Since the end of the 1980s, structural changes have profoundly altered Mexico's economy and society. But has the outcome been a positive one? Dussel Peters argues that liberalization strategy in Mexico has been successful in achieving its stated, short-term aims. But in looking at fundamental issues of employment and income distribution, foreign trade, and industrial specialization—regional and overall—he demonstrates that the strategy has caused a polarization of both economy and society, creating unsustainable socioeconomic conditions.This scenario, Dussel Peters contends, is not unique to Mexico, but is relevant for other nations following similar development paths. He concludes with a discussion of alternative strategies for economic development

El artículo propone tres conceptos a fin de comprender la socioeconomía china en la actualidad: la omnipresencia de su sector público, el proceso de globalización con características chinas y la competencia entre grandes poderes; la integración de estos conceptos busca sobrellevar las limitaciones de una crecientemente descriptiva bibliografía sobre China, también en América Latina y el Caribe (ALC). Asimismo, se ejemplifican dos tendencias significativas de la socioeconomía china: el importante escalamiento de China para el caso del contenido tecnológico de su comercio exterior, y la significativa participación de las empresas públicas en la salida de inversión extranjera directa de China hacia ALC. El último apartado presenta algunas de las implicaciones de este análisis y vetas de investigación futuras.

During 2000–2019, the autoparts-automobile global value chain (AAGVC) underwent significant structural changes from a number of perspectives: micro, meso, or inter-firm relations, macroeconomic, and territorial shifts. This document will focus on recent trade debates on the "new triangular relationship" between the US–China and Latin America and the Caribbean (LAC), and Mexico, and specifically on trade in the AAGVC during 2000–2019. In addition to the discussion on global value chains (GVCs) and its implications, the document analyses in detail qualitative and quantitative global changes in the AAGVC and specifically in US imports during 2000–2019, highlighting the performance of Mexico and China in trade, tariffs, and transportation costs. Mexico's economic relationship with China has intensified substantially in the last decade. Based on an increasing literature on the overall and aggregate relationship, this analysis proposes a detailed examination of the auto parts-automobile chain, which is of utmost importance for both countries and will be significant for understanding the future trade relationship between them. In order to understand the industrial organization of Mexico and China, the article first gives an overview of the international trade and industrial organization patterns. After establishing the characteristics of Mexico's and China's legal framework, production, employment and trade, the analysis concludes with a group of proposals to improve binational co-operation. Both countries - China interested in increasing its export platform based on Chinese parts brands and Mexico supplying parts and components and providing decades of experiences in international networks - can benefit from these suggestions and overcome current tensions. The article examines how China's rapid and massive integration to the world market has posed new challenges for countries such as Mexico - and most of Latin America - as a result of China's successful exportoriented industrialization. China's accumulation and global integration process does, however, not only question and challenges the export-possibilities in the periphery, but also the global inability to provide energy in the medium term.

Chinas sozioökonomische Entwicklung in den vergangenen drei Jahrzehnten war wahrscheinlich eine der herausragenden Entwicklungen auf globaler Ebene und hat zu massiven neuen Herausforderungen für Zentrum und Peripherie geführt. Der Verfasser untersucht, wie Chinas rapide und massive Weltmarktintegration und erfolgreiche exportorientierte Industrialisierung für Länder wie Mexiko - und den größten Teil Lateinamerikas - neue Herausforderungen formuliert hat. Chinas Akkumulations- und globaler Integrationsprozess stellt jedoch nicht nur die Exportchancen der Peripherie in Frage, sondern mittelfristig auch die weltweite Energieversorgung. (ICEÜbers)
