The history of modern Bosnia-Herzegovina (BiH) is a history of referenda. The referendum as a tool to shape the political fate and future of a particular society has seemingly always been an integral part of the Bosnian past. The first two referenda in Bosnia-Herzegovina at the beginning of the so-called "democratic era" following the dissolution of the former Yugoslavia marked the beginning of a period of war and violence in the country. The referendum in November 1991, organized by the Serbian Democratic Party (SDS) and asking participants about the status of BiH within the Yugoslav federation, was the first step toward the formation of Republika Srpska (RS). On the other side, the referendum in March 1992 about the question of independence of Bosnia and Herzegovina from Yugoslavia, which was attended by Bosnian Muslims and Croats and boycotted by the Serbs, plunged Bosnia into war.

Die EU übernahm mit dem Ende des Krieges im Kosovo im Jahr 1999 eine zentrale und zugleich sehr schwierige Rolle im Rahmen des massivsten internationalen State- und Nationbuilding-Einsatzes im Balkan. Im Zuge der Verhandlungen über den Status des Kosovo, die in den Jahren 2006 und 2007 durchgeführt wurden, wurde für die nächste Phase des internationalen Engagements eine entscheidende Rolle für die EU festgelegt. Die EU sollte jene Organisation sein, die nach der Lösung der Statusfrage die UNMIK ablösen und die neue - europäische - Phase in der Entwicklung des Kosovo einleiten sollte. Im Rahmen der so genannten "konditionierten Unabhängigkeit" des Kosovo sollte die EULEX den Rechtsaufbau vorantreiben. Das schlussendliche Ziel sollte der Beitritt zur EU sein. Der Beitrag skizziert den Verlauf des Einsatzes der EULEX von 2008 bis 2010 und unterzieht diesen einer kritischen Analyse. (ICB2)

Um die Prozesshaftigkeit der Entwicklung und des Wandels von Religiosität wahrnehmen zu können, ist es zielführend, so die These, zwischen Religion als Gesamtheit von Glaubensaussagen, Ritualen, kultischen Handlungen, Vorschriften und normativen Geboten auf der einen Seite sowie Religiosität als subjektiver und individuell ausgeübter Religion, welche die persönliche Bindung, das persönliche Verständnis und die eigene Interpretation zum Ausdruck bringt, auf der anderen Seite zu unterscheiden. Religiosität ist Ausdruck eines dynamischen Prozesses. Die Bedeutung von Religion für junge Muslime in Europa ist durch diesen dialektischen Prozess determiniert. Es geht einerseits um die Frage, wie religiöse Einstellungen die Lebensformen und Werte beeinflussen, und andererseits darum, welche Rahmenbedingungen welchen Einfluss auf religiöse Orientierungen ausüben. Der Verfasser plädiert für eine Sichtweise, in deren Vordergrund die Fragen stehen, unter welchen Rahmenbedingungen sich Religiosität auf welche Weise entwickelt, warum sich junge Muslime in bestimmten Lebenssituationen für das eine oder andere religiöse Milieu - etwa die Hinwendung zu einer orthodoxen oder sogar fundamentalistischen oder aufgeklärten Form der Religiosität und deren korrespondierenden Lebensweisen - entscheiden und welches die Determinanten dieser Entscheidung sind. The article puts forth that, rather than pursuing a unified policy towards Kosovo, politicians in Bosnia have seen Kosovo's unilateral declaration of independence in light of their own divergent, ethnopolitical interests. The mamprotagonists in this are the prime minister of the Republika Srpska, Milorad Dodik, and the Bosniac prime minister Haris Silajdzic; yet the Bosnian Croats have contributed their part as well. All three state-constituent groups have pursued nationalist, if not secessionist tendencies, further weakening the already troubled Bosnian statehood. Adapted from the source document.

While the world is primarily looking at Kosovo & Serbia & Montenegro, Bosnia-Herzegovina is entering a crucial phase in its post-war development. Shortly before the general elections in October 2006 there are some burning issues on the agenda, i.e., constitutional reforms, economic & social development & the question of the EU-integration. Ten years after the war it is also time to ask whether or not Dayton has failed, & which changes should be introduced in order to overcome the current political & economic problems & move beyond Dayton towards Brussels. This article provides a critical analysis of achievements & shortcomings of the Dayton-era, & tries to identify the major challenges Bosnia & the international community will face in the context of Europeanisation in the months & years to come.
