Abstract
Discussion of Taiwan's identity usually focuses more on its domestic identity in terms of a dichotomy between Chinese and Taiwanese identity than its regional identity. But the New Southbound Policy provides space to discuss Taiwan's regional identity due to its emphasis on Taiwan's relations with its southern neighbours. Adopting a constructivist perspective of International Relations, this article explores the construction of Taiwan's regional identity and the influence of Taiwan–Southeast Asia relations. I point out two key findings: (1) Taiwan's changing perception of Southeast Asia is critical for the construction of Taiwan's regional identity, including this region as a 'significant other' for Taiwan's role identity; and (2) Taiwan's regional identity under the New Southbound Policy integrates both personal and role identities, and covers both domestic and regional dimensions.

The 2019 Indonesian general election provides an interesting platform to study coattail effects considering the fact that the presidential elections were held concurrently with the three levels of the legislative offices including the national, provincial, as well as regency and city. Moreover, the multi-party system practiced in the country allows the influence of the party's position on several aspects of the coalition including the origin, old and new members, as well as new parties. Therefore, this study estimates the presidential coattail effect on the 2019 election by analyzing the relationship between presidential candidates and party vote share at three tiers of legislative elections. It also indicates the different effects of each party at every level of the legislative election with a decreasing trend from national to provincial, regency and city. The results showed several critical points which include (1) the presidential coattail effect occurs differently for parties at each level of the legislative election but most of them experienced decreasing trend from upper to lower level, (2) incumbency is not a guarantee that the coattail effect occurs equally among all members of the incumbent coalition, (3) origin party in the incumbent and competing coalitions experienced different level of effect, (4) party's history or track records in the coalition might influence the coattail effect, and (5) the presidential coattail effect is critical for the new party to gain support, specifically when it has no prominent figures. This article discusses EPT in political science research in three explanations, namely characteristics, strength-weakness, and challenges. EPT has four critical characteristics, i.e., deductive, empirical, theoretic-methodologist, and replication.EPT, as part of the empiricism approach, covers scientific elements (Hypotetico-Deductive) and theoretical-methodological elements. It also allowsreplication., where it can be applied to case-comparison at one theoretical building. However, Formal Model (FM) scholars criticize EPT since it too adopts natural science models. It also depends on the data to provethe relationship or influence between variables in the hypothesis. Nevertheless, the relations do not reflect the causal inference. Nonetheless, EPT contributes significantly to the development of political science research, and replication can be used to build new theories, at least the case comparisons.

Chinese Indonesian still becomes an issue in the Indonesian democracy and there are many publication in books about Chinese Indonesian issues. They are not only just share information but also indicate as respons to political change. This article discusses about the development book publication or literature on the issue of the Chinese Indonesian community in the post-reform Indonesia. It focuses to the topic of the content of the books. This research was qualitative research with the library research method. Data obtained from observation to books about Chinese Indonesian and analysed by the content analysis method. The results of this study indicate that there is development of topics about the Chinese Indonesian issues. At the beginning of the reform in 2000 until 2005, they much-discussed about discrimination, conflict and anti-Chinese sentiment, identity and culture. While the post 2005, the topics become more diverse, covers culture (art, food, tradition, literature, religion, architecture, etc.), identity, biography, history, role in Indonesian society and new issue such as women's issues. It at least shows two important points. First, it shows the self confidency from Chinese Indonesian community to show themselves as part of Indonesian nation. Second, it shows some identity expression like political, cultural, Chinese diaspora, local Indonesia and religion identity.

The cooperation between East Java province of Indonesia and Osaka Prefecture of Japan is one of the oldest sub-national or local government's international cooperation in both countries. The cooperation has been growing both in scope of fields and areas. From East Java perspective, the cooperation should to be more intensive on investment and workers capabilities, while Osaka views that the increasing of human resources is important point. Both of local government agree that their cooperation is important as the back-bond of Indonesia-Japan bilateral relations, and the focus on trade and economy should to be expand. Small Medium Enterprises (SMEs) is one of the priority of them now. But, they also face the challenges in the infrastructure and clear information provided. The involvement of local government under provincial/prefectural level and non-government actors including universities and NGO is needed and synergized with the cooperation.

