Turkey's Cultural Diplomacy and Soft Power Policy Towards the Balkans
This article examines Turkey's Balkan policy in 2000s within the framework of cultural diplomacy and soft power. Turkey followed a security-oriented policy due to the conflicting dynamics of the region in 1990s while it chose a cultural diplomacy based soft power diplomacy due to the relative stability in the region in 2000s. In this context, the main research question of this paper was determined to be "what is the changing aspect of Turkey's Balkan policy in 2000s?" The fundamental argument within the framework of this question is that Turkey's Balkan policy during the AK Party reign is that the country mainly followed a strategy to increase cultural-social effectiveness in the region through a soft power policy on the basis of the publiccultural diplomacy. In this framework, the other two arguments of the study are as follows: Firstly, Turkey opted to develop its relations with the Balkans on the societal and cultural levels. The reason is the historical and cultural ties are the most significant ties of Turkey with the region. Turkey desired to revive these ties through cultural diplomacy. Secondly, Turkey followed a policy of being a soft power in the region. Therefore, Turkey opted to implement the instruments of the public and cultural diplomacy. The Yunus Emre Institute, TİKA, TRT and Anatolian Agency were introduced in 2000s as the instruments that generate the soft power of Turkey in the region. ; Bu makalede 2000'lerdeki Türkiye'nin Balkan politikası, kültür diplomasisi ve yumuşak güç çerçevesinde irdelenmiştir. 1990'larda bölgenin çatışmacı dinamikleri nedeniyle güvenlik odaklı politika izleyen Türkiye, 2000'lerde bölgenin göreli istikrarlı olması nedeniyle kültürel diplomasi temelli yumuşak güç odaklı politika izlemiştir. Bu bağlamda bu makalenin temel araştırma sorusu, 2000'lerde Türkiye'nin Balkan politikasının değişen yönü nedir? olarak belirlenmiştir. Bu soru çerçevesinde araştırmanın temel argümanı, AK Parti dönemi Türkiye'nin Balkan politikası, ağırlıklı olarak kamu-kültür diplomasisi temelinde yumuşak güç politikası izlenerek bölgede kültüreltoplumsal etkinliği artırma stratejisinin izlendiğidir. Bu çerçevede araştırmanın diğer iki argümanı ise şöyle devam etmektedir: Birincisi, Türkiye bu dönemde Balkanlarla ilişkilerini toplumsal ve kültürel düzeyde geliştirme politikasını tercih etmiştir. Çünkü Türkiye'nin bölgeyle en önemli bağlantısını tarihsel ve kültürel bağlar oluşturmaktadır. Türkiye, kültür diplomasisi ile bu bağları tekrar canlandırmak istemiştir. İkincisi, Türkiye, bölgede yumuşak güç olma politikası izlemiştir. Bunun için Türkiye, kamu ve kültür diplomasisinin araçlarını uygulamayı tercih etmiştir. Yunus Emre Enstitüsü, TİKA, TRT ve Anadolu Ajansı bölgede Türkiye'nin yumuşak gücünü üreten enstrümanları olarak 2000'lerde devreye girmiştir.

