The work analyses the legal situation of the provinces of Neuquén and Río Negro after recognition of their regulatory capacity for state responsibility. To that end, it first examines the current situation in the absence of local legal rules to address the issue, and then set out the constitutional directives to be taken into account when the new legislation is sanctioned.