This paper discussing the comparison of Korean Pop Culture and Japan Pop Culture to the youth in Malang.One of the important of this research is about public diplomacy using pop culture which creating many fans and lovers. The main purpose of the research is to show how the globalization in culture has influencing the youth in developing country like Indonesia. Malang is one of the city that have many K-Pop lovers and J-Pop lovers. This research is qualitative and using depth interview to get information from the participant as the member of the pop lovers. The result shows that both Korea and Japan's government have role on their public diplomacy by using this pop culture. They are often held the events like competition on music, dance and another shape of pop culture. J-pop has more focus on the animation (anime), cartoon (manga) and costume-player (cosplay). Whereas K-pop has more focus on the drama movie and music. From observation to the pop lovers, the J-pop lovers is more creative because they have a challenge, especially for cosplay to create their own costume to the competition. But for K-pop, they are more focused to learn and imitate the dance style of the Korean artist. But, both of them have significant influence to the options for the university students in Department of International Relations, University of Muhammadiyah Malang to choose Japanese and Koreans as their subject as the third language after Bahasa Indonesia and English.

ASEAN Community 2015 still needs many preparations for its implementation. Southeast Asian peoples should prepare their change of mind to view their regional organization. The epistemic community had significant roles to creating network and work together inside their fields and make spillover effect to public. ASEAN Moslem Community is one of the ideas which can support the community on 2015. This organization is not only establishing a network for cooperation, but also it will contribute for conflict resolution in this region relate with moslem issues. This community will play roles as one of multitrack diplomacy for conflict resolution. As Non Governmental organization, this community will have flexible on its activities and relatively can be accepted by the people. But, it should to consider as a neutral community in some conflict or it will lose its credibility.

Abstrak Otonomi daerah membawa peluang bagi pemerintah daerah untuk mengembangkan potensi daerah ke ranah internasional melalui aktivitas paradiplomasi. Paradiplomasi adalah aktivitas diplomasi yang dilakukan oleh aktor selain pemerintah (pusat) termasuk pemerintah daerah. Namun permasalahan yang dihadapi adalah kurangnya kemampuan dan pengetahuan dalam menggunakan potensi daerah menjadi daya saing internasional. Maka diperlukan sebuah konsep yang di sebut dengan entrepreneur government yang mencoba mengubah paradigma dari monilistic bureucratic government menjadi entrepreneurial competitive government yang mengharuskan pemerintah daerah mengubah dirinya menjadi pemerintah daerah yang berorientasi kepada pelanggan (customer-driven government) dan bertanggungjawab (accountable government) kepada seluruh stakeholder-nya secara berimbang. Penelitian ini merupakan penelitian kualitatif dengan metode studi pustaka. Hasilnya adalah dengan entrepreneur government maka akan terjadi sinergi segitiga antara pemerintah daerah, masyarakat dan perguruan tinggi dimana pemda akan mampu memetakan, mengelola dan mengembangkan potensi daerahnya yang berdaya saing dalam prinsip kewirausahaan yang bertanggungjawab. The new democratic political system in Indonesia recognizes Indonesian-Chinese as part of the national building. In the post-Suharto era, they are enjoying their cultural identity including freedom of press and freely to use their mother language. In fact, they were still develop their identity inside Indonesia as the multi-cultural country. The magazine called China Town is one of the Indonesian-Chinese Community Magazine. The magazine is not merely as the media which periodically reporting Indonesian-Chinese activities and opinions, but also as the representation of their existence and also identity. This article attempts to measure the role of the magazine particularly concerning on the identity issues. Specifically, this research will examine to what extent the China Town magazine achieve the objectives in terms of media coverage in order to develop and strengthen their identity? This is a qualitative study with content analysis. The empirical data found that, the China Town magazine have attempted tries to convince that Indonesian-Chinese is part of the Indonesian nation, as the Indonesian identity, and they are not exclusive as well as homogenous community. However, the magazine have also expressed and emphasized that Indonesian-Chinese were part of Chinese diaspora. It portrays that the magazine gave a balance information between Indonesian mainstream media and Chinese news.
