The importance of non-governmental organisations (NGO) in farming development has been assessed and discussed for a long time in developing countries. The on-going debate in Europe on urban food provision and urban food governance is currently reshaping farming policies, in a more global framework of smart cities, sustainable and inclusive growth. New actors emerge in this debate, like local public authorities and NGO. The participation of the latter has been red as a way towards a more participative democracy, an opening of the public realm to civil society, the introduction of new imaginations for the definition of public goods and for the formulation of local policies. Nevertheless, some authors advocate for a less mechanical view of the effects of NGO participation in public policies, by taking into account the relationships of these actors with the other actors of the local governance. Following this approach, we intended to understand and categorize civil society involvement in the local policies supporting urban and peri-urban farming in Toulouse urban area, the 4th French city. This urban area is one of the case study of the Era-Net Ruragri Taste project. First, an inventory of local actions to support farming was made, on the basis of previous knowledge and its actualization by press review, web browsing and interviews. Then, these actions were classified according to a smart growth grid elaborated in the WP3 of the Taste project. On a selection of these local actions, qualitative interviews were made to gain understanding in NGO participation, their own construction of the public goods they help shaping, and their relationships with public actors and public action. The results show an enhanced participation of NGO and, more largely, civil society representatives, in the local public realm, advocating for new ideas for the presence of farming in and around the city. It also demonstrates a variety of participation forms in public action, according to the economic dependency to public institutions and the technical profile and competency of the NGO. In conclusion, this communication presents a reflection on the local governance for farming maintenance in urban areas, introducing a complementary view to the more common focus on private-public partnerships.

National audience ; Dans cet article, nous décrivons 3 projets dans la province de Buenos-Aires, en Argentine, qui visent à préserver ou à implanter une production agricole en ville ou autour des villes. Nous montrons leur diversité et les logiques qui leur sont sous-jacentes en termes de développements agricole, social et urbain. Nous nous interrogeons particulièrement sur la façon dont ces logiques de développement sont articulées dans les projets d'agriculture urbaine et périurbaine, afin d'étudier comment de telles articulations peuvent se construire entre, d'une part, des institutions qui promeuvent une production agricole et, d'autre part, des institutions qui portent un projet de ville- tacite ou explicite- dans leurs domaines de compétences.

National audience ; La territorialisation de l'agriculture désigne la construction d'un rapport étroit entre l'activité agricole et les caractéristiques du territoire, en lien avec les autres activités présentes. Ce processus de construction s'appuie sur un ensemble d'interactions locales d'ordre économique, social et politique. Cette territorialisation contribue à construire des ressources matérielles et immatérielles (telles que les connaissances) et des biens spécifiques au territoire ; elle contribue notamment à la définition de terroirs. La territorialisation de l'agriculture renvoie à des processus d'apprentissage collectif, de gouvernance et d'institutionnalisation qui permettent et légitiment cette production locale de biens et de ressources. Through various international study cases, this paper presents theways of implication agriculture in urban management projects. In these projects, the arena of decisions changes with new stakeholders and new concertation procedures. At first, we will present how the multifunctionality of urban and periurban agriculture is recognized and what is the legitimacy of this type of agriculture in local public policies. In a second part, we will present the translation of urban agriculture functions in town planning documents. In the last part of this paper, we will present the different stakeholders involved in those projects, focusing on the agricultural institutions. ; La reconnaissance de la multifonctionnalité de l'agriculture et sa mise en œuvre explicite dans des projets de développement (urbains ou agricoles) se traduit par des changements dans la gouvernance de ces projets. Cet article propose un cadre théorique qui permet de rendre compte des transformations du conseil, d'appréhender les changements en agriculture et d'identifier les enjeux en termes de compétences et de formation des conseillers agricoles. Aujourd'hui le conseil agricole se situe au carrefour entre développement sectoriel et développement territorial : en effet l'activité des producteurs agricoles, insérée localement dans les territoires, doit s'articuler avec l'activité d'acteurs extérieurs au secteur agricole. Notre réflexion repose sur une nouvelle conceptualisation de « l'activité agricole ». Au-delà des aspects productifs et technico-économiques, nous prenons en compte les dimensions culturelles et politiques de cette activité vue comme une activité locale et quotidienne. Ce cadre théorique met au centre de l'analyse la manière dont cette activité agricole s'exerce et s'insère dans des actions collectives. Cette conceptualisation est ici mise à l'épreuve à travers plusieurs études de cas en France, ce qui permet d'identifier trois grandes tendances : i) le conseil agricole intègre de plus en plus une dimension territoriale ; ii) le « public » du développement agricole se diversifie au-delà des seuls agriculteurs professionnels ; iii) les agents du développement agricole travaillent de plus en plus avec les autres agents des secteurs non agricoles. Aborder l'activité agricole en insistant sur son caractère situé nous permet ainsi de traiter la question des compétences des agents de terrain, et notamment celles d'accompagnement de l'action collective en situation qui est l'un des aspects les plus sensibles à ces changements et un enjeu majeur en termes de formation de ces agents. ; This paper provides a framework for analysing the undergoing changes in agricultural and rural development. As a result of these changes, agricultural extension is faced with the challenge of standing at the crossroads between sectorial development and territorial development, which is the issue analysed herein. This paper contributes to a new conceptualization of agricultural activity, reaching beyond its technical, economic, and productive aspects so as to include cultural and political factors, as well as the spatial and time dimensions related to local and daily life activities. This leads to the establishment of a new approach to agricultural changes and their facilitation and of public policy guidelines, which places collective actions, together with their situated dimensions, purposes, and knowledge, at the heart of the analysis. The subsequent conceptual framework has been tested in a number of French studies, initial results of which can be synthesized as showing three major trends: territorial factors are progressively being integrated into agricultural advice, including traditional farming sectors; the public and the objects of agricultural extension are diversifying; extension agents need to cooperate with the development agents of non-agricultural sectors. All in all, the skills of the extension agents, and their ability to facilitate collective actions, are the most sensitive issues brought about by these new challenges.