This study examines the Iran-Saudi rivalry within the context of the changing balance of power in the Middle East. The main research questions were determined to be what the dynamics of the Iran-Saudi rivalry are and what type of role Turkey may play within the rivalry between the two countries. Three essential arguments were developed within this context. The first argument is that the regional balances were broken by the US occupation of Iraq in 2003 and by the 'Arab Spring' process resulting in the regional hegemony rivalry between Iran and Saudi Arabia. The second one is that Iran desired to utilize the Arab Spring process as an opportunity to become a regional hegemonic power. On the other hand, the policy of the US to withdraw from and leave the Middle East to its allies Israel and Saudi Arabia caused King Salman bin Abdul-Aziz Al Saud to adopt a regional leadership policy. Within this framework, the study argued that the rivalry to become the new regional hegemon of the Middle East resurged between Iran and Saudi Arabia, the two historic rival powers of the Middle East. The third argument is that the rivalry between the two countries was mainly in the form of a proxy war but resulted in the fact that the balance of power struggle in the region reached to the proxy war balance as no country managed to outcompete the other. ; Bu araştırmada Ortadoğu'daki İran-Suudi rekabeti, değişen güç dengeleri bağlamında incelenmiştir. Makalenin temel araştırma sorusu, İran-Suudi rekabetinin dinamikleri nelerdir ve iki ülke arasındaki rekabette Türkiye'nin rolü ne olabilir olarak belirlenmiştir. Bu bağlamda üç temel argüman geliştirilmiştir: Birincisi, ABD'nin 2003 yılında Irak işgali ve 'Arap Baharı' sürecinin bölgesel dengeleri bozduğu ve iki ülke arasında bölgesel hegemon olma rekabetine yol açtığı tezi geliştirilmiştir. İkincisi, İran, Arap Baharı sürecini bölgesel hegemon güç olmak için bir fırsat olarak kullanmak istemiştir. Öte yandan ABD'nin bölgeden çekilmesiyle Ortadoğu'yu müttefikleri İsrail ve Suudi Arabistan'a bırakma politikası, Kral Salman'ı bölgesel liderlik politikasına yöneltmiştir. Bu çerçevede araştırmada Ortadoğu'nun iki tarihsel rakip gücü olan İran ve Suudi Arabistan arasında Ortadoğu'nun yeni bölgesel hegemonu olma rekabetinin başladığı argümanı ileri sürülmüştür. Üçüncüsü, iki ülke arasındaki rekabetin ağırlıklı olarak vekalet savaşı biçiminde yürütüldüğü, ancak her iki ülkenin de birbirlerine üstünlük sağlayamaması, bölgede güç dengesi rekabetinin aynı zamanda vekalet savaşı dengesine dönüştüğü argümanı ileri sürülmüştür.

This study analyzes the implications of the Syria policies of the United States, Russia and China with regard to the international system within the framework of the great power politics. In this context, the main research question of the study is as follows: What are the Syria Crisis' implications and transformative effects for the international system? The study has two fundamental arguments: First, the geopolitical struggle involving the United States, Russia and China begun after the Syria crisis turned to a proxy war between great powers. Second, this struggle also transforms the international system. Public Diplomacy: A New Framework for Foreign Policy Analysis ; Dış Politika Analizinde Yeni Bir Analiz Çerçevesi Olarak Kamu Diplomasisi
This study introduces public diplomacy as a new framework for Foreign Policy Analysis (FPA). The conceptual framework of public diplomacy was built on four main concepts including public opinion, civil society, soft power and diplomacy. Methodologically, public diplomacy offers social values, cultures and foreign policies of states as a new analysis instrument. Ontologically, it is different from the conventional FPA as it gives priority to social actors and public opinion in foreign policy. Public diplomacy combines the level of analysis in conventional FPA and the unit of analysis to be state-individual (society) giving diplomacy a social aspect. Public diplomacy causes a paradigmatic change by including social-cultural elements in addition to bring new instruments and methods to the conventional field of foreign policy.

AK Parti Döneminde Türkiye'nin Balkanlarda Kamu-Kültürel Diplomasi Aracılığıyla Toplumsal-Kültürel Etkinliğini Artırma Politikası ; Turkey's Policy for Enhancing the Societal-Cultural Effectiveness in Balkans Through Public-Cultural Diplomacy During AK Party Era
