Is There Bias in the U.S. Law Enforcement?

Differences in criminal behavior among blacks & whites in the US are examined through analysis of 1991 nationwide date from the Federal Bureau of Investigation (FBI). Analysis reveals a disproportionately high rate of black arrests for murder, nonnegligent manslaughter, forcible rape, drug abuse violations, robbery, gambling, & property crimes, even after control for basal demographics. Similar findings were found for juvenile & adult crime. The findings were not replicated when crime data for other minorities were analyzed. The validity of the FBI crime data, misleading interpretations of criminal data, & erroneous claims that US law enforcement is biased against blacks are discussed. 1 Table, 22 References. D. Generoli

THE HIDING OF AN ASSESSMENT REPORT: IRREGULARITIES IN A PRISON SETTING

The author assessed an 18-year old prisoner who was a potential murderer and rapist. His supervisor objected to the report, perhaps because the supervisor wanted the youth transferred out of the treatment program. However the report indicated too much pathology to justify transfer.
After ordering a re-write and not being satisfied with it, the supervisor it would seem made the report "disappear", and the Youthful Offender Parole Board did not have it when they considered and granted transfer. The conflict between the supervisor and the author is explained
via the differing perceptions of a manager vs. a professional psychologist. Legal issues are also discussed.
