ABSTRACTThe present note evaluates the performance of firm fixed effects as a productivity measure when identified from wage regressions with two‐way fixed effects in matched employer‐employee data. This setting is frequently applied to study the matching between workers and firms. Exploiting wage and production data from a large administrative German data set, I find that the correlation between firm fixed effects (FFE) and total factor productivity is close to zero. Once TFP is used, the matching pattern is positive assortative, whereas the two‐way fixed effect technique yields the opposite result.

Abstract Since the imperial era, the number of municipalities in Brazil has risen continually and substantially. These changes in the delineation of spatial units pose a difficulty for any research that intends to use regional data from different years. The present paper develops a routine for the generation of time-consistent 'Minimum Comparable Areas' (AMC) for any arbitrary sub-period between two census years in the range between the first and last demographic census 1872-2010. It relies on recently compiled material by the Brazilian Institute for Geography and Statistics (IBGE). The corresponding Stata code is provided in the Appendix of the paper. Thus, the developed AMCs are immediately accessible and enable long-term panel studies with regional data.

RésuméLes auteurs font appel à l'apprentissage profond et au traitement du langage naturel pour construire des indicateurs de compétences et de distance professionnelle comparables entre pays, qu'ils utilisent pour produire des faits descriptifs sur les transitions professionnelles et la distribution des salaires au Brésil. À partir de données sur l'ensemble des contrats de travail formels conclus entre 2003 et 2018, ils constatent que les travailleurs mobilisant surtout des compétences cognitives non routinières sont mieux lotis en termes d'emploi, de salaire et de transition professionnelle. Ils observent des signes de progrès technologique biaisé et de polarisation de l'emploi après la crise économique brésilienne de 2014.

This article introduces two methods to derive internationally comparable skill and occupational distance measures based on machine learning and natural language processing techniques. We apply these measures to produce descriptive facts about employment transitions and workers' wage distribution in Brazil using all formal labour contracts registered in the period 2003‐18. Our findings indicate that workers who use non‐routine cognitive skills intensively are better off in terms of employment, wages and switching occupation. Overall, we observe signs of routine‐biased technological change and employment polarization following the Brazilian economic crisis of 2014.

ResumenEn este artículo se presentan dos métodos para obtener medidas de calificación profesional y distancias ocupacionales de comparabilidad internacional, basados en técnicas de aprendizaje automático y de procesamiento del lenguaje natural. Con estas medidas se generan hechos descriptivos sobre las transiciones laborales y la distribución salarial en el Brasil, tras analizar todos los contratos de trabajo formales registrados en el periodo 2003‐2018. Los trabajadores que utilizan intensivamente competencias cognitivas no rutinarias obtienen mejores resultados en cuanto al empleo, los salarios y el cambio de ocupación. Tras la crisis económica brasileña de 2014, se observan indicios de cambio tecnológico con sesgo de rutina y de polarización del empleo.

Abstract The present paper distinguishes how the type of bank that provides loans is related to GDP per capita in Brazilian municipalities between 2007 and 2016. A unique data set allows us to discriminate between the effects of credits operated by either private or public commercial banks, and loans provided by the national development bank BNDES either directly or indirectly through accredited financial institutions. Using the system GMM estimator, we find that credit from public commercial banks has the highest effect on economic growth but it is concentrated in the most populated municipalities. Moreover, indirect BNDES loans show a robust and significantly positive relation to local GDP given that this lending facility especially targets firms in small, credit constrained regions, and it was provided non-cyclically.
In Asien entsteht eine neue Freihandelszone, und auch Lateinamerika plant den Abschluss eines Handelsabkommens. Führt der Aufstieg der neuen Wachstumsmärkte zu einem neuen Kräfteverhältnis auf dem Weltmarkt und einer Verschiebung des Schwerpunkts des Welthandels? Für Barbara Dluhosch, Helmut-Schmidt-Universität/Universität der Bundeswehr Hamburg, besteht kein Zweifel daran, dass sich die Wachstumspole der Weltwirtschaft in den letzten Jahren verschoben haben. Der verstärkte Wettbewerb der Wirtschaftspolitiken könne heilsame, da disziplinierende, Wirkung entfalten. Zwar seien die wirtschaftspolitischen Prioritäten je nach Entwicklungsstand der Wirtschaftsräume unterschiedlich, jedoch spreche die bisherige Erfahrung dafür, dass mit dem Einkommen auch die Nachfrage nach z.B. Umweltschutz und besseren Arbeitsbedingungen zunehme. Insoweit habe der Wachstumsprozess sein Erfreuliches. Die sich vollziehende Verlagerung ökonomischer Macht vom bisherigen Kraftzentrum der Weltwirtschaft, Nordamerika, Europa und Japan, auf die sich dynamisch entwickelnden Volkswirtschaften in Asien und Lateinamerika ist auch für Michael Pflüger und Philipp Ehrl, Universität Passau, evident. Es gehe dabei um die Ablösung des Washington-Konsensus, in dem der dominante Einfluss der Vereinigten Staaten auf die weltwirtschaftlichen Institutionen zum Ausdruck kommt. Bei allen anstehenden Fragen solle nicht übersehen werden, dass von den neuen Wachstumsmärkten nicht nur Bedrohungen, sondern auch Chancen ausgehen. Die Verlagerung der Gewichte auf der Welt bietet nach Meinung von Volker Treier, Deutscher Industrie- und Handelskammertag (DIHK), Berlin, Chancen für die Weltwirtschaft: Mehrere starke Zentren reduzieren die Abhängigkeit und befördern den Wettbewerb. Die neue wirtschaftliche Bedeutung Asiens und auch Lateinamerikas bedeute aber nicht, dass die dortigen Mächte schon stark genug seien, um den globalen wirtschaftlichen Ordnungsrahmen sichtbar zu prägen.