1990'larda Türkiye, Balkanlarda istikrarsızlık ve çatışmalardan dolayı doğal olarak güvenlik odaklı politika izlerken 2000'lerde bölgenin göreli istikrara kavuşmasından sonra AK Parti döneminde yumuşak güç odaklı toplumsal-kültürel etkinliğini artırma politikası izlemeye başlamıştır. Buradan hareketle, AK Parti hükümetlerinin Balkan politikasının ağırlıklı olarak tarihi ve kültürel miras üzerinden formüle edildiği ileri sürülebilir. Bu çerçevede 'AK Parti dönemi Türkiye'nin Balkan politikası, kamu diplomasisi temelli, kültürel odaklı ve yumuşak güç araçlarına dayanan bir diplomasi' olarak tanımlanabilir. Türkiye'nin Balkanlarda etkinliğini ortak tarih ve kültüre özellikle Osmanlı mirasına vurgu yaparak artırma politikası hem bölgede hem de akademik camiada bir tehdit ve yayılmacı-hegemonik bir politika olarak Yeni-Osmanlıcılık algısına yol açmıştır. Nitekim Ekim 2009 yılında Dışişleri Bakanı Davutoğlu'nun Bosna'da Yunus Emre Türk kültür merkezinin açılışında Osmanlı tarihine vurgu yaparak bölge ülkelerini Türkiye'nin liderliğinde bütünleşmeye çağıran konuşması, Yeni-Osmanlıcı algının temel dayanağı olmuştur. Oysa Türkiye'nin bölge ülkelerini AB ve NATO ile entegrasyona teşvik etmesi ve desteklemesi, Yeni-Osmanlıcı iddialarla çelişmektedir. Diğer taraftan AK Parti döneminde açılan yumuşak güç kurumları olan Yunus Emre Enstitüsü Türk kültür merkezleri, Yurtdışı Türkler ve Akraba Toplulukları Başkanlığı, daha önce açılan fakat daha etkin hale getirilen TİKA, Kamu Diplomasisi Koordinatörlüğü ve Diyanet, TRT, Anadolu Ajansı Balkanlarda Türkiye'nin tarihi ve kültürel bağlarının yeniden güçlendirilmesine yönelik önceki dönemlerden farklı kamu diplomasisi olarak tanımlayabileceğimiz bir politika izlenmeye başlamıştır. Kamu diplomasisi yaklaşımı çerçevesinde Türkiye, Balkan toplumlarıyla doğrudan ilişki kurma politikasına geçmiştir. Bu da Türkiye'ye bölgede hem çok daha geniş bir etkinlik ve hareket alanı sunarken hem de bölge halklarıyla derin ilişkiler inşa etmesini sağlamaktadır. Bu bağlamda, Türkiye'nin Balkan politikasının kamu diplomasisi kurumlarının etkinlikleri üzerinden toplumsal ve kültürel boyutu analiz edilmiştir. Bu makalede AK Parti döneminde Türkiye'nin Balkan politikası, eğitim diplomasisi, diaspora diplomasisi, kültürel diplomasisi, TV diplomasisi ve hepsini içeren kamu diplomasisi çerçevesinde ele alınmıştır. ; In 1990s Turkey had intrinsically pursued security-focus policy due to instability and conflicts in the Balkans, but it has unlikely adopted a soft power-oriented policy for enhancing societal-cultural effectiveness during AK Party era after the relative stabilization in the region in 2000s. From this point of view, it could be assert that the ruling government has principally formulated Balkan policy through the historical and cultural legacy. In this context,'Turkey's Balkan strategy during AK Party decade defines as "public diplomacy-based, cultural diplomacy-focus and the instruments of soft power-oriented'. Turkey's policy for enhancing its influence by accentuating common culture and history in particular the legacy of Ottoman has led to a perception of threat as Neo-Ottomanist, revisionist and hegemonic policy both in the region and in academic circle. Therefore, the Foreign Minister Davutoğlu's speech of calling for Turkey's leadership to the integration of countries of the region by underling the Ottoman history in the inauguration of the Yunus Emre Institute Turkish Cultural Center in Bosnia has been a mainstay of the Neo-Ottoman perception. Whereas, Turkey's encouraging and supporting the integration of the countries of region with the EU and NATO is in contradiction with the Neo-Ottoman claims. On the other hand, this policy can be defined as public diplomacy that is quite different from the previous periods of Turkey's Balkan policy. Ak Party has initiated to implementation of soft power institutions such as Yunus Emre Institute Cultural Centers and the Office of Public Diplomacy, The Presidency for Turks Abroad and Related Communities opened by the ruling government and previously opened but made more effective institutions of TİKA, TRT, Anadolu Agency and Diyanet Foundation in order to strengthen Turkey's historical and cultural ties in the Balkans by AK Part. In the framework of public diplomacy approach Turkey has maintained a policy of building direct relations with the Balkan people. To that effect, this policy provides Turkey both a much wider sphere of influence and building deeper relations with the living people of the region. In this context, Turkey's social and cultural dimension of the Balkan policy is analyzed in terms of the activities of public diplomacy institutions. In this article, Turkey's Balkan policy is scrutinized within the framework of education diplomacy, diaspora diplomacy, cultural diplomacy, TV diplomacy and public diplomacy comprising all of them.

