Ukrainian Crisis – is a redefinition of polish migration policy necessary?
Difficult political and economic situation of Ukraine is quoted as the reason underlying growing inflow of the nationals of that state to Poland. The most frequently used instrument to obtain the right of stay and employment in Poland by Ukrainians is comprised by the declaration of an employer on the intention to entrust employment to a foreigner. Growth in the number of registered declarations causes a reaction of the government aimed to restrict the scale of the inflow. At the same time in the debate before parliamentary elections in 2015 the topic was addressed very rarely. In the case of migration issues, the debate was pursued around the problem of potential arrival to Poland of refugees from African states, who reached the European Union. The paper contains a statistical analysis of the scale of inflow of Ukrainians to Poland and conclusions from a review of the election agendas that emerged before the 2015 parliamentary elections in terms of account taken of migration topics. The paper also shows evolution of Polish immigration policy in the first years of 2010s. On this basis, three scenarios were presented for changes in Polish immigration policy as a result of the so-called "Ukrainian crisis".

From 2007 to 2008 Poland largely liberalised its immigration policy. This process aimed to increase the employment of foreigners in Poland with a view to supplementing the labour market shortages. The article analyses the changes in the scale of foreigners' employment that took place from 2008 to 2012, using data sourced from the Ministry of Labour and Social Policy and Social Insurance Institution. On this basis, the introduced changes and their effectiveness was assessed. Moreover the article contains recommendations which, if carried into effect, might result in increased effectiveness of Polish migration policy.

Die weltweite Finanzkrise, die 2007 begonnen hat, wirkte sich bald auf die Arbeitsmarktsituation der einzelnen Staaten aus und legte die Schwächen der von ihnen jeweils betriebenen Arbeitsmarktpolitik bloß. In den Jahren 2008–2011 kam es in praktisch allen hochentwickelten Staaten der Welt zu einem Anstieg der Arbeitslosigkeit sowie zu einem Rückgang der Zahl der Arbeitsplätze. Erstmals seit längerer Zeit war die Zahl der neu geschaffenen Arbeitsplätze wesentlich niedriger als die der abgebauten. Besonders stark waren zwei soziale Gruppen von der Arbeitslosigkeit betroffen, Jugendliche und ältere Menschen. Sie vor allem sind die Leidtragenden der gegenwärtigen Wirtschaftsentwicklung.

Poland has traditionally been treated as an emigration country. Since recently Poland has been changing into an emigration-immigration country. The latter, namely immigration, was boosted by the European Union membership and by stable and strong growth of the country. In the last years, immigrants have started to play an important role in the Polish labour market, which creates an additional challenge for the institutional structure. At the same time the institutional framework for receiving immigrants, especially integration policy, has not been fully developed yet. It is addressed only to refugees and is provided mostly by NGOs who run various integration programmes (most often focused on providing language courses). Public expenditure on integration policies has recently increased. However, data on immigrants, integration in immigration policy and also its analysis are still scarce. In this paper we try to present and discuss the available information on immigration to Poland and instruments of integration policy in the context of the existing institutional framework. We propose also recommendations for the pre-integration and integration policy in Poland. The goal of the paper is modest since it is hardly possible to apply more sophisticated methods given the limited availability of information.
