Innovationspolitik konzentriert sich traditionell auf die Erstellung von Innovationen und somit auf die Angebotsseite. In Deutschland und Europa ist erst in jüngster Zeit eine neue intensive politische Diskussion über Innovationspolitik in Gang gekommen, die die Blickrichtung umkehrt und an der Nachfrage nach Innovationen ansetzt. Dieser Band untersucht erstmals, wie der Staat die öffentliche und private Nachfrage systematisch zum Stimulieren von Innovationen nutzen kann. Ein erster Teil diskutiert die theoretischen Argumente für und wider nachfrageorientierte Innovationspolitik und entwickelt eine eigene Typologie. In den empirischen Analysen des Hauptteils werden zunächst nachfrageorientierte Ansätze im Vereinigten Königreich, in den Niederlanden, Schweden, Finnland, den USA und Deutschland in deren allgemeine Innovationspolitik eingeordnet und die verschiedenen Typen von Maßnahmen im Detail untersucht. Einzelne besonders effektive Ansätze in den Bereichen Energie, Biotechnologie sowie Informations- und Kommunikationstechnologie werden vertieft diskutiert. Der Band schließt mit zahlreichen Überlegungen, was sich aus den vielfältigen empirischen Befunden für die Konzipierung moderner Innovationspolitik lernen lässt.

Die Bedeutung der Nachfrage für Innovationen wird weithin unterschätzt. Empirische Untersuchungen belegen aber, dass die Signale des Marktes an die Hersteller von Innovationen und die Bereitschaft des Marktes, Innovationen aufzunehmen, für die Erstellung und Diffusion von Innovationen wesentlich sind. Gegenstand und Ziel der Untersuchung Die Leitfrage des ersten TAB-Politik-Benchmarking »Nachfrageorientierte Innovationspolitik« war deshalb, wie der Staat über die Stimulierung der Nachfrage dazu beitragen kann, Innovationen anzuregen und die Diffusion von Innovationen zu beschleunigen. Mit anderen Worten: Welches sind die Möglichkeiten und Grenzen nachfrageorientierter Innovationspolitik? Nachfrageorientierte Innovationspolitik wird dabei verstanden als die Gesamtheit der Maßnahmen der öffentlichen Hand, die an der privaten oder staatlichen Nachfrage nach innovativen Produkten und Dienstleistungen ansetzen, um die Entwicklung, Markteinführung und Diffusion von Innovationen zu identifizieren und zu beschleunigen. Ziel des Projektes war es, Erfolgsfaktoren für eine an der Nachfrage ansetzende Innovationspolitik zu definieren und Handlungsoptionen für eine nachfrageorientierte Politik abzuleiten. Zu diesem Zweck wurden – international vergleichend – Konzepte und Praxis nachfrageorientierter Politik in ausgewählten Ländern, ferner Instrumente in Politik- und Technikbereichen sowie schließlich regulatorische Instrumente zur Förderung der Nachfrage nach innovativen Produkten und Dienstleistungen identifiziert und analysiert. Ergebnisse Der abschließende Bericht ordnet zunächst die nachfrageorientierte Innovationspolitik konzeptionell ein und präsentiert eine Typologie nachfrageorientierter Politikinstrumente. Daran schließt sich eine vergleichende Analyse nachfrageorientierter Instrumente in den Ländern Vereinigtes Königreich, Niederlande, Schweden, Finnland, USA und Deutschland an. Die Instrumente der nachfrageorientierten Innovationspolitik zeigen einige wichtige Defizite. Durch die Kombination mit einer fachpolitischen Perspektive kann die Wahl und Ausgestaltung innovationspolitischer Maßnahmen zielgenauer erfolgen.

This paper discusses an increasingly important, yet challenging development, the international coordination of nationally rooted policies or funding schemes to support international collaboration in science and technology (S&T). It conceptualizes ways in which government ministries or agencies can realise synergies when it comes to supporting international activities of their researchers. Although the principles developed for international coordination can be generalized, it is set in the context of the European Research Area (ERA). Existing conceptual and empirical analysis has shown that coordination of policy to foster international S&T collaboration is by and large rather poor even domestically. The paper argues that international coordination of national policies for international S&T collaboration meets an additional set of challenges that need to be tackled systematically. The conceptual considerations presented in this chapter can lay the basis for an analysis of current coordination activities. They can, however, also be utilised to design systematic coordination schemes for policies geared towards international collaboration as they provide the major elements of strategic approach for such an international coordination approach.

The paper discusses demand and demand conditions for innovation as well as demand based policies for innovation in the context of the EU CEE countries. Far from regarding demand policies as a simplistic silver bullet, this paper argues that the EU CEEC catch up process could potentially be accelerated through a more explicit and systematic orientation towards demand for innovation - rather than focusing on supply side conditions. This could at the same time be linked to a better satisfaction of needs of the society and industry alike. The main argument of the paper is that institutional adaptations and a policy mix that tackles the bottlenecks of demand for innovation and supports the articulation of demand can link modernisation of the economy and the public services with innovation impulses for the EU CEEC economies and contribute to a tailored catching up process. The paper first introduces the current wider context of demand based innovation policies at EU level, presents a conceptualisation of demand based innovation policy and introduces a typology of demand measures. In its empirical section, it starts with the EU CEEC innovation capabilities as a context for demand based innovation policies and argues that our current understanding of the innovation capabilities and conditions fall short when it comes to capture the demand side. The core of the paper discusses some alternative variables to map demand conditions in the EU CEEC and links this discussion with concrete policy challenges. Subsequently, for the sake of illustration, the paper summarises the (still very poor) policy trends towards including the demand side in policy design and implementation in the EU CEE countries. This is illustrative, the paper does not and cannot claim to analyse all demand dimensions in existing policies. The paper finishes with policy challenges and gives a set of policy recommendations to move towards a broader, more balanced mix of policies better suited to tackle the specific situations in the EU CEEC.

The transformative turn of innovation policy has resulted in calls for a more entrepreneurial and directional role of the state. However, the multiple roles that the state might play in such processes remain underexplored. This paper studies the embedded role of the state in four distinct modes of governance in socio-technical systems. Using a three-pillar analytical model, the paper examines four illustrative cases: cryptocurrencies, smart cities, automated vehicles, and nuclear power. The paper identifies 13 different roles of the state, indicating relevant variation across the four modes of governance. We discuss whether some roles of the state are more transformative than others, and provide clues for policy implications, and a future research agenda. The concept developed in the paper contributes to a more differentiated understanding of the transformative roles of the state.