Rusya'nın Kamu Diplomasisi: Dış Politika Davranışlarıyla Çelişme Paradoksu
Bu makale, Rusya'nın kamu diplomasisini dış politika ve kurumsal mekanizmalar çerçevesinde incelemektedir. Öncelikle kamu diplomasisini ortaya çıkaran küresel siyasetin dönüşümü analiz edilmiştir. Buradan hareketle kamu diplomasisi, Rusya'nın uygulama tarzı ve anlayışına göre açıklanmıştır. Bu bağlamda Rusya'nın kamu diplomasisini imaj ve ulus markalama yöntemleri düzleminde uyguladığı ortaya konulmuştur. Rusya'nın kamu diplomasisini uygulamaya geçmesinin nedeni temel olarak olumsuz imaj problemini kamu diplomasisi yöntemiyle çözme arayışından kaynaklandığı ileri sürülmüştür. Ayrıca ABD, NATO ve AB'nin 2004 yılında eski Sovyet coğrafyasına doğru genişlemelerinin Rusya'nın kamu diplomasisini uygulamaya zorlayan etkenler olduğu tespit edilmiştir. Daha sonra Rusya'nın kamu diplomasisi, 2005'ten itibaren açtığı medya kanalları ve Russkiy Mir Vakfı, Rossotrudnichestvo Ajansı, Gorchakov Kamu Diplomasisi Fonu olmak üzere üç kurum, medya araçları üzerinden kurumsal düzeyde amaç ve faaliyetleri bağlamında araştırılmıştır. Böylece Rusya'nın yeni açılan medya kanallarıyla enformasyon savaşlarına hazırlık, Russkiy Mir vakfıyla kültürel diplomasi, Rossotrudnichestvo Ajansıyla ağırlıklı olarak diaspora diplomasisi ve Gorchakov fonuyla kamu diplomasisi uygulama yöntem ve tarzı çözümlenmiştir. Böylece bunun devletmerkezli, yukarıdan aşağıya bir metotla, tek yönlü iletişim stili ve realist bakış açısıyla uygulanan niteliklere sahip olduğu vurgulanmıştır. Ayrıca Rusya'nın realist, saldırgan, militarist ve neo-emperyal olarak algılanan dış politikası, içerde medya özgürlüğünü kısıtlaması, demokrasi seviyesinin geriye gitmesi ve artan otoriterleşme gibi faktörlerin kamu diplomasisi girişimleri ve projelerini akim bıraktığı şeklindeki olumsuz imajını da yeniden ürettiği sonucuna varılmıştır. ; This essay examines Russian public diplomacy in the framework of foreign policy and institutional mechanisms. The transformation of global politics, which unveiled public diplomacy initially analyzed and considered as a starting point. Thus, public diplomacy elucidated with respect to the Russian perception and the methods of its practices. In this context, it is argued that Russia performs public diplomacy with the image and nation-branding management for the most part. The reason of Russian public diplomacy conduct is essentially based upon to solve the image problem. Furthermore, the expansion of the U.S., EU and NATO into the former Soviet geography identified as the driving force for the implementation of public diplomacy. Subsequently, Russian public diplomacy scrutinized on the basis of the Russkiy Mir Foundation, the Rossotrudnichestvo Agency, the Gorchakov Fund and the instruments of new media since 2005. It follows that Russian public diplomacy implemented with the new media channels for the preparation of information wars. In addition, Russia conducted cultural diplomacy with the Russkiy Mir, diaspora diplomacy with the Rossotrudnichestvo, and specifically public diplomacy with the Gor-chakov, which assess the practice and methods of these institutions. Consequently, it is highlighted that Russia's public diplomacy is constructed and performed top-down, state-centric model and with realist approach. For these reasons, and along with that realist, militarist, aggressive, neo-imperial Russian foreign policy, and the restriction of media freedom, growing authoritarianism factors paralyzed public diplomacy initiatives and projects as well as these facts reproduced and fed the Russian negative image after all.

