Wahlen in Russland entsprechen nicht den Standards demokratischer Mehrparteienwahlen. Das Regime bedient sich regelmäßig und in umfangreichem Maß eines Menüs autoritärer Wahlmanipulationen. Die Möglichkeiten der Digitalisierung stellen in diesem Kontext ein zweischneidiges Schwert dar. Einerseits wird durch digitale Stimmabgabe ermöglicht, Wahlbetrug zu verschleiern. Andererseits können auch oppositionelle Kräfte digitale Mittel nutzen, beispielsweise um Unregelmäßigkeiten im Wahlprozess zu dokumentieren. Die Gouverneurswahlen 2022 und 2023 demonstrieren, dass derzeit das Regime die Oberhand in diesem digitalen Kräftemessen behält.

Autocrats utilize (nominally) democratic elections, to claim procedural legitimation. To secure their political survival in these elections, they have an extensive menu of manipulation at their disposal. These manipulations are not only addressed at contestation but also inclusiveness of the elections. Although autocrats formally claim universal suffrage, informal restrictions and practices are implemented. Analyzing elections held between 1970 and 2020 in electoral autocracies, I find empiric evidence for strategic adjustments of suffrage rights as a response to electoral contexts.

AbstractCompetitiveness in electoral authoritarian regimes is compromised by management of the electoral arena through various kinds of manipulation. This study links two dimensions of competitiveness, namely fairness and contestation. We analyze the regional heterogeneity of both dimensions for Russian gubernatorial elections held between 2012 and 2019. To assess competitiveness, we use crowd-sourced electoral observation reports and data from the Central Election Commission. Our analysis reveals significant regional variation in both dimensions. Nevertheless, opposition victories are rare and only occur in exceptional cases. Low levels of electoral malpractices seem to be a necessary but not sufficient condition for close election results. Windows of opportunity for the opposition arise only if the regime misperceives the closeness of the race and if the opposition nominates prominent candidates. Overall, these findings shed light on the complex factors influencing the competitiveness of elections in electoral authoritarian regimes like Russia.

AbstractOnly few studies have investigated the link between the heterogeneity of non-democratic regime types and environmental protection. This study disaggregates authoritarian regimes and identifies four patterns of environmental performance. Using 16 indicators of environmental performance, autocratic subtypes such as royal dictatorships, military dictatorships, hegemonic autocracies, and competitive authoritarian regimes are compared and contrasted with democracies. The results demonstrate that a democracy advantage in the protection of the environment, as many former studies find it, typically cannot be confirmed for all autocratic subtypes. We rather detect a quite manifold picture when the variety of authoritarianism is taken into account.

Electoral turnout as an indicator of political participation, political equality and, thus, democratic performance is one of the most important variables in the study of elections. While numerous studies have contributed to the explanation of electoral turnout, the picture is still incomplete. Notably, a variable which pertains to the core of elections, the competitiveness of electoral races, is not fully understood yet. We contribute to filling this gap by accounting for different effects of competitiveness in democracies and autocracies, as well as against the background of varying institutional settings. Our analyses suggest that vote margins are a suitable measure of competitiveness, but only in democracies with plurality or majority electoral systems. Ex ante measures of competitiveness capture the concept of competitiveness more comprehensively and are applicable across electoral systems and regime types.

Seit 2007 prekarisiert das Wissenschaftszeitvertragsgesetz Arbeitsbedingungen und Berufsaussichten des akademischen Mittelbaus: Das Gros der Wissenschaftler:innen hangelt sich von einem befristeten Job zum nächsten, und wer nach zwölf Jahren keine feste Stelle hat, fällt endgültig aus dem System heraus. Als 2021 ein Video des Forschungsministeriums in den Fokus gerät, in dem am Beispiel der fiktiven Biologin "Hanna" die vermeintlichen Vorzüge des Gesetzes gepriesen werden, lancieren Amrei Bahr, Kristin Eichhorn und Sebastian Kubon den Hashtag #IchBinHanna. Binnen weniger Stunden machen zahllose Wissenschaftler:innen ihrem Ärger Luft. Sie schildern die Auswirkungen der Prekarität auf ihr Leben, berichten von Überlastung und Depressionen. Die Medien greifen das Thema auf, und "Hanna" schafft es wenig später sogar in den Bundestag. In ihrer Streitschrift legen die Initiator:innen dar, welche Folgen das "WissZeitVG" für Forschende und Studierende, aber auch für den Wissenschaftsstandort Deutschland und unsere Gesellschaft insgesamt hat. Sie resümieren die Erfahrungsberichte unter #IchBinHanna und präsentieren ihre Forderungen für bessere Arbeitsbedingungen in Forschung und Lehre.
