the broader experiences, motivations and challenges of UK-based research professionals engaging with research-users relevant to policy-making and scrutiny in the UK using a nationwide online questionnaire. The context of the survey partly involved contributing to the UK Evidence Information Service (EIS), a proposed rapid match-making service to facilitate interaction between parliamentary arenas that use evidence and research-providers. Our findings reveal, at least for this sub-sample who responded, that there are gender-related differences in policy-related experience, motivations, incentives and challenges for research professionals to contribute to evidence-informed decision-making through initiatives such as the EIS. Male and female participants were equally likely to have policy experience; however, males reported both significantly broader engagement with the research-users included in the survey and significantly higher levels of engagement with each research-user. Reported incentives for engagement included understanding what the evidence will be used for, guidance on style and content of contribution, and acknowledgement of contributions by the policymaker or elected official. Female participants were significantly more likely to select the guidance-related options. The main reported barrier was workload. We discuss how academia-policy engagement initiatives can best address these issues in ways that enhance the integration of research evidence with policy and practice across the UK.