Turkey's Increasing role in Afghanistan
This paper is briefly dealing with the current situation in Afghanistan within the context of Turkey's increasing role in Afghanistan. TurkishAfghani relations are examined in terms of politics and economy while Turkish foreign policies towards Afghanistan and the TurkishPakistani-Afghani triple summit attempts are analyzed. Additionally, Turkey's security and socio-economic contributions in Afghanistan are emphasized. Turkey's unwillingness to send troops to Afghanistan for operational purposes that is frequently debated in national and international circles has been evaluated by stating the advantages and disadvantages of such decision. Turkey's quiet approach between 2001 and 2004 towards Afghanistan, which have been energizing since 2005 and Foreign Minister Ahmet Davutoğlu's visit to Afghanistan on June 2009 have been dealt as well. By considering Davutoglu's policies, aiming to introduce Turkey as a global actor and as the term President of the UNSC (the UN Security Council), it seems that Turkey is preparing to play a more active role in Afghanistan.

Bu makale, öncelikle küresel e¤ilimler ve dinamiklerle uluslararas› güvenli¤in de¤iflen boyutu çerçevesinde küresel enerji güvenli¤inin uluslararas› güvenli¤e eklemlenmesi ve uluslararas› güvenli¤in bozucu bir bilefleni olarak yeniden infla edilmesi üzerine analitik bir tart›flma sunmay› amaçlamaktad›r. This paper primarily aims to present a critical and structural analysis upon the engagement of global energy security into the contemporary international security and its re-building as a component which is undermining international security system, in the framework of global trends and dynamics. In this context, NATO's role is underlined as; a security provider and an institutional actor at global scale as well as NATO's functions in energy geopolitics which is consisting of states and corporations in the axis of global energy security. Finally, it is questioned how the definitions, perceptions and interests of states and corporations will counterbalance in an institutional perspective and how will their joint approaches and strategies be determined in a collective concept.

The Bush Administration Fiasco From Hegemony to Empire and the Obama Restoration ; Hegemonyadan İmparatorluğa Bush Yönetiminin Fiyaskosu ve Obama Restorasyonu
As the Bush administration started to implement the empire project, the US transformed from hegemony to an empire. However, since the project failed, the US, which could not be an empire either, passed into a revision period, as there is no way going back to hegemony. From that point on, the US lost its luxury to dictate "be either on our side or against us" like it did during Bush's term. During the Bush administration the US tried to use its advantageous status in the changing world with its empire project and strived to shape the said change in favor of its own interests. However, it could not succeed and, on the contrary, ended up weakening its present effectiveness and lost its superiority in many fields. Subsequently the Obama administration will mostly clean up the mess left by the Bush administration and will go for a revision. To start with, the Obama administration has to be on good terms with the Islamic World because of the badly distorted relations during Bush's term. ; Bush yönetiminin imparatorluk projesini uygulamaya başlamasıyla ABD, hegemonyadan imparatorluğa doğru bir dönüşüm içerisine girmiştir. Ancak, Bush yönetiminin imparatorluk projesinin başarısızlığa uğramasıyla birlikte ABD, artık ne imparatorluktu ne de bu ülkenin hegemonyaya geri dönüşü söz konusuydu. Bu noktadan itibaren ABD, artık Bush dönemindeki gibi dünyaya "ya bizimlesiniz ya da bize karşı" şeklinde dikte etme lüksünü de kaybetmiştir. Bush yönetimi döneminde ABD, değişen dünyada avantajlı konumunu kullanarak imparatorluk projesini uygulamaya ve dünyayı kendi çıkarlarına göre şekillendirmeye çalışmıştı, fakat bu politikalar başarısızlıkla sonuçlanmakla kalmamış, pek çok alanda da ABD'nin üstünlüğünü kaybetmesine ve dünyadaki prestijinin de ciddi derecede zarar görmesine yol açmıştır. İşte bütün bunlardan sonra iktidara gelen Obama ile ABD'nin Bush yönetiminin enkazını temizlemeye ve yeni bir restorasyon/revizyon politikasına yöneldiği ifade edilebilir. Bu da Bush döneminde iyice bozulan ilişkiler nedeniyle Obama yönetiminin ilk olarak İslam dünyasıyla ilişkilerini düzeltmeye yönelik politika izleyeceği/diği anlaşılmaktadır

Körfez'de Güvenlik: Güvenlik Sistemi, Güvenlik Sorunları ve Yapılanmaları ; Security in the Gulf: Security System, Security Issues and Security Structures
Bu araştırmada, Körfez'de güvenlik sorunları, bölgesel güvenliğin temel faktör ve aktörleri, Körfez'de bölgesel güvenlik yapılanmaları ve Körfez İşbirliği Konseyi (KİK) çerçevesinde bölgesel güvenlik sistemi ele alınmıştır. Bu konuların analizi çerçevesinde Körfez güvenliğinin bölgesel ve küresel boyutlara sahip olması nedeniyle, sadece bölgesel-küresel karşılıklı güvenlik bağımlılığı ilişkisi bağlamında Körfez'de çok taraflı kolektif güvenlik mekanizmasının işlevsel olabileceği temel argüman olarak ileri sürülmüştür. Körfez güvenliğinin bölgesel ve küresel boyutunun dikkate alınmadığı KİK örneğinden hareketle, Körfez'de bölgesel bir güvenlik mekanizmasının etkinlik gösteremeyeceği hipotezi vurgulanmaktadır. Buna göre, KİK oluşumunda yukarıdaki bu parametrenin dikkate alınmaması nedeniyle, kurulduğu günden bugüne kadar daime etkinlik krizi ile karşı karşıya kalmış ve bunu aşamamıştır. Ayrıca, Körfez'de güvenlik ilişkileri ve politikasının ekonomi-politik/petro-politik ve güç politikası ile anlamlandırılabileceği ortaya konmaktadır. Körfez güvenlik ilişkilerinin incelenmesi sonucu bölgede sürekli güvenlik ikileminin hâkim olduğu tespit edilmiştir. Bunun yanında Körfez güvenliğinin devlet-merkezli ve askeri odaklı olduğu ve KİK ülkelerinin güvenliğini bölge dışı bir güç olan ABD'ye dayandırmaları olgusunun bölgeye güvenlik üretici değil aksine istikrarsızlık üretici bir faktör işlevi gördüğü söylenebilir ; In this paper the basic factors and actors of regional security and politics, the security predicaments, and the Gulf regional security structures, the regional security system with reference to the Gulf Cooperation Council (GCC) are analyzed. Concerning the analysis of these issues and due to the fact that the security in the Gulf has both regional and global dimensions, it is considered that; the interdependence of regionalglobal relationship could be achieved within the multilateral collective security mechanisms in the Gulf. Considering the GCC where the regional and global perspective of Gulf Security is not taken into consideration, it is alluded as a hypothesis that; a regional security mechanism in the Gulf region will not be effective. Apart from the fact that the factors mentioned above are not taken into consideration, the GCC has faced with efficiency crisis and could not solve this quandary since its foundation. Furthermore, the security relations and policies in the Gulf will be more meaningful if handled together with the political economy/petropolitics and power politics. As a result of scrutinizing the security relations in the Gulf, I identify that there is a constant security dilemma in the region. The security in the Gulf region is state-centric and military-focused so dependence on the security of the member countries' to another actor like the US will not bring security to the region; and will convey instability to the region

Türkiye-Azerbaycan İlişkileri: Söylemden Reelpolitiğe ; Turkey Azerbaijan Relations: From Discourse to Realpolitic
8 Ağustos 2008 tarihinde başlayan beş günlük Rus-Gürcü çatışması, Kafkasya politikası için bir dönüm noktası olmuştur. Kafkasya'da dengelerin değişerek yeni bir jeopolitik durumun ortaya çıkardığı yeni konjonktür, bölge ülkelerinin ve bölgeye yönelik çıkarları olan aktörlerin politikalarını yeniden gözden geçirmelerine neden olmuştur. Bu çerçevede Türkiye, Kafkasya politikasını yeniden yapılandırma içerisine girmiştir. Bu anlamda Kafkasya İstikrar ve İşbirliği Platformu önerisini beklenmedik bir hızla ortaya atan ve Ermenistan ile Ağustos 2007 tarihinde başlatılan normalleşme sürecine çatışma sonrası ivme kazandıran Türkiye, Kafkasya politikasında proaktif ve ön alıcı açılımlarda bulunmuştur. Ancak, Türkiye'nin bu yeni açılımlarından özellikle normalleşme açılımı, Türkiye-Azerbaycan ilişkilerinde tansiyonun yükselmesini de beraberinde getirmiştir. Bu araştırmada Türkiye-Azerbaycan ilişkilerinin daha çok söylem düzeyinde kaldığı ve beklenen stratejik düzeye çıkarılamadığı ileri sürülmektedir. Ayrıca, ilişkilerde sadece enerji alanında somut işbirliği gerçekleştirilmiş, ancak bu siyasal alana yansıtılamamıştır. Buna karşın Davutoğlu döneminde Türkiye, Kafkasya politikasını yeniden dizayn etmeye başlamış ve bununla Azerbaycan ilişkilerinin de stratejik ortaklık boyuta geçilmesi hedeflenmiştir. ; Started on August 8, 2008, the five-day Russian-Georgian conflict has become a turning point for Caucasian politics. A new emerging geopolitical balance in the Caucasus changed the situation, provided for a new conjuncture and caused the regional actors to change their policies. Under these circumstances, Turkey has started to re-structure her Caucasian policy as well. In this framework, Turkey, one of the most important actors of the region, swiftly initiated the Caucasus Cooperation and Stability Platform and normalization process in terms of relations with Armenia in the Caucasus. Turkey's new proactive Caucasian policy and particularly normalization process with Armenia have caused tension over TurkishAzerbaijani relations." In this study, it is proposed that Turkey-Azerbaijan relations have remained at the level of discourse dimension instead of expected strategic level. Furthermore, in the bilateral relations, concrete cooperation materialized only in energy field, but it could not widen into the political sphere. However, Turkey has begun to redesign its Caucasus policy in the era of Davutoglu and in this context; it has been aimed to raise relations between Azerbaijan and Turkey to the strategic dimension.

Caspian Resources: Azerbaijan's Administration and Foreign Policy ; Hazar Kaynakları: Azerbaycan Yönetimi ve Dış Politikası
In this essay, the effect of Caspian hydrocarbon resources on Azerbaijan's govern- ing structures and elites, and its foreign policy were analyzed from the perspective of geo-economics. The strategic resources of Azerbaijan affected the governing structure of itself in a negative way to a lesser or greater degree. Specifically, in- stead of a great-extend development, they are being used for strengihening the political seats of the governors. From the foreign policy perspective, the Caspian resources contributed Azerbaijan's strategic position and enabled her to be a signif- icant geo-strategic player in the Caspian politics. Conseguently, Azerbaijan moved into a dilemma with regard to the Caspian resources as termed resource rich states. The only way out from this situation is a well-balanced political and economic de- velopment. In order to achieve this, it is essential to settle the harmony of inter- ests of Caspian's geo-economics. Finally, economic factors and geo-economics of Azerbaijani Caspian resources are dominant in determining Azerbaijan's ruling elite administration and foreign policy. ; Bu makalede, Hazar hidrokarbon kaynaklarının Azerbaycan yönetimi ve Dış poli- tikasına etkileri jeo-ekonomik perspektiften analiz edilmiştir. Bu çalışma, kuramsal çerçeve ve jeo-ekonomik perspektif, Hazar kaynaklarının devlet, liderlik yapılan- malarına ve Hazar kaynaklarının uluslararası boyutu ve Dış politikasına etkileri alt başlıklarından oluşmaktadır. Bu çalışmanın amacı, Hazar kaynaklarının Azerbay- can devletine etkilerini jeo-ekonomik model bağlamında analiz etmektir. Bu anlam- da Azerbaycan'ın bu stratejik kaynaklarının Azerbaycan yönetimini genel itibariy- le olumsuz yönde etkilediği ve ülkede otoriter yönetimin sağlamlaşmasına neden olduğu söylenebilir. Dış politika açısından ise Hazar kaynaklarının Dış politikanın gündemini oluşturduğu ve uluslararası arenada Azerbaycan'ın stratejik önemini ar- tırdığını söylemek mümkündür. Bununla birlikte, Azerbaycan Hazar kaynakları do- layısıyla bir ikilemle karşı karşıya bulunmaktadır. Şöyle ki, bu kaynaklar bir yandan Azerbaycan'a finansal getiriler sağlarken, öte yandan Azerbaycan'ı petrol zengini ülkelerin akibetiyle karşı karşıya bırakmaktadır. Bundan dolayı, Azerbaycan'ın den- geli siyasi ve sosyo-ekonomik gelişme stratejisi izlemesi ve çıkar uyumu prensibini uygulaması gerektiği tezi ileri sürülebilir.
